PURPOSE OF SITE VISIT:
Comprehensive Audit
STATUS OF PAST NOTED VIOLATIONS —All previous noted violations have been corrected:
1. 15A NCAC 13B .0302 states: "Any person who maintains or operates a treatment and processing facility shall
maintain and operate the facility in accordance with the following practices unless otherwise specified in the
permit."
Condition 13 in Part II of Attachment 3 of the Permit to Operate states: "Facility personnel shall inspect the
facility's emergency equipment and supplies on a weekly basis." At the time of the inspection, there were no
records of these required weekly inspections available for review.
This violation has been corrected.

2. 15A NCAC 13B .0302 states: "Any person who maintains or operates a treatment and processing facility shall
maintain and operate the facility in accordance with the following practices unless otherwise specified in the
permit."
Condition 18 in Part II of Attachment 3 of the Permit to Operate states: "The date upon which each period of
accumulation begins shall be clearly marked and visible on each container. Each container shall be labeled or
marked clearly with the words "Hazardous Waste" unless the container separately holds recyclable materials." At
the time of the inspection, multiple drums were observed that (1) were not marked with the beginning date of
accumulation or (2) were not marked with the words "Hazardous Waste".
This violation has been corrected.
3. 15A NCAC 13B .0302(1) states in part: "Operational plans shall be approved and followed as specified for the
facility."
Section 2.3 of the approved operational plan of March 2010 (DIN9951) states in part: "All facility communications
or alarm systems, fire protection equipment, spill control equipment, and decontamination equipment will be
inspected monthly." At the time of the inspection, there were no records of these required monthly inspections
available for review.
This violation has been corrected.
4. 15A NCAC 13B .0302(1) states in part: "Operational plans shall be approved and followed as specified for the
facility."
Section 4.4 of the approved operational plan of March 2010 (DIN9951) states in part: "All containers holding
accumulated HHW will be checked at least monthly to ensure that they have not been stored longer than 180 days
and also to ensure their integrity." At the time of the inspection, there were no records of these required
monthly inspections available for review.
This violation has been corrected.
OBSERVED VIOLATIONS
NONE.
1. Drums holding household hazardous waste that
are not properly marked with the date of first
acceptance or the words "Hazardous Waste."
2. Locker #3 for "flammable liquids".

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and
any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The current Permit to Operate and the current Operations plan are maintained at the Gaston County Hardin
Landfill.
2. The facility's Household Hazardous Waste Identification Number is: NCPH0300001
3. The Household Hazardous Waste Facility consists of permanent containment unit that has three separate
lockers for the temporary storage of household hazardous wastes (Locker #1- Pesticides & Poisons; Locker
#2 — Corrosives; and Locker #3 — Flammable Liquids.)
4. This unit is located on the grounds of the Gaston County Parks & Recreation facility at 1303 Dallas
Cherryville Hwy (NC Hwy 276).
5. All three lockers are secured with padlocks that can only be accessed by landfill staff.
6. Household hazardous materials were actively being collected during the inspection.
7. Four collection events are scheduled between Mach and October each year
8. Landfill staff sorts and packages all household hazardous wastes. (Photos #142)

mixture of perlite and vermiculite for stabilization

11. FCC Environmental® collects and transports petroleum wastes to their facility in Concord, NC.
12. Pesticides and herbicides are collected and disposed of by the United States Department of Agriculture.
13. Cleanlites Recycling collects and disposes of florescent bulbs at their Spartanburg, SC facility.
14. A roll -off box is maintained on -site during the collection events for the collection and disposal of any
incidental non -household hazardous wastes.
15. Electronic equipment is not accepted at the Household Hazardous Waste Events as they are accepted every
day at the County's convenience sites.
16. The facility's emergency response plan is detailed in Item 21 of Part 11 of the Permit to Operate.
17. Emergency response is provided by Gaston County Emergency Management.

18. The facility is inspected weekly by landfill staff. (Figure 1)
19. Gaston County Staff that work the collection events have completed the 40-hour HAZWOPER training and
the 8-hour refresher course.
