OBSERVED VIOLATIONS:

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS

1) Pre-operational inspection conducted for modifying the site from just a discharge location to a septage
dewatering facility. The submitted drawings were fairly accurate as to how the facility has been built.
Connie made some minor notes on the drawing. A hole will need to be plugged in the concrete drop-off
(screening) tank. The screening tank did have a cover for when the tank is not in use. From the
screening tank, the septage will be pumped into two 10,000-gallon stainless steel tanks. The two 10,000-
gallon steel tanks are located inside a building while the screening tank is located outside of the building.
Ronnie said that he was going to install a way to monitor the septage level in the two 10,000-gallon tanks
so that the septage level can be monitored from outside of the building. The dewatering process will
occur in an attached building.
2) Connie also reviewed the Operation Manual with Ronnie. Connie made notes as to some changes and
added information needed within the Operation Manual and later sent to Ronnie to revise the Operation
Manual for the final version.
3) The “No Trespassing” sign was posted at the front of the building facing the state road.
4) The storage tanks appeared to be structurally sound.
5) Tanks accessible for inspection.
6) No evidenced noticed indicating that any part of the proposed addition to this facility had received
septage. The permit was signed on 04/05/2019 for the operation of the dewatering facility.
7) No spills of septage noticed.
8) No objectionable odors or vector problems noticed.
9) Connie reviewed the requirements and information required for maintaining a treatment log with
Ronnie and Delores for once the operation begins.
