ADDITIONAL COMMENTS
This facility is permitted to receive solid waste generated by or at the Dan River Steam Station. Waste types include, but
are not limited to: coal combustion residuals (CCR), wastewater treatment sludge, vacuum truck waste, waste soils (i.e.
from ash removal activities or soil that has contacted petroleum), and small quantities of inert debris from CCR unit
decommissioning activities. Additionally, de minimis quantities of vegetative material from basin closure may be
placed in the landfill. The Permit to Operate shall expire October 26, 2021.
1. The purpose of this inspection was to observe current operations, review the progress of the Drying Agent
Project, and to inspect the leachate system.
2. As of February 15, 2019, the facility is operating 24 hours a day. Approximately 450,000 tons of CCRs remain
in the onsite basin.
3. The Permit and Operations Plan are maintained on-site as required and were reviewed during the site
inspection.
4. Ash disposal began on May 31, 2017. Ash was being placed in the landfill in Cell 3 at the time of the
inspection. Cells 1, 2 and 3 are active and will be closed simultaneously upon final closure of the landfill.
Additionally, ash continues to be transported by truck to Roanoke Cement for beneficial reuse.
5. Leachate and contact water generated by the facility is pumped from the landfill sumps to a leachate tank
storage facility with a capacity of one million gallons. The leachate is sent via pipes to the City of Eden
publically owned treatment works (POTW) for treatment. The City has reissued the industrial users permit
(IUP), Permit No. 1013-Discharge permit: Effective 3/1/2018, Expires 2/28/2019. The permit has been
amended to increase the maximum quantity per day of leachate to 600,000 gallons. Leachate pumps have
backup generators to continue pumping in the event of a power failure.
6. Edge-of-waste markers delineating the permitted disposal area were visible and being maintained. The markers
are offset from the edge of the landfill liner.
7. All required signs have been posted.
8. Facility access roads are of all-weather construction and are well maintained.
9. Water trucks are utilized to control road in the landfill and on roads. Water trucks were operating at the time of
the inspection. Dust control checks occur daily at 9am and 2pm.
10. Operational cover is being maintained as approved in the facility Operations Plan. Minimal soil is utilized for
cover; landfilled materials are moistened and allowed to crust over to prevent windblown material.
Additionally, Gorilla Snot can be used to aid in the process of crusting.
11. The facility has measured over 10” of rain since January 1, 2019 which has slowed excavation and landfilling
activities.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

12. On December 21, 2018, the Section conditionally approved the request by Duke Energy to use drying agents at
the Dan River Steam Station. The facility is currently using lime as a drying agent when the moisture content
of the ash is too high to allow for proper compaction. Application of lime is done with in the active area of the
landfill using a mixture of 4% lime mixed into a lift of ash. In very wet conditions, an 8% lime mixture can be
used. The facility has also used cement as a drying agent but it sets more slowly and requires a couple of days
to create a stable working area. Lime is only being used during daylight hours and dust is being controlled
during the application. Lime is incorporated prior to night hour operations.
13. Utilizing lime as a drying agent increases the pH of the leachate. After a storm event, the pH in leachate pooled
around the chimney drains is 11.5 to 12.

14. The leachate system has 15 vaults. The leachate lines are being reworked to reduce possible points of failure.
Additionally, the vault lids are being replaced to minimize the ground surface runoff that accumulates in the
vaults during wet weather.

15. Side slopes and inactive areas have soil cover and have been reseeded in areas with inadequate vegetation. Side
slopes were well vegetated and are being well maintained. Vegetative growth on side slopes and facility
property are mowed regularly as needed during the growing season. No significant erosion was observed.
