It is Permit No. 3901- MSWLF-2012. The permit will expire on February 19, 2018. The application for the new permit has been submitted to permitting. PURPOSE OF SITE VISIT: Partial inspection STATUS OF PAST NOTED VIOLATIONS: NA OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. The yard waste site is located to the east side of the access road to the new MSW landfill. All setbacks for a yard waste site are to be adhered to. 2. The landfill is owned by Granville County and Huff Soil Conservation Services, Inc. is contracted to run the landfill and remove the CFC's from the whitegoods. 3. The landfill uses a tarp for its daily cover and soil is used at least once a week. 4. The rubber waste and sand from Certainteed cannot be used for alternative daily cover unless approved by permitting. 5. The items to the left side of the access road to the working face must be removed or disposed of. Items should not be stored within the boundaries for waste. 6. If the small mobile sheds are to be kept at the site for employees, methane monitoring must be done and logs maintained with monitoring records. 7. The cover over some of the slopes is not adequate. Waste is showing through. 8. All windblown throughout the facility is to be picked up on at least, a daily basis.
