(Terracon) is pleased to submit this Notice of No Further Action report for the Broadstone Morehead site located at 107 West Morehead Street in Charlotte, North Carolina. Terracon conducted the work in general accordance with North Carolina Department of Environmental Quality (NCDEQ), UST Section Guidelines forAssessment and Corrective Action, dated July 2008, revised December 2013. The site, identified in Mecklenburg County tax records as Parcel No. 07305307 totaling approximately 1.99 acres, was previously occupied by two multi -tenant office buildings. Historically, the on -site buildings were occupied by various commercial businesses, including a gasoline filling station and a dry-cleaning drop-off station. The site is bound to the southeast and east by South Tryon Street and its intersection with West Morehead Street which forms the northern/northeastern site boundary. Surrounding buildings consist of commercial businesses and apartments. Historical land use in the vicinity of the site was predominantly residential with the exception of gasoline stations that occupied each corner of the Morehead Street and South Tryon Street intersection. Two underground storage tanks (USTs) were removed from the property in July 2018. Over excavation of petroleum -impacted soils was conducted and several petroleum constituents at concentrations above the Soil -to -Water Maximum Soil Contaminant Concentrations (MSCCs) remain at the site. On January 7, 2019, Terracon sent Notice of No Further Action letters via certified mail to the City Manager, Mecklenburg County Health Director, and property owners contiguous to the property containing the residual contamination. The review indicates that soil contamination does not exceed the residential maximum soil contaminant concentrations (MSCCs), established in Title 15A NCAC 2L .0411 and that groundwater contamination does not exceed the groundwater quality standards established in Title 15A NCAC 2L .0202. The UST Section determines the subject incident to be eligible conditionally for no further action status. However, final approval is contingent on receipt of confirmation that public notice requirements have been completed, as described in the following paragraph. As soil contamination exceeds the lower of the soil -to -groundwater or residential MSCCs, public notice in accordance with 15A NCAC 2L .0409(b) is required.
