This is re-opening a closed facility permit. Site originally permitted in
2003. After permit expired they elected not to renew. Now there are
re-opening the site, to be operated differently than first permitted. Old
permit was Large Type 4. New permit will be Small Type 3. Site
location is the same as the original.
