The Solid Waste Section approves the temporary yard waste storage area, as shown on the submitted drawings,
attached. The location is in the old borrow pit, just north of the closed MSW landfill, Permit 6401. The following
conditions must be met:
1. The operation in this area is temporary, for no more than one year.
2. The area must be operated in accordance with the plan approved for the existing yard waste area, Doc ID 27382,
pdf page 140-141. A copy of these pages are attached. The yard waste area must be operated in accordance
with the permit conditions for the existing yard waste area.
3. Pile sizes must be maintained at maximum 30 feet high and 50 feet wide, with 20 feet between windrows. Pile
sizes must be maintained to prevent excessive temperatures in the pile.
4. Surface water must be controlled to prevent waste from ponding around or within waste. Waste must not be
placed in standing water.
5. The gas monitoring probes must be protected with concrete bollards, as indicated on the drawing.
6. A 25 foot buffer must be maintained between waste and onsite ditches and berms.
7. The temporary yard waste storage area must close, and waste removed within 60 days, when the new yard
waste storage area is constructed.

NThe site is not located within a floodplain.
The yard waste area is not within 100 feet of the property Iine.The 100—FT
Property Line Buffer is shown in red.
(3) The location of the yard waste management area accommodates the
required 200—FT buffer for residences and dwellings not owned and
occupied by the permittee. The 200—FT yard waste buffer is shown in red.
(4) There are no wells, excepting monitoring wells, within 100 feet of the yard
waste management area.
(5) There are no streams/rivers within 50 feet of the yard waste management
area.
(6) The yard waste management area was located in accordance with 15A
NCAC 2B .0200, Classification and Water Quality Standards Applicable
to Surface Waters in North Carolina.
(7) No portion of the yard waste management area is over a closed —out
disposal area.
(8) Existing swales are shown. A minimum 25' operational buffer shall be
maintained between managment areas and existing swales. Access
shall be improved as necessary to facility emergency fire fighting equipment,
including temporary roads and/or culverts.
�9) No wetlands or waters of the state are located within the project area.
10) The project area is located within an existing erosion and sediment control
system.
N) Site soils are clayey silt. Depth to water table is greater than 24 inches.
The site is controlled by fences and gates.
YARD WASTE MANAGEMENT AREAS ACCESS NOTES
1. ACCESS TO EAST YARD WASTE MANAGEMENT AREA SHALL BE VIA EXISTING
DRIVEWAY.
2. ADDITIONAL ACCESS POINTS MAY BE ADDED BY OWNER ALONG MAIN LANDFILL
ROADWAY.
3. RAMPS FROM MAIN LANDFILL ROAD MAY BE CONSTRUCTED BY OWNER TO
FACILITATE ACCESS.
4. RAMPS SHALL BE BUILT NO STEEPER THAN 12H:1V TO ALLOW FOR EMERGENCY
VEHICLE ACCESS.
5. ACCESS TO WEST YARD WASTE MANAGEMENT AREA SHALL BE PROVIDED BY
INSTALLING A CULVERT CROSSING IN THE EXISTING SWALE AND/OR INSTALLING
A RAMP OFF THE MAIN LANDFILL ROAD.
6. ALL ACCESS POINTS SHALL MAINTAIN A MINIMUM WIDTH OF 25—FEET.

OPERATION PLAN
(3) Appropriate methods such as fencing and diking must be provided within the area to
confine solid waste which is subject to be blown by the wind. At the conclusion of each
operating day, all windblown material resulting from the operation must be collected
and disposed of by the owner and operator.
The Owner will make available durable equipment that performs reliably and safely with a
minimum unscheduled service, equipment to provide suitable material handling capability
and compaction for the given waste volumes anticipated. At minimum, one (1) 70,000-pound
plus machine with a waste handling arrangement and toothed compactor wheels will be
available at the working face at all times.
The procedures for placement and compaction of solid waste include: unloading of vehicles,
spreading of waste into 2 foot lifts, and compaction on relatively flat slopes (i.e. 5H:1V max.)
using a landfill compactor and a minimum number of three full passes.
11.4 SPECIAL WASTE MANAGEMENT
Nash County C&D Landfill may dispose of asbestos within the C&D landfill unit. Asbestos
will only be accepted if it has been processed and packaged in accordance with State and
Federal (40 CFR 61) regulations. Asbestos will arrive at the site in vehicles that contain only
the asbestos waste and only after advance notification by the generator.
Once the hauler brings the asbestos to the landfill, the hauler will be directed to the
designated asbestos disposal area by operations personnel. The designated disposal area
will be prepared by operations personnel by leveling a small area using a dozer or loader.
Prior to disposal, the landfill operators will stockpile cover soil near the designated asbestos
disposal area. The volume of soil stockpiled will be sufficient to cover the waste and to
provide any berms, etc. to maintain temporary separation from other landfill traffic.
Once placed in the prepared area, the asbestos waste will be covered with a minimum of 18
inches of cover soil placed in a single lift. The surface of the cover soil will be compacted
and graded using a tracked dozer or loader. The landfill compactor will be prohibited from
operating over asbestos disposal areas until at least 18 inches of cover are in -place.
The landfill staff will record the approximate location and elevation of the asbestos waste
once cover is in -place. The Landfill Manager will then review pertinent disposal and location
information to assure compliance with regulatory requirements and enter the information into
the Operating Record.
Once disposal and recording for asbestos waste is completed, the disposal area may be
covered with waste. No excavation into designated asbestos disposal areas will be permitted.
11.5 YARD WASTE MANAGEMENT
Nash County accepts yard waste at the designated Yard Waste Management Area indicated
on the overall facility plan in the Engineering Drawings. The yard waste material accepted

by Nash County consists primarily of tree debris and land clearing debris. High nitrogen yard
waste such as grass clippings, leaves, and bush trimmings, while accepted at the Nash
County Landfill, represents an insignificant portion of the waste stream, and is distributed
throughout the yard waste stockpiles. Composting of yard waste is not performed at the
Nash County Landfill.
Nash County contracts grinding services as necessary to maintain stockpiles no larger than
30 feet high and 50 feet wide of unlimited length. Ground materials are also maintained in
stockpiles no larger than 30 feet high and 50 feet wide of unlimited length. A minimum of 20
feet shall be maintained between individual stockpiles to facility firefighting equipment
access. Stockpiles are managed to not create excessive temperatures, attract vectors, or
produce objectionable odors.
Ground yard waste materials are not offered to the public. Ground yard waste materials are
sold for boiler fuel as market conditions permit. Ground yard waste/mulch that has not been
composted can also be used as landscape mulch on the landfill property in areas that are
not accessible to the public (for example, it can't be used around the site entrance, office
buildings, or scale house).
11.6 WHITE GOODS MANAGEMENT
Nash County accepts white goods at the designated white goods area indicated on the
overall facility plan in the Engineering Drawings. Nash County's White Goods Plan is
included in Appendix B.
11.7 WASTE TIRES
Nash County accepts waste tires at the designated area indicated on the overall facility plan
in the Engineering Drawings.
11.8 COVER MATERIAL REQUIREMENTS
The Owner of the C&DLF shall comply with cover material requirements as follows:
(1) Except as provided in Subparagraph (3) of this Paragraph, the owners and operators
of all C&DLF units must cover the solid waste with six inches of earthen material when
the waste disposal area exceeds one-half acre and at least once weekly. Cover must
be placed at more frequent intervals if necessary to control disease vectors, fires,
odors, blowing litter, and scavenging. A notation of the date and time of the cover
placement must be recorded in the operating record as specified in Paragraph (n) of
this Rule.
(2) Except as provided in Subparagraph (3) of this Paragraph, areas which will not have
additional wastes placed on them for three months or more, but where final termination
of disposal operations has not occurred, must be covered and stabilized with
vegetative ground cover or other stabilizing material.

Donna,
Thank you for your comments. My original intent was to have the operator honor the swales and associated minimum
buffer as an operational item within the boundary depicted. Based on your comments, I have revised the site layout to
exclude the existing swales and show a 25' buffer. Note (8) has been modified accordingly. The revised drawing is
attached.
While the area is indeed low-lying, it is approximately 10 feet above the groundwater table based on the May 2017
groundwater readings in the vicinity. Note (11) has been modified accordingly.

Craig — The proposed temporary yard waste area in the old borrow pit doesn't meet the setbacks to a swale or berm.
There's a drainage ditch crossing through the middle of it. This area is low lying as well.

Hi Donna,
Thanks for your question. The area identified on the plan you attached is currently low-lying, and unsuitable for
immediate use without improvement. These improvements are slated for the upcoming Phase 4 expansion project that
is going out for bids this month. The area identified on the plan we sent yesterday does not require improvement and is
available for use as soon it is approved. Does this answer your question?

Hello Craig,
I've talked with John College about the fire and proposed temporary yard waste storage area. I understand that the fire
is in the old yard waste storage area, on the west side of the haul road. When we approved the expansion for the
landfill, the new yard waste storage area was approved for the east side of the haul road, directly across from the old
one, the one still in use. Why wouldn't the County use the existing approved yard waste storage area?
I've attached a site plan drawing from the approved application showing the approved yard waste area.
