On October 10, 2015, Bill Wagner, Environmental Senior Specialist, representing the State of North Carolina, Division
of Waste Management Solid Waste Section, inspected the above referenced facility for compliance with North
Carolina solid waste statues and rules. FFD 11, LLC (d.b.a. Recycle Carolina) was found in violation of 15A North Carolina
Administrative Code 13B .0302(1) for failing to have a SWANA certified transfer station operator on site in accordance
with the approved Operations Plan. (Monday through Saturday 24 hours a day beginning at 5:00 a.m. Monday until
Saturday at 4:00 p.m.)
As a result of the violation, a Notice of Deficiency was issued to the FFD 11, LLC (d.b.a. Recycle Carolina) on October 15,
2015. To achieve compliance, FFD 11, LLC (d.b.a. Recycle Carolina) was required to ensure that a sufficient number of
staff that are SWANA certified as transfer station operators will be on site Monday through Saturday 24 hours a day
beginning at 5:00 a.m. Monday until Saturday at 4:00 p.m.
SWANA representative Chris Stahl confirmed that Gregg Walbridge (Facility Coordinator for FFD 11, LLC (d.b.a. Recycle
Carolina) certified as a SWANA transfer station operator. Mr. Walbridge's certification will expire on November 11,
2018. This letter serves to confirm that the requirements of the Notice of Deficiency have been satisfied and the
