Dear Mr. Beane:

On February 12, 2019 Amanda Freeman, representing the State of North Carolina, Division of
Waste Management Solid Waste Section (Section), inspected the above referenced facility for
compliance with North Carolina solid waste statutes and rules. The facility was found in violation
of the 15A North Carolina Administrative Code 13B .0542(f)(1). As a result, a Notice of Violation
letter was issued on February 14, 2019. The Section conducted a follow-up inspection of the site
on March 7, 2019.

To achieve compliance, the County was required to cover all exposed CDLF waste with a minimum
of six inches of earthen material. This letter serves as confirmation that the requirements of the
Notice of Violation have been satisfied and the violation has been corrected. Thank you for your
