Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS 1. All photos were taken by Lee Hill on February 26, 2019. 2. The facility is open to the public Monday through Friday, 7:00 am to 4:00 pm and Saturday, 7:00 am to 12:00 pm. 3. Waste is transported by Kinsland Trucking to the Waste Management Subtitle D landfill in Homer, Georgia. Records Review 4. The current operations plan and permit were available upon request. 5. Tonnage from July 2018 to January 2019 were reviewed. The facility received 19,789.77 tons during that period. 6. Scrap tire forms from July 17, 2018 to February 25, 2019 were available for review and appeared to be filled out correctly. 7. Waste Screening forms from July 2018 to February 2019 were reviewed. The forms showed the final disposition of any unacceptable material that was encountered. 8. McCall (expires September 4, 2020) • Steve Ogle (expires September 4, 2020) Operations Inspection of the Transfer Station (5003T) 9. Loaded trailers are parked under cover on a concrete pad with leachate collection. No loaded trailers were at the facility during the inspection. 10. The loading bay was clean, the trench drains appeared to be working properly and the area is cleaned daily. 11. Windblown litter was well managed, and only minimal material was observed at the time of inspection. 12. Large commercial haulers dump directly on the tipping floor. Residents and small commercial haulers unload outside the tipping floor, over a wall material and onto a ramp that directs waste onto the tipping floor. 13. The tipping floor drains were observed to be clean and appeared to be working properly. 14. No unacceptable material was visible on the tipping floor during the inspection. Operations Inspection of the Recycling Area 15. The facility utilizes the former transfer building to collect and transfer cardboard and paper for recycling. 16. The facility collects cans and bottles in a transfer trailer on the south side of the fiber building. 17. The collected material is sent to Curbside Management in Asheville, NC for processing. 18. Windblown material was well managed at the time of inspection. Operations Inspection of the Electronic Waste Collection Area 19. Electronic waste is collected at the transfer station and at eight convenience sites located across the county. The material is loaded into gaylord boxes and pallets, loaded on a van trailer and are sent to Powerhouse Recycling in Salisbury, NC for processing. 20. The electronics area was well managed at the time of inspection. Operations Inspection of the Treatment and Processing (Wood Grinding) Area 21. The facility is permitted to receive land clearing waste and wooden pallets constructed of unpainted and untreated natural wood. No unapproved material was observed in the grinding stockpile. The area has positive drainage and had been maintained so that it remained accessible despite recent heavy rainfall. 23. The facility contracts with Tony Shuler for grinding. Finished material is sold to the public or used by the county. Other Comments 24. Scrap tires are collected in two van trailers and sent to US Tire in Concord, NC for processing. 25. The facility has partnered with the NCDA to collect and recycle empty, triple rinsed, dry pesticide containers. The containers are stored in a shipping container located to the southeast of the scale house. 26. The facility has three monitoring wells on the property, one up gradient and two down gradient. All wells were observed to be locked and were tagged with the required identification plates. 27. Scrap metal and white goods are collected on a concrete pad adjacent to the scrap tire area. White goods are loaded into a roll off container and sent to Metalwood Recycling in Sylva. White goods are also collected at county convenience sites and are taken directly to the metal recycler from those locations. Refrigerant removal is performed at Metalwood Recycling and removal records are sent to the county. Please contact me if you have any questions or concerns regarding this inspection report.
