Expires August 09, 2021. Pursuant to 15A NCAC 13B .0201(g), no later than April 27, 2021, the owner or operator must submit a request to the Section for permit review and must submit updated facility plans meeting the requirements of Rule 0.565 and .0566. PURPOSE OF SITE VISIT: Follow-up Facility Compliance Inspection. STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS: 01 – This inspection was conducted to follow up on the progress from the December 17, 2018 Inspection. Due to the wet weather, progress was slowed down. This inspection was noted to happen in January 2019 on the last inspection report dated December 17, 2018. Brent Caudle was in constant with John College on this delay. 02 – All the LCID waste is now inside of the landfill footprint. 03 – The side slopes have been addressed and appear to be at the 3:1 requirement. 04 – Hydro seeding was being conducted during the follow up inspection. 05 – All security measures are in place and meets requirements. Locking Gates, Fences and signage. 06 – This Permitted LCID Facility is not open to the public. 07 – There was no non-conforming waste noted during this inspection. 08 – Cover logs were not reviewed during this inspection, but it appears that the cover is meeting the requirement of monthly or when the active area reaches one acre in size, whichever comes first. 09 – Facility has access to plenty of cover materials and keeps some stockpiled on the active area. 10 – Roads are constructed of All-Weather materials. 11 – There will be a COMPREHENSIVE FACILITY COMPLIANCE INSPECTION conducted before June 30, 2019 to review all records and to see how the vegetative cover on the side slopes are doing. 12 – Digital pictures were taken during this inspection. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
