The yard waste notification (YWN) is owned and operated by the Town of Gibsonville. 2. The site is located behind the Town of Gibsonville public works building, via gravel service road. 3. The site is not open to the public. It is accessed by Town of Gibsonville personnel. 4. Leaves are accepted for composting. 5. At the time of the inspection there was the equivalent of three windrows. 6. Vegetative mulch is spread at another area on site annually prior to leaf collection season in September or October. 7. Leaves are brought to the facility from mid-October until mid-January. 8. All windrows of leaves are from the previous collection season. 9. Temperature records have been maintained for each windrow demonstrating 3 days at > 131°F, aerated to maintain elevated temperatures. Records were inspected this inspection and all temperature ranges appear to be in compliance. 10. Ensure material located at the YWN is less than 6,000 yd3 quarterly, processed and unprocessed combined. 11. There is ~ 1,900 yd3 of leaves on site. No compost is stored on the site. 12. Temperature records were verified for the leaves from the current leaf collection season. 13. Some land clearing debris was noted on site. Ensure all vegetative debris stays within the 2-acre footprint. Ensure all yard waste is stockpiled and maintain a buffer around stockpile for fire access. Per Town of Gibsonville staff, some logs are reclaimed as firewood and the rest gets hauled to a LCID periodically. 14. Access roads are of all-weather construction. 15. The facility is secured by a locked gate. 16. A sign has been posted noting YWN 41-004 and facility contact information as requested on the January 8, 2016 facility compliance inspection report. 17. The YWN shall be renewed annually, by June 1st. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
