1.0 INTRODUCTION
This Remedial Investigation - First Phase report has been written in accordance with the
December 22, 2011 First Phase (FP) approved Task Order 782FP to document investigative
activities performed at Central Park LDFL (the Site) located on East Salem Avenue, Winston-
Salem, North Carolina, as indicated on Figure 1. Any deviations from the Work Plan are noted in
their respective sections of this report. Photo documentation of Site activities is included as
Appendix A.
The Central Park LDFL comprises two potential waste disposal areas, as indicated on Figure 1.
Disposal Area A includes the southern end of a property owned by the City of Winston-Salem
(Parcel ID 6835-42-7543) and extends onto two portions of the adjacent properties also owned
by the City of Winston-Salem (Parcel IDs 6835-41-1126 and 6835-42-4555). Disposal Area B
includes the majority of a property owned by Salem Recreational Fields, LLC (Parcel ID 6835-
31-8662) and extends onto two properties owned by the City of Winston-Salem (Parcel IDs
6835-41-1126 and 6835-31-4028).
2.0 HISTORIAL OPERATIONS
Based on a review of aerial photographs (Appendix B), the properties used as Disposal Area A
indicate land use consistent with landfill activities from the late 1950s to early 1960s. According
to Andy Allen, Special Projects Coordinator for the City of Winston-Salem, Disposal Area A
was thought to have been used as a landfill from the late 1950s to early 1960s, based on aerial
photography and the discovery of a car battery, which was dated to 1959. An Initial Site
Sampling Report, Winston-Salem Employees Credit Union (Griffith Enterprises, Inc., 2011)
identifies fly ash and lead acid batteries as the main landfill debris disposed of, which was
determined through the installation of groundwater monitoring wells and the advancement of
numerous soil borings. The property is currently vacant, but a future land use as a storm water
pond project is proposed for a portion of the site (Griffith Enterprises, Inc., 2011).
Based on a review of aerial photographs (Appendix B), the properties used as Disposal Area B
indicate land use consistent with landfill activities from the 1940s to 1955. According to Jim
Bryan, who worked with Forsyth County from 1976 to 2005, Disposal Area B was used as an
open dump for municipal solid waste from approximately 1949 to 1952 or 1953. During Mr.
Bryan’s tenure with Forsyth County, an unspecified pipe had broken near Disposal Area B and a
portion of the landfill area was dug up in order to fix the broken pipe. During excavation, an old
newspaper, which was dated October 3, 1951, was discovered. In discussions with former
employees, Mr. Bryan was told that landfill debris was approximately six to eight feet deep
closest to East Salem Avenue and approximately eight to ten feet deep closest to Salem Creek. It
is believed that solid waste was disposed of within 50 feet of Salem Creek. No additional Forsyth

County or City of Winston-Salem personnel could be located with historical knowledge of the
Site. Current land use at Disposal Area B is discussed in Section 3.0.

3.0 LAND USE MAPS
Disposal Area A is covered with grass, shrubs, and trees, as shown in Figure 2. The only
paved/impervious areas in the immediate vicinity include the asphalt parking lot and building
associated with the City of Winston-Salem Employees Credit Union (WSECU). A dumpster,
which is surrounded by a wooden fence, is used by the WSECU and is located on the property.
Salem Creek, a perennial stream, runs just east of Disposal Area A and empties into Muddy
Creek. An unnamed intermittent stream, which flows into Salem Creek, is located just south of
Disposal Area A. A 42-inch sewer main runs parallel to Salem Creek in Disposal Area A and
connects to a 10-inch sewer main via a manhole, which then bisects Disposal Area A towards
East Salem Avenue. An exposed underground utility line was observed crossing the unnamed
intermittent stream on the southern end of Disposal Area A. According to a memo from Michael
Stover, Utilities Supervisor for the City of Winston-Salem, to Andy Allen, the abandoned
24-inch cast iron water line is no longer active and is filled with sediment and bricks. A 24-inch
cast iron abandoned sewer line is also present in Disposal Area A; however, the exact location is
unknown, according to the memo from Michael Stover to Andy Allen. In addition, a suite of 48-
inch, 24-inch, and 15-inch storm water lines are present just west of the WSECU. A natural gas
line is present on the southern edge of Disposal Area A.
Disposal Area B is predominately covered with grass, as shown in Figure 3, but also includes
shrubs and trees in a designated riparian buffer zone adjacent to Salem Creek. Disposal Area B is
used by Salem Academy and College and the general public for the following: soccer fields,
softball/baseball field, tennis courts, and Salem Creek Greenway. A passive methane gas
extraction system is present along the eastern edge of the soccer fields and includes five methane
gas vents, which are concealed in shrubs. Impervious surfaces include a parking lot associated
with the softball and soccer fields, a parking lot associated with the tennis courts, tennis courts,
and East Salem Avenue. A gravel trail, used as the Salem Creek Greenway, runs parallel to
Salem Creek. Salem Creek runs along the eastern perimeter of Disposal Area B. An underground
piped tributary to Salem Creek bisects the northern portion of Disposal Area B, as indicated on
Figure 3. An abandoned 24-inch cast iron water line runs parallel to Salem Creek to the east of
Disposal Area B. A 6-inch water and sewer line run parallel to East Salem Avenue on the
western side of Disposal Area B. A 48-inch diameter pipe is exposed on the northeastern edge of
Disposal Area B and appears to drain directly into Salem Creek. According to City of Winston-
Salem Streambank Stabilization & Soil Remediation Project, dated December 15, 2011, the

48-inch diameter outlet is associated with a storm water collection system for the WSECU
facility to the north. An electrical panel box, owned by Duke Power, is located southwest of the
softball/baseball field and is associated with field lights. An electrical panel is also present
northwest of the tennis courts and services the lights for the tennis courts. A natural gas
substation, owned by Piedmont Natural Gas Company, is present at the southwestern edge of the
tennis courts. Several overhead electrical lines are present towards the southern edge of Parcel
ID 6835-41-1126, which bisect the parcel and run parallel to South Main Street and are also
present along East Salem Avenue.
Figures 4 and 5 depict zoning at Disposal Areas A and B, respectively. Zoning classifications
include campus, industrial and public, limited industrial, general industrial, residential multi-
family, and residential single family quadraplex. Figure 6 is a topographic map of the area and
Figure 7 is a “Water Source Survey” map.
4.0 SENSITIVE ENVIRONMENTS
The results of an Environmentally Sensitive Area (ESA) search are summarized in Table 1 along
with the information source used and the final results regarding the existence of these sensitive
areas. Appendix D contains records of communication and the information received to date as a
result of the ESA search. Information (maps, coordinates, etc.) were provided via electronic
delivery to each agency to assist them in review of the request. If no electronic delivery address
was listed (i.e. North Carolina Division of Coastal Management), then a phone call was placed to
the agency. Agencies that did not respond within 30 days have been considered as negative
responses.
After completing an ESA search, the Site area was determined to be “Environmentally Sensitive”
by NCDENR-Division of Water Quality (DWQ) due to the property draining to Salem Creek,
which is currently listed as “Impaired for Aquatic Life” due to copper and zinc exceedances and
a “fair” bioclassification rating at a nearby macroinvertebrate sampling site. Salem Creek drains
to Muddy Creek, which is also classified as “Impaired” due to turbidity violations. According to
NC DWQ, both creeks are “tributaries to the nutrient sensitive waters of High Rock Lake” and
are included on the 2010 303(d) list of impaired waters, as reported to the EPA. A “Sensitive
Environments Map” is included as Figure 8. There are no other documented cases of
environmentally sensitive areas indicated within 500 feet of the site.
Correspondence (via e-mail and/or hard copy) was not returned from the National Park Service
(NPS) or the National Oceanic and Atmospheric Administration (NOAA). However, given the
current use and location of the property, designation as an ESA seems unlikely by the NPS or
NOAA. Any subsequent response from these agencies will be will be forwarded under separate
cover.

5.0 GEOPHYSICAL DELINEATION OF WASTE MATERIAL
On January 19 and 20, 2012, Geophysical Survey Investigations, PLLC (GSI) mobilized to the
Site to complete the horizontal delineation of waste using electromagnetic (EM) ground
conductivity. GPS coordinates were collected continuously throughout the survey to maintain
location control. In open areas, the EM data was collected along a series of perpendicular
transect lines with an approximate spacing of 50 to 100-feet across the waste disposal area. In
areas with heavy brush or woods, the EM data was collected in approximately 100-foot survey
lines. Data was collected at approximately 3 to 5-foot intervals along each transect line to a
maximum depth of 17 feet below surface. The survey was completed over an area of
approximately 13 acres. For complete details on the field methodology, refer to the report
completed by GSI in Appendix E.
Disposal Area A appears to encompass the southwestern portion of Parcel ID 6835-42-7543 and
extend onto Parcel ID 6835-41-1126. The north and northeastern boundaries of Disposal Area A
could not be determined during this survey due to the limitations of the survey area but data
suggest that buried waste continues onto the central portion of Parcel ID 6835-42-7543. The
southern edge of buried waste appears to be the intermittent stream that flows into Salem Creek
to the south. Several data anomalies occurred due the presence of suspected underground utilities
in the southern portions of the disposal area. Additional data anomalies occurred near the
southeastern corner of the parking lot of Winston-Salem Employees Credit Union in Disposal
Area A, which suggests the presence of a high concentration of buried metallic waste. Disposal
Area A is approximately 1.50 acres in size but has not been fully delineated to the north and
northeast.
Disposal Area B appears to include the majority of Parcel ID 6835-31-8662, extend onto Parcel
ID 6835-41-1126, and possibly clip the eastern edge of Parcel ID 6835-31-4028. The western
and northwestern edge of Disposal Area B could not be definitively determined but is thought to
be close to East Salem Avenue. The eastern edge of Disposal Area B is consistent with the
tree/shrub edge of the riparian buffer zone along Salem Creek Greenway. Several data anomalies
occurred due the suspected presence of underground utilities and metallic objects near South
Main Street in the southern portion of the property, as well as interference from metal fence
posts along the softball fields and tennis courts. Several pockets of concentrated waste appear on
Parcel ID 6835-31-8662. Disposal Area B is approximately 8.08 acres in size.
The disposal area as presented in the Site Summary Report (Schnabel, 2006) occupied an area of
approximately 11.6 acres and was based on GPS mapping of the perimeter, personal interviews,
record reviews, and aerial photographs. The limits of the 2012 EM survey conducted by GSI
across the subject parcels are shown on Figure 1. Based on a review of the GSI report

(Appendix E) and subsequent correspondence, an accurate extent of the waste material was able
to be determined throughout most of the survey area; however, the northeastern limits of
Disposal Area A were not able to be determined.
6.0 GEOLOGIC AND HYDROGEOLOGIC CONDITIONS
Rainfall is fairly evenly distributed throughout the year in the Winston-Salem area and the
average annual precipitation is 44.5 inches. The most precipitation typically occurs during the
months of June, July, and August, which have average monthly rainfalls of 4.1 inches. The least
precipitation typically occurs in May and October, which have average monthly rainfalls of 3.2
inches. On average, the warmest month is July and the coolest month is January (The Weather
Channel, 2012).
The site is located within the Middle Salem Creek Subwatershed of the Yadkin-Pee Dee River
Basin. Storm water runoff from the site is directed to east/southeast into Salem Creek (depicted
on some maps as Middle Fork Muddy Creek), which is a perennial water body bordering the
southeast portion of the site property. Salem Creek, which is approximately 12 miles long,
begins approximately two miles northeast of the site at Salem Lake (the Winton-Salem water
supply dam) and flows southwest into Muddy Creek. According to the Site Summary Report, the
bed of Salem Creek is approximately 40 feet wide and consists of fine gravel and sand
(Schnabel, 2006). An unnamed intermittent stream, having a bed approximately 25 feet wide, is
located along the northern perimeter of the disposal area and flows southeast into Salem Creek
(Schnabel, 2006).
Topography across the site generally slopes to the southeast, toward Salem Creek. The average
site elevation is approximately 750 feet above mean sea level and there is less than 10 feet of
topographic relief across the site (USGS, 2010). The approximate depth to groundwater at the
site is estimated to range between 8 to 15 feet below the ground surface, depending on the time
of year and proximity to the on-site intermittent stream and Salem Creek. The shallow
groundwater flow direction is expected to be to the south/southeast, toward Salem Creek.
Specific hydrogeologic data are limited at this time since intrusive investigation work has not yet
been performed at the site.
The soils mapped on the site property are divided into nearly two units of equal area by a
southwest-northeast trending axis through the center of the property. Those soils located on the
northern side of the dividing line are classified as a Fairview-Urban land complex, having 2 to 10
percent slopes or 10 to 25 percent slopes. The soils located on the southern side, nearest Salem
Creek, are classified as Dan River loam. The Dan River loam soils are susceptible to frequent
flooding and have 2 percent slopes (NRCS, 2012).

Geologically, the site is situated within the Milton lithotectonic belt of the Piedmont
physiographic province. The Milton belt generally consists of late-Proterozoic / early-Cambrian
age upper greenschist facies metamorphic grade rocks. The site is located within an area of
bedrock described as fine-grained, biotite-quartz-feldspar gneiss and augen gneiss, locally having
amphibolite layers and intrusions of pegmatite or granite (Espenshade et al., 1975). Typically,
the bedrock in this area chemically weathers to saprolite within the upper 20 to 40 feet below
land surface to become sandy silt or silty clay overburden material. Depths to bedrock and
detailed geological data have not yet been confirmed at this point of the site assessment.

Mr. LeGrand:
The North Carolina Department of Environment and Natural Resources (NCDENR), through its Pre-Regulatory Landfill Program, is conducting an environmental assessment at the above referenced property. NCDENR has contracted with URS Corporation of North Carolina to assist them with this assessment. As part of the required assessment, an evaluation of the Site property and adjacent properties must be conducted for the existence of environmentally sensitive areas. Specifically, are any of the following areas located at or
adjacent to the subject property: State Parks, Areas Important to Maintenance of Unique Natural Communities,
Sensitive Areas Identified Under the National Estuary Program, Designated State Natural Area, State
Seashore, Lakeshore and River Recreational Areas, Rare species (state and federal, threatened and endangered), Sensitive Aquatic Habitat, and State Wild and Scenic Rivers? The coordinates of the Central Park
Landfill are 36°05’02.0” N and 80°14’21.1” W. There is no physical address for the former Central Park landfill, however the site is approximately 400 feet north of the intersection of East Salem Avenue and Old Salem Road. Currently, the area is used as Salem Academy athletic fields and is bounded by East Salem Avenue and the Salem Creek Greenway. Additional adjacent parcels will be delineated, as the waste is suspected to have been disposed of in this general area. An aerial photograph has been provided for reference. This project is centered on legislation established in 2007 regarding a program to address pre-regulatory landfills
that closed prior to January 1, 1983 when waste disposal permitting regulations commenced. This legislation adds
new provisions to the Inactive Hazardous Sites Response Act for addressing these landfills. This new program will
be implemented by the Pre-Regulatory Landfill Unit within the Inactive Hazardous Sites Branch. The Branch will
be prioritizing, assessing, and implementing remedial action plans for each pre-regulatory landfill.

The Natural Heritage Program has no record of rare species, significant natural communities,significant natural heritage areas, or conservation/managed areas at the project site nor within amile of the project area. (Technically, there is an NC Department of Cultural Resources State
Historic Site building about 0.15-mile to the west of the project area.) Although our maps do not
show records of such natural heritage elements in the project area, it does not necessarily meanthat they are not present. It may simply mean that the area has not been surveyed. The use ofNatural Heritage Program data should not be substituted for actual field surveys, particularly if the
project area contains suitable habitat for rare species, significant natural communities, or priority
natural areas. You may wish to check the Natural Heritage Program database website at www.ncnhp.org for a
listing of rare plants and animals and significant natural communities in the county and on the quad
map. Our Program also has a new website that allows users to obtain information on element
occurrences and significant natural heritage areas within two miles of a given location:

NCDENR has contracted with URS Corporation of North Carolina to assist them with this assessment. As part of the required assessment, an evaluation of the Site property and adjacent properties must be conducted for the existence of environmentally sensitive areas. Specifically, are any of the following areas located at or
adjacent to the subject property: National Seashore, Lakeshore, and River Recreational Areas, National Parks
or Monuments, Federal Designated Wild and Scenic Rivers? The coordinates of the Central Park Landfill are
36°05’02.0” N and 80°14’21.1” W. There is no physical address for the former Central Park landfill, however the
site is approximately 400 feet north of the intersection of East Salem Avenue and Old Salem Road. Currently, the
area is used as Salem Academy athletic fields and is bounded by East Salem Avenue and the Salem Creek Greenway. Additional adjacent parcels will be delineated, as the waste is suspected to have been disposed of in this general area. An aerial photograph has been provided for reference. This project is centered around legislation established in 2007 regarding a program to address pre-regulatory landfills that closed prior to January 1, 1983 when waste disposal permitting regulations commenced. This legislation adds new provisions to the Inactive Hazardous Sites Response Act for addressing these landfills. This new program will be implemented by the Pre-Regulatory Landfill Unit within the Inactive Hazardous Sites Branch. The Branch will be prioritizing, assessing, and implementing remedial action plans for each pre-regulatory landfill.

In reviewing the information you have provided on the Central Park Landfill
in Winston-Salem, NC property, I determined that this area is considered
environmentally sensitive. This property drains to Salem Creek, which is
currently Impaired for Aquatic Life because of copper and zinc exceedance of
the state standards and due to a Fair Bioclassification Rating at a
macroinvertebrate sample site. Salem Creek is a tributary to Muddy Creek
which is Impaired for turbidity violations. These creeks are also tributaries
to the nutrient sensitive waters of High Rock Lake. These waters are listed
on 2010 303(d) list of impaired waters as reported to EPA.
Any activity on this property needs to eliminate metals, sediment and
nutrient runoff to Salem Creek and that would eventually contribute to
turbidity and chlorophyll a levels in High Rock Lake.

C = candidate. A taxon under consideration for official listing for which there is sufficient information to support listing. (Formerly "C1" candidate species.) BGPA =Bald and Golden Eagle Protection Act. See below.
FSC = federal species of concern. A species under consideration for listing, for which there is
insufficient information to support listing at this time. These species may or may not be listed in
the future, and many of these species were formerly recognized as "C2" candidate species. T(S/A) = threatened due to similarity of appearance. A taxon that is threatened due to similarity
of appearance with another listed species and is listed for its protection. Taxa listed as T(S/A) are
not biologically endangered or threatened and are not subject to Section 7 consultation. See

EXP = experimental population. A taxon listed as experimental (either essential or nonessential). Experimental, nonessential populations of endangered species (e.g., red wolf) are treated as
threatened species on public land, for consultation purposes, and as species proposed for listing
on private land.
P = proposed. Taxa proposed for official listing as endangered or threatened will be noted as
"PE" or "PT", respectively.
Bald and Golden Eagle Protection Act (BGPA):
In the July 9, 2007 Federal Register( 72:37346-37372), the bald eagle was declared recovered,
and removed (de-listed) from the Federal List of Threatened and Endangered wildlife. This
delisting took effect August 8,2007. After delisting, the Bald and Golden Eagle Protection Act (Eagle Act) (16 U.S.C. 668-668d) becomes the primary law protecting bald eagles. The Eagle Act prohibits take of bald and golden eagles and provides a statutory definition of "take" that
includes "disturb". The USFWS has developed National Bald Eagle Management Guidelines to
provide guidance to land managers, landowners, and others as to how to avoid disturbing bald

Threatened due to similarity of appearance(T(S/A)):
In the November 4, 1997 Federal Register (55822-55825), the northern population of the bog
turtle (from New York south to Maryland) was listed as T (threatened), and the southern
population (from Virginia south to Georgia) was listed as T(S/A) (threatened due to similarity of appearance). The T(S/A) designation bans the collection and interstate and international
commercial trade of bog turtles from the southern population. The T(S/A) designation has no

Additional adjacent parcels will be delineated, as the waste is suspected to have been disposed of in this general area. An aerial photograph has been provided for reference.
This project is centered around legislation established in 2007 regarding a program to address pre-regulatory
landfills that closed prior to January 1, 1983 when waste disposal permitting regulations commenced. This
legislation adds new provisions to the Inactive Hazardous Sites Response Act for addressing these landfills. This
new program will be implemented by the Pre-Regulatory Landfill Unit within the Inactive Hazardous Sites Branch.
The Branch will be prioritizing, assessing, and implementing remedial action plans for each pre-regulatory landfill.
We would like to receive an electronic or hardcopy response from your agency within 10 business days of receipt of this letter. Dear Mr. Slusher:
Biologists with the North Carolina Wildlife Resources Commission (NCWRC) have reviewed the
subject document and we are familiar with the habitat values of the area. Our comments are provided in
accordance with provisions of the Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16
U.S.C. 661-667e) and North Carolina General Statutes (G.S. 113-131 et seq.).
Salem Creek in the Yadkin-Pee Dee River basin flows along the eastern boundary of the site. A
request for information has been made regarding the following environmentally sensitive areas within or
adjacent to the subject site.
National or State Wildlife Refuges: The site is not located within or adjacent to National or
State Wildlife Refuges, or NCWRC game lands. Please note: The U.S. Fish and Wildlife
Service (USFWS) manages National Wildlife Refuges. Although we do not have records of
any National Wildlife Refuges within or adjacent to the site we suggest confirming this with the
USFWS.
Migratory Pathways and Feeding Areas Critical for Maintenance of Anadromous Fish
Species within River Reaches or Areas in Lakes or Coastal Tide Waters in which such
Fish Spend Extended Periods of Time: We are not aware of any migratory pathways or
critical feeding areas for anadromous fish species within or adjacent to the site.
Spawning Areas Critical for the Maintenance of Fish/Shellfish Species within River, Lake
or Coastal Tidal Waters: The Salem Creek watershed supports a Piedmont warmwater
fishery. Although we are not aware of any specific reaches of this stream that are critical
spawning areas, maintaining water quality and aquatic habitat are essential for the continued
survival of any fish and mussel populations in this watershed.

Although the Web Soil Survey by theNatural Resource Conservation Service (USDA) shows hydric soils in andadjacent to the site, the present condition and known history of the siteindicate that it has been graded and drained to minimize the possibility ofregulated wetlands. However, there are streams (Salem Creek and at leastone tributary) that are subject to Section 404, within or adjacent to thesite. Any land-disturbing activities on the site that impact 404 waterswould require prior authorization from the Corps of Engineers. 1.0 INTRODUCTION
Geophysical Survey Investigations, PLLC (GSI) conducted an electromagnetic (EM) ground
conductivity survey for URS Corporation on January 19-20, 2012 across the Central Park property
and a portion of a commercial property. The two properties are referred to in this report as the
Central Park Landfill site (site identification number NONCD0000782). The geophysical survey was
conducted in an attempt to delineate the approximate edge of buried landfill waste. The Central Park
Landfill site is located along the southeasterly side of East Salem Avenue, immediately east of the
East Salem Avenue and South Main Street intersection in Winston-Salem, North Carolina. In this
report, the Central Park Landfill site has been subdivided into a northern landfill area and a southern
landfill area and are referred to as Landfill Area - 1 and Landfill Area - 2, respectively. The
geophysical survey area covered a total of approximately 13 acres.
Landfill Area - 1 consists primarily of wooded & brushy terrain located adjacent to an office
building complex. A buried sewer line(s) runs along the southeasterly edge of the woods
immediately adjacent and parallel to Salem Creek. A drainage ditch defines the southern limits of
Landfill Area -1. Landfill Area - 2 encompasses the area located immediately south of the drainage
ditch to the eastern edge of South Main Street. The area extends from Salem Avenue to
approximately 75 feet southeast of Salem Creek. The area consists primarily of open, flat-lying,
grass-covered athletic fields with metal fence lines around the perimeter of each field. Long narrow
strips of wooded terrain borders both sides of Salem Creek.
URS Corporation representative Ms. Carlin Slusher was present during the start of the geophysical
data acquisition and identified the survey area perimeters to Geophysical Survey Investigations,
PLLC personnel.
2.0 FIELD METHODOLOGY
The EM investigation was performed across the Central Park Landfill site using a Geonics EM31-
MK1 ground conductivity meter which measures apparent ground conductivity (quadrature phase)
and metal detection (inphase) conditions down to a maximum depth of 17 feet below surface. The

EM31 method determines electrical properties of the earth materials by inducing electromagnetic
currents in the ground and measuring the secondary magnetic field produced by these currents. An
alternating current is generated in the transmitter coil located at one end of the instrument. The
secondary magnetic field, which is produced by currents traveling through the earth, induces a
corresponding alternating current in the receiver coil located at the opposite end of the instrument.
After compensating for the primary field, which can be computed from the relative positions and
orientations of both coils, the magnitude and relative phase of the secondary magnetic field are
measured. These measurements are then converted to components of inphase and 90 degrees out-of
phase (quadrature) with the transmitted field. The out-of-phase or quadrature component, using
certain simple assumptions, is converted to a measure of apparent ground conductivity in millimhos
per meter (mmhos/m). The inphase component responds to high conductive areas (above 50
mmhos/m) or to areas containing metallic objects and debris and the values are expressed in terms of
relative units in parts per thousand (ppt). Therefore, the inphase data can be used to identify areas
that may contain buried metallic material across areas recording lower conductivity values.
According to the manufacturer’s specifications, the EM31 has a maximum investigating depth of
approximately 15 to 17 feet.
Across the open portions of the site, EM31 data were collected simultaneously with global
positioning system (GPS) data with sub meter accuracy for location control. The EM31 instrument
was mounted on a wooden cart with a Trimble AG-114 GPS unit and pulled with a Kubota ATV.
EM31 conductivity data, inphase data and GPS coordinates were digitally collected using a Juniper
data recorder at a rate of 2 readings per second (approximately 3 to 5 foot increments) along
northeasterly-southwesterly and northwesterly-southeasterly trending survey lines. The survey lines
were spaced approximately 50 to 100 feet apart across the site. The Trackmaker31 software program
was used with the data recorder to view the relative positions of the survey lines in real time during
data acquisition.
Within the wooded and brush-covered terrain, the EM31 instrument, Trimble GPS unit and data
recorder were carried through “walkable” areas and survey lines were somewhat randomly spaced
100 feet apart. All of the EM31 data were downloaded to a computer and processed in the office

using the Geonics Trackmaker 31, DAT31W and Surfer for Windows Version 7.0 software
programs. Photographs of the EM31 instrument used for the investigation and an aerial photograph
of the Central Park Landfill site are presented in Figure 1. The red lines in the aerial photograph
represent the approximate locations of the EM31 survey lines.
3.0 DISCUSSION OF RESULTS
The EM31 apparent conductivity and inphase (metal detection) results obtained from the Central
Park Landfill site are presented in Figures 2 and 3, respectively. North Carolina state plane
coordinates in meters are used for location control in both figures. In the open areas (beyond 17 feet
from fence lines, buildings, metal utility lines or equipment), background EM31 apparent
conductivity values of 10 to 21 mmhos/m (areas shaded in pale yellow in Figure 2) were recorded
along the southeastern portions of the survey area and may represent near-surface sandy soil areas
that do not contain buried waste. Apparent conductivity values of 22 to 25 mmhos/m (contours
shaded in light blue), may identify portions of the approximate edge of buried waste at Landfill Area
-1 and Landfill Area - 2. Maximum EM31 apparent conductivity values of 75 to 100 mmhos/m
(contours shaded in red) probably delineate the areas containing the thickest or most concentrated
amount of buried waste.
Please note that the elevated conductivity values recorded across Landfill Areas - 1 and 2 may be in
response to one or more of the following conditions;
• areas containing nonmetallic buried waste,
• areas possessing higher total dissolved conductive ions in the soil or ground water within the
depth interval of 0 to 17 feet,
• areas containing higher clay content in the near surface soils or the presence of fly ash,
• any combination of the above three conditions.
At Landfill Area - 1, the EM31 conductivity results suggest the buried waste extends beyond the
geophysical survey area (north and northeast of state plane coordinates N259825 - E498200).
Consequently, coordinates defining the northern and northeastern perimeter of buried waste could
not be determined. The EM31 conductivity results also suggest that the northwesterly edge of buried

waste at Landfill Area - 2 lies either along the southeasterly edge of East Salem Avenue or
somewhere beneath East Salem Avenue. Consequently, coordinates defining the northwesterly
perimeter of Landfill Area - 2 could not be determined. Based on the EM31 apparent conductivity
results, the southeasterly edge of buried waste along Landfill Area -2 appears to lie near the tree line
that runs adjacent to Salem Creek.
The dashed purple lines in Figures 2 and 3 represent the approximate perimeters of the buried waste
at Landfill Areas - 1 and 2, based on the EM31 apparent conductivity results. The black dots and
index numbers associated with the purple dashed lines represent the locations of state plane
coordinates delineating the approximate edge of buried waste, as defined by the EM31 results. The
state plane coordinates defining the approximate perimeter of the buried waste at Landfill Area - 1
and Landfill Area - 2 are listed in Table A and Table B, respectively.
The high-amplitude, linear EM31 inphase (metal detection) anomalies intersecting state plane
coordinates N259335 - E497862 and N259260 - E497925 are probably in response to buried utility
lines, the edge of the bridge, or to other non-landfill related objects. Similarly, the series of linear,
northeasterly trending inphase anomalies that run immediately southeast of Salem Creek are
probably in response to a buried sewer line(s). The linear inphase anomalies intersecting state plane
coordinates N259500 - E497975 and N259535 - E497925 are probably in response to metal fence
lines.
The high-amplitude inphase anomaly centered near state plane coordinates N259810 - E498185
suggests a high concentration of buried metallic waste within that portion of Landfill Area - 1.
Although the EM31 inphase results do not define the edge of buried waste, the data delineates
several areas that may contain high concentrations of metallic waste. Refer to Figures 2 and 3 and
Tables A and B for additional EM31 results obtained at the Central Park Landfill site.

4.0 SUMMARY & CONCLUSIONS
Our evaluation of the EM31 data collected across the Central Park Landfill site located along East
Salem Avenue and South Main Street in Winston-Salem, North Carolina, provides the following
summary and conclusions:
EM31 apparent conductivity values of 22 to 25 mmhos/m appear to delineate the
approximate perimeters of buried waste at Landfill Areas - 1 and 2.
Most of the linear EM31 anomalies recorded at the Central Park Landfill site are probably in
response to buried utility lines, conduits or metallic fence lines.
At Landfill Area - 1, the EM31 conductivity results suggest the buried waste extends beyond
the geophysical survey area (north and northeast of state plane coordinates N259825 -
E498200).
The EM31 conductivity results also suggest that the northwesterly edge of buried waste at
Landfill Area - 2 lies either along the southeasterly edge of East Salem Avenue or
somewhere beneath East Salem Avenue.
The high-amplitude inphase anomaly centered near state plane coordinates N259810 -
E498185 suggests a high concentration of buried metallic waste within that portion of
Landfill Area - 1.
5.0 LIMITATIONS
An EM31 investigation has been performed and this report prepared for URS Corporation in
accordance with generally accepted guidelines for EM31 surveys. It is generally recognized that the
results of the geophysical surveys are non-unique and may not represent actual subsurface
conditions. The EM31 results obtained for this project may have delineated the approximate
perimeters of buried waste at portions of Landfill Areas -1 and 2. However, some of the buried waste

may not have been detected by the EM31 investigation. Furthermore, some EM31 apparent
conductivity anomalies may be in response to surface objects and buried utility lines or conduits.
