The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. All photos were taken by Lee Hill on April 4, 2019.
2. Waste is transported by Kinsland Trucking, Inc. to the R&B Landfill in Homer, Ga.
3. The facility is open Monday through Friday, 7:00 am to 4:30 pm.
4. The facility was secured by a gate and signage with the permit number, hours of operation, and banned material
was posted at the entrance.
Records Review
5. The current permit and operations plan were available for review upon request. The permit to operate expires
on July 29, 2019 and Swain County has contacted Allen Gaither, Permit Engineer to start the renewal process.

7. Waste screening forms from April 10, 2018 to April 4, 2019 were reviewed. The facility conducts two waste
screenings per week and the forms showed the final disposition of any unacceptable material.
8. Tonnage records from July 2018 to December 2018 were available for review. The facility averages 32 tons of
waste per day.
9. Scrap tire forms from July 31, 2018 to April 2, 2019 were reviewed and appeared to be filled out correctly.
Operations Inspection of the Transfer Station (8702T-TRANSFER-)
10. The transfer station consists of a covered concrete pad and a metal hopper. Waste is loaded directly into the
hopper that is located over the transfer trailer.
11. The facility has recently added a roof over the loaded trailer area. The roof was added to help minimize the
amount of rainfall and storm water entering the leachate collection system. The leachate system is connected to
the Bryson City Sanitary Sewer System. The leachate drain was clear and appeared to be working properly at
the time of inspection.
12. The transfer station is only used by commercial haulers; residential customers use the convenience site located
adjacent to the transfer facility.
13. No unapproved material was observed in transfer trailer at the time of inspection.
14. Windblown litter was minimal and well managed at the time of inspection.
Operations Inspection of the Scrap Tire, White Goods, and Electronics Areas
15. Electronics are collected, placed in gaylord boxes or palletized under cover to the south of the transfer area.
Electronics are sent to Synergy Recycling in Madison, NC for processing.
16. Scrap metal and white goods are collected on a concrete pad next to the electronics area. Facility staff remove
refrigerants onsite before the materials are sent to Metalwood Recycling in Sylva. White goods containing
refrigerants were observed to be stored upright and separately.
17. Scrap tires are collected in a van trailer and sent to US Tire in Concord, NC for processing.
Other Comments
18. The facility collects and bales cardboard adjacent to the electronics area. The baled material is sent to different
vendors depending on market conditions.
19. Construction and demolition waste is collected in two roll off containers located to the east of the scale house.
20. The facility collects large volumes of used motor oil (greater than five gallons) in a tank with secondary
containment next to the tire trailer. Small volumes of motor oil are collected at the convenience site located
adjacent to the transfer facility.
