The closed Pine Hall Ash Landfill was utilized primarily for the disposal of ash generated by the Belews Creek Steam Station and ceased receiving waste February, 2004. 2. Initial closure plan approval for the approximately 37.9-acre landfill was issued by the Solid Waste Section on December 7, 2007. Closure and cap construction was conducted April-December 2008. Additional approvals have been issued for landfill cap repairs/refit and assessment monitoring since closure was complete. Side slopes are well maintained. Gravel drainage prevents future boils from forming under the cap. 3. During the inspection, the semi-annual ground water, surface water and leachate monitoring reports for the sampling events conducted April 17, 2018 and October 15, 2018 were reviewed. 4. All of the cap system drains have been marked with signs to aid with locating them for cleaning and maintenance activities. 5. Permanent edge-of-waste markers are in place and being maintained. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 3 of 3 6. No significant concerns were noted for the monitoring wells observed during this inspection. MW-5, MW-2-9 and BC-1A pads were becoming buried by silt. Periodic well maintenance should include removing debris from well pads. Well pads should remain uncovered so that their structural integrity can be visually assessed. 7. Facility access roads and perimeter roads are well maintained and of all-weather construction. 8. Sedimentation and erosion control features are in place and well maintained, no on-site or off-site erosion observed. 9. Established vegetative cover observed over the entire landfill and is being well maintained. No standing water was observed on the cap of the landfill. Periodic mowing of vegetative growth is conducted for the facility and landfill cap. 10. An under flow pipe, which routes ground water from beneath the landfill, now goes to a leakproof vault adjacent to the west side of the landfill. The collected groundwater is pumped to the Lined Retention Basin.
