Leachate Release Sample Plan
A-1 Sandrock Construction & Demolition Debris (C&D) Landfill
On March 4, 2019, the North Carolina Department of Environmental Quality provided comments
to the A-1 Sandrock Leachate Release Sample Plan referenced above. The following paragraphs
summarize the response prepared on behalf of A-1 Sandrock C&D Landfill and are incorporated
by reference below into the sample plan.
Comment #1: The soil sample SS-2 is located downstream of the CMP discharge point within SB1
(stormwater retention pond); therefore, it is the incorrect location for a background sample
location. A soil sample should be collected in the upper slope area of SB1, by the haul road,
where the earthen material is likely not impacted by the leachate seepage. I believe the soil used
for the SB1 construction comes from the on-site borrow. Therefore, there is likely no issue for
soil type variation.
Response #1: Based on a telephone conversation with Ming Chao and Christine Ritter of NCDEQ
on March 6, 2019, the background sample SS-2 will be collected in the upper slope of the dike and
on the eastern side of SB1. The sample will be collected at an elevation greater than the elevation
of the CMP discharge pipe so that the sample is representative of soil not impacted by leachate.
Comment #2: The samples SS-3 through SS-7 should be collected in the ditch center and shall be
collected from the down-stream toward upstream direction to avoid cross contamination.
Response #2: Samples SS-3 through SS-7 will be collected within the center of the drainage ditch
and will be collected in the manner from downstream to upstream (i.e., west to east) to prevent
cross contamination.
Comment #3: The samples SS-8 through SS-10 should be collected at the area with standing
water or at the brim of SB1.
Response #3: Samples SS-8 through SS-10 will be collected in areas with standing water or at the
brim of SB1.
Comment #4: The sampling tools must be the ones used for sediment sample collection, not
hand trowels nor ordinary augers but tubing type augers that can be driven into the pond and
retrieve sediment samples for testing, some has a liner/inner-tube (Teflon lined) inside the
auger. If VOCs will be tested, the discrete sample from the grade to top 6-inch at each location
can be cut out from the pipe/tube and capped from both ends. The proposed sample depth from
1 to 2 feet can be used for backup samples in case the soil remediation depth is required.
Response #4: One sediment core will be collected at each proposed sediment sample location
using a 2 foot long, 2 inch diameter Wildco® Hand Core Sediment Sampler with disposable core
liners. The core liner will be replaced after each sample location to prevent cross contamination.
After core collection, the core liner will be removed from the core apparatus and cut longitudinally
to expose the sediment. Wood will collect the VOC samples within the core prior to cutting the
core sleeve using a Terra Core ® sampler provided by the Laboratory and specifically used to
collect VOC soil samples. Following the collection of VOC soil samples, the mini-core is transferred
to sample bottles containing a preservative. Discrete sediment samples will be collected from
within the top 0.5 feet of the core where impacts from leachate is most likely and will be submitted
for laboratory analysis within sample containers provided by the laboratory. An additional,
backup discrete sediment sample will be collected within the 1 to 2 feet portion of the core and
will be placed on hold for laboratory analysis to prevent an additional mobilization in the case
evaluation of the soil remediation depth is required for vertical delineation. Laboratory analysis
of the backup samples (e.g., 1-2 foot sample depths) is dependent on the analytical results from
the sample collected within the top 0.5 feet of the core.
Comment #5: To avoid cross contamination, the surface water samples shall be collected first
and then collect the sediment samples.
Response #5: The surface water samples will be collected first and before any sediment samples
to prevent cross contamination.

1.0 BACKGROUND
On February 5, 2019,the North Carolina Department of Environmental Quality (NCDEQ) Division
of Waste Management (DWM) Solid Waste Section (SWS)performed a comprehensive inspection
of the A-1 Sandrock Construction and Demolition Debris Landfill (Site) located at 2091 Bishop
Road, Greensboro, Guilford County, North Carolina. Based on site observations, the Facility
Compliance Inspection Report was submitted on February 20, 2019 which included the following
violation:
A-1 Sandrock, Inc. is in violation of 15A NCAC 13B .0542(l)(4) by failing to prevent leachate
from leaving the edge of waste in the approximate location where Cell 2A and Cell 2B
meet on the west side of the landfill.Stormwater was pumped from the new cell
construction along the toe of the slope of Cell 2A, exposing waste. This activity exposed
waste, and as pumping activities continued,the stormwater that came in contact with
waste was discharged as leachate into the stormwater conveyance ditch.
To achieve compliance with 15A NCAC 13B .0542(l)(4), A-1 Sandrock, Inc. must submit a
soil sampling plan to NCDEQ. Additional measures may be required upon review of
sampling analytical test results.
It should be noted that the facility had received heavy rains immediately prior to the facility
inspection, which had led to extraneous erosion of temporary soil cover at one observed location,
thus uncovering waste at the toe of a slope and exposing runoff that had contacted the waste. At
another location near the stormwater pond, severe erosion of a cut slope beneath a culvert
exposed what appeared to be a groundwater seam that exhibited a dark color of unknown causes.
The facility swiftly took steps to protect surface waters by draining and covering the affected areas
with soil, per normal operating protocols. The intent of this sampling is to detect residual effects
of leachate exposure within the near surface soils at the two described locations.
This Leachate Release Sample Plan (Sample Plan) has been prepared by Wood Environment &
Infrastructure Solutions, Inc. (Wood) on behalf of A-1 Sandrock, Inc. The Site is permitted by the
NCDEQ DWM under Permit No. 4117-CDLF-2008. As defined by the NCDEQ DWM SWS, the
Sample Plan has been prepared to meet the requirements of 15A NCAC 13B .0542(l)(4) and the
North Carolina Solid Waste Section Leachate Release Sampling and Analysis Guidelines.

2.0 SCOPE OF WORK
The following scope of work has been developed in accordance with 15A NCAC 13B .0542(l)(4)
and the North Carolina Solid Waste Section Leachate Release Sampling and Analysis Guidelines.
Sample collection will include up to ten subsurface soil samples and two surface water samples.
2.1 Subsurface Soil and Surface Water Sampling
At least 72 hours in advance of initiating subsurface investigation activities, Wood will contact the
North Carolina One-Call System to locate utilities on the Site.Following utility clearance, Wood
personnel will mobilize to the Site to perform subsurface soil and surface water sampling. The
sampling will be completed at specific and discrete locations to evaluate the potential
environmental impacts from the leachate.The proposed sample locations are displayed on Figure
1 and are described as follows:
Soil Sample Locations
SS-1 and SS-2 will represent background soil concentrations upgradient to the observed
leachate discharge points. SS-1 will be located in the drainage ditch (e.g., toe of the slope)
to the south/southwest of the phase 3 area and SS-2 will be collected in the stormwater
retention pond located to the west of the landfill and approximately 150 to 200 feet north
of the CMP pipe (i.e.,possible leachate discharge point)where impacts from the release
are not expected to be encountered.
Soil samples SS-3 through SS-7 will be collected along an area that extends approximately
200 feet within the drainage ditch at the toe of the slope located to the south of Cell 2B.
Dependent on soil availability and gravel distribution, the soil samples SS-3 through SS-7
will be evenly distributed at approximately 40 to 50-foot intervals.However, if field
observations suggest the presence of leachate, sample locations will be adjusted
accordingly to include those locations.
SS-8 will be collected at the location where possible leachate was observed below the CMP
pipe during the Site inspection,which is located in the stormwater retention pond to the
west of the landfill.
Sample locations SS-9 and SS-10 will be collected at approximately 30-foot intervals to
the south of the CMP pipe located in the stormwater retention pond.
Surface Water Locations
SW-1 will be collected within the drainage ditch at the toe of the slope located to the
southeast of Cell 2B where surface drainage from within the landfill enters the drainage

ditch if any water is encountered in the sampling locations
SW-2 will be collected near the location where possible leachate was observed below the
CMP pipe during the Site inspection, which is located in the stormwater retention pond to
the west of the landfill.
Surface water sampling will be conducted only if water is present during the time of sampling.Surface
water samples will be collected into laboratory-provided containers via direct submersion by a
technician wearing a new pair of nitrile gloves.
Discrete subsurface soil samples will be collected at each sample location between one to two
feet below ground surface using a hand auger or a digging bar if gravel is encountered. All soil
samples will be placed into laboratory-provided containers by a technician wearing a new pair of
nitrile gloves and all reusable sampling equipment will be properly decontaminated between
sampling locations.Decontamination procedures for digging equipment include a water wash
with Liquinox®soap and a triple deionized water rinse between each sampling location.
Following soil and surface water sample collection, each sample will be immediately placed into a cooler
packed with ice and will be shipped via courier under chain-of-custody protocols to Pace Analytical
(Pace), a North Carolina certified laboratory located in Huntersville, North Carolina.Soil and surface
water samples will be analyzed for the constituents and methods referred to in Appendix I
including volatile organic compounds of the 40 Code of Federal Regulations (CFR) Part 258 along
with total phosphorus, sulfate, nitrate, and pH as defined in the North Carolina Solid Waste Section
Leachate Release Sampling and Analysis Guidelines.
2.2 Reporting
Following sampling activities, Wood will prepare a report in compliance with the North Carolina
Solid Waste Section Leachate Release Sampling and Analysis Guidelines to summarize the results
and sampling methodology outlined above. Wood will provide the report to NCDEQ within 10
days after the analytical results are received from the laboratory and will include the following:
A table of the surface water analytical results compared to the NC 2B Standards if
applicable,
A table of subsurface soil analytical results compared to the Preliminary Soil Remediation
Goals (PSRGs). Both the Residential Health Based and the Protection of Groundwater
PSRGs must be met,
A map depicting each sample location,

Please revise the sampling plan to incorporate the following revisions:

soil type variation.
The SS-3 through SS-7 should be sediment samples in the ditch center, and shall be collected from down-
stream toward upstream direction to avoid cross contamination.
The SS-8 through SS-10 should be sediment samples collected at the area with standing water or the brim of
the SB 1.
The sampling tools must be the ones used for sediment sample collection, not hand trowels nor ordinary
augers but tubing type auger which can be driven into the pond and retrieve sediment samples for testing,
some has a liner/inner-tube (Teflon lined) inside the auger. If VOCs will be tested, the discrete sample from

the grade to top 6-inch at each location can be cut out from the pipe/tube and capped from both ends. The
proposed sample depth from 1 to 2 feet can be used for backup samples in case the soil remediation depth is
required.
To avoid cross contamination, the SW samples shall be collected first then collect sediment samples.

In response to the Leachate Sampling Plan submitted by Wood Engineering, I am forwarding Ming Chao’s comments.
Please revise the sampling plan to incorporate the following revisions:
The SS-2 is located the downstream of the CMP discharge point to the SB 1; therefore, it is the incorrect location for a
background sample location. A soil sample should be collected in the upper slope area of SB1, by the haul road, where
the earthen material is likely won’t be impacted by the leachate seepage. I believe the soil used for the SB1 construction
