The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and
any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The facility is owned by Waste Management of Carolinas operated by Custom Ecology, Inc. (CEI)
Environmental Services. CEI is a subsidiary of Stafford Logistics. Neither, CEI or Stafford Logistics are
registered with the North Carolina Secretary of State.

3. Hours of Operation: 7:00 AM to 5:00 PM Monday through Saturday.
4. The facility is permitted to receive municipal solid waste from Cabarrus, Cleveland, Gaston, Iredell, Lincoln,
Mecklenburg and Union Counties.
5. Waste can be transported for final disposal to the Palmetto Landfill in Elgin, South Carolina; the Richland
County Landfill in Elgin, South Carolina; or to the Charlotte Motor Speedway Landfill V in Cabarrus County;
North Carolina. Currently all wastes are transported to the Richland Landfill in Elgin, SC.
6. Fire response is provided by the Ranlo Fire department.
7. The facility is on municipal water and there is a high pressure water hose inside of the transfer station.

8. The facility is currently accepting approximately 150 tons of waste per day.

10. A "Contingency Plan for Managing Unauthorized Wastes" is maintained in the scale house.
11. Records of random waste screenings, which are maintained at the transfer station, were reviewed.
These screenings are typically done twice a week.
12. The facility was actively accepting waste during the audit. (Photo #1)
13. No prohibited wastes were observed during the audit.
14. The tipping floor appeared to be in good repair.
1. Looking (N) at the transfer station.
2. Looking across the entrance to the transfer
station at the trench drain.
15. There was no evidence of any vectors (flies, rodents, insects or other vermin) in or around the transfer station.
16. Leachate and wash down water are collected in a trench drain across the entrance to the transfer station (Photo
#2) and in two floor drains in the receiving bay (Photo #3). These trench drains are cleaned as needed.
17. These drains feed into an underground storage tank (UST) located behind the station. This UST serves as a
"grit chamber" to settle out any solids before the liquids flow into an adjacent underground oil -water
separator (Photo #4). The outfall from the oil -water separator is direct piped to the Gastonia waste water
treatment plant for final treatment and disposal. The "grit chamber" UST is pumped as needed by Safety-
Kleen Systems, Inc. The "grit chamber" and the oil -water separator were last pumped out on 2/11/14.

4. Looking at the access points to the "Grit Chamber"
and the oil -water separator located behind the transfer
station.
18. The upper back wall of the transfer station has been lined with insulation batting. This insulation is covered
with soot and grime. Efforts to clean the upper back wall, has caused the insulation to become loose, broken
and in some areas, missing (Photo #5). The facility must develop and initiate procedures to ensure that
the insulation and the interior walls of the transfer station are maintained in a clean and sanitary
condition at all times. This has been an unresolved issue for at the past year.
5. Looking at the back (NW corner) of the transfer
station, over the end of the receiving bay. Note the
broken and loose insulation batting on the upper back
wall.
6. Looking from the tipping floor of the transfer
station, down into the receiving bay. Note the loose
trash on the horizontal support beam.
19. Loose trash was observed on multiple horizontal support beams on the back wall and ceiling of the
receiving bay. The trash must be removed the end of each operating day. (Photos #6 & #7)
Scrap Tires
20. While the facility is permitted to accept scrap tires, they do not currently accept scrap tires.
Medical Waste
21. While the facility is permitted to accept medical waste, they do not currently accept any medical waste.
