The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS: 01 - Facility has adequate signage at entrance. 02 - Locking gates and fencing is also present for security.
03 - Interior roads are made of all-weather materials and maintained well.
04 - The working face is being kept small for easier and faster cover. 05 - Facility has a large amount of cover material stockpiled on-site. Also at the working face also. 06 - Wind-blown trash issue is getting better. Continue efforts to keep wind-blown trash picked up daily. 07 - Groundwater wells are locked and tagged with correct information on tags. 08 - Cover records were available and reviewed. 09 - Incoming load tickets available and reviewed. Has required information. 10 - Inert Debris area looks good. 11 - Ground water sampling records for 2018 were available and reviewed. 12 - Screening records were available and reviewed.
13 - This facility has 4 Certified Landfill Operations Specialist: Glen C. Bailey, expires 10/19/2019, Deborah A. Equils, expires 6/21/2019, Thomas R. Tillett, expires 11/4/2019 and Ashley Walston, expires 5/24/2019. 14 - Update Contingency Plan to include Fire Occurrence. Send to DWM Engineer as amendment.
15 - Some Exposed C&D waste at several areas on the entrance of the cells. Cover with material to keep erosion from exposing any waste. 16 - Landfill Gas Monitoring wells locked and tagged. Records available.
17 - Several loads of incoming C&D waste were screened by John College after they were dumped and had been pushed across the working face. No non-conforming waste was detected. 18 - CFC is being removed by Dare County staff and records were available and reviewed. 19 - Concrete barriers have been placed and are being used for corner markers. All cells have them on both ends and are labeled with the cell number. 20 - Overall management of this facility is good and getting better all the time. 21 – Digital pictures were taken during this inspection with some attached to this report.
