EXECUTIVE SUMMARY
The intent of this document is to provide the information required to renew the permit to operate for the
Large, Type 1 Solid Waste Compost Facility in Brunswick County (Permit No. 1007-Compost). The
facility's current permit was issued on August 13, 2014 and will expire March 28, 2019. Pursuant to 15A
NCAC 13B .0201 (e) the County must submit a permit amendment package to continue operations no
later than September 28, 2018. A request to extend the submittal deadline to October 19, 2018 was
granted by DWM due to Hurricane Florence impacts in Brunswick County. A copy of the current Permit
to Operate is included in Appendix A.
DWM has requested that this permit renewal document be prepared as a stand-alone report. This report,
as such, incorporates the original siting/design requirements, application requirements, and operational
requirements and provides updated information since the previous permit amendment.
Based upon the type and volume of material received at the compost facility, it is classified as a Large
Type 1 facility. The Compost Facility is located in the same general area as the closed municipal solid
waste landfill (MSWLF), construction and demolition debris landfill (CDLF), and land clearing and inert
debris (LCID) landfill, and is not located over a closed -out disposal area. The Compost Facility primarily
accepts yard wastes consisting of grass, tree limbs, stumps, and untreated wood (including pallets).

2 GENERAL PROVISIONS
The Brunswick County landfill site is located near the intersection of US Highway 17 and Galloway Road
(SR 1401), near Supply, North Carolina. The Compost Facility is located to the south of the active CDLF
and the closed MSWLF.
The Compost Facility consists of a storage pile for new yard waste, and windrows for clean mulched
wastes. All material is stored directly on the ground. The only material accepted at the Compost Facility
is yard waste. Yard wastes are defined as leaves, grass, tree limbs, stumps, logs and pallets (untreated
wood). Based on this information the Compost Facility is classified as a Type 1 facility, as Type 1 facilities
may receive yard and garden waste, silvicultural waste, untreated and unpainted wood waste or any
combination thereof.
Historical data is available for the quantity of compost material that has been disposed of at the Compost
Facility. For the last sixteen years, this data is summarized as follows in Table 1, below.

The volumes are computed using the recorded disposal quantities in tons and a unit weight of 400 lbs. /
cubic yard. Based on this data, the Compost Facility receives approximately 30,985 cubic yards of waste
annually, or 7,746 cubic yards of waste quarterly. The Compost Facility occupies approximately six acres.
Large Type 1 facilities are those that receive 1,000 cubic yards or more of material for composting per
quarter or occupy two acres or more of land, and process or store more than 6,000 cubic yards of material
per quarter. Based on this information the Compost Facility is classified as a Large Type 1 facility.
2.1 Siting/Design Requirements

The floodplain hazard boundary (too -year floodplain) data taken from NCFloodmaps.org FEMA Firm
Panel #3720212000K became effective August 28, 2018. The permit for the compost facility was issued in
2004. The waste disposal area was not located in the floodplain area according to the previous map
(FIRM Panel 225 of 395, dated May 15, 1986). The new map indicates the flood hazard boundary
encompassing a large portion of the compost facility.
The site is located outside of the floodway, so it does not restrict the flow of the ioo-year flood. It will
reduce the temporary capacity of the floodplain. Yard debris has historically been placed at this site for
over fifteen years and numerous hurricanes have impacted the site. Based on historical evidence, a
washout of solid waste has not been known to pose a hazard to human life, wildlife, land or water
resources.
2.2 Buffer Requirements
The limits of the Compost Facility maintain a 50-foot buffer from all property lines, a Zoo -foot buffer
from residences and dwellings not owned and occupied by Brunswick County, a too -foot buffer from
wells (except monitoring wells), and a 50400t buffer from perennial streams/rivers (Beaver Dam Swamp
and Middle River Swamp). Also, a 25-foot distance is maintained between the compost area and swales
and berms in order to provide adequate access for firefighting equipment.
2.3 Surface Water Requirements
The operation of the Compost Facility does not cause a discharge of materials or fill materials into waters
or wetlands of the State and it does not cause a discharge of pollutants into waters of the State that is in
violation of the requirements of the National Pollutant Discharge Elimination System (NPDES), under
Section 402 of the Clean Water Act. Operation of the facility does not cause non -point source pollution of
water of the State that violates water quality standards. Consideration of these surface water
requirements should be observed during operations at the Compost Facility. In response to the NOV
issued as a result of the March 5, 2009 audit, compost windrows have been relocated to maintain a 20-
foot buffer from water ponding in an abandoned borrow pit.
2.4 Groundwater Requirements
The Compost Facility does not have a pad, as is acceptable for Type 1 facilities. Portions of the site used
for waste receipt and storage, active composting, and curing shall have a soil texture finer than loamy
sand and the depth of any operations to the seasonal high water table shall be maintained at a minimum
Of 12-inches. If the soil at the site does not meet this requirement, appropriate material should be applied
at the site. Groundwater level data has been collected bi-annually (March and September) at several
monitoring wells at the landfill. The groundwater level data for the well closest to the Compost Facility
(MW-7R) indicates a seasonal high water level of 1o.o6-feet. The monitoring well is located upstream of
the Compost Facility. In order to maintain a one foot separation from the high water level, the minimum
depth of operations shall be 11.o6-feet. Caution should be taken to not encroach on this minimum depth.

2.5 Public Access Requirements
The site does not allow uncontrolled public access. Security measures are detailed in section 4.3.4 of this
permit renewal application.

2.6 Pollution Control
The site is designed to meet the requirements of both the Sedimentation Pollution Control Law and the
Air Pollution Control Requirements to minimize fugitive emissions and odors. The landfill facility,
including the Compost Facility, is covered by a Sedimentation and Erosion Control Permit issues by the
NC Department of Environment and Natural Resources under Project ID: BRUNS-2012-041. Mr. Dan
Sams (Environmental Program Supervisor, NCDEQ Energy, Mineral and Land Resources Land Quality
Section, Wilmington Regional Office) confirmed that the existing permit will be active until the landfill is
ready to be closed. A new permit will be required for closure construction. A copy of the Sedimentation
and Erosion Control Permit is included in Appendix C.
3 APPLICATION REQUIREMENTS
3.1 Zoning Requirements
The Compost Facility is located on the parcel of land that contains the landfill facility. This parcel of land
was zoned Heavy Manufacturing (HM) prior to the Brunswick County, North Carolina Unified
Development Ordinance (UDO) becoming effective on May 1, 2007. Operations at the landfill facility,
including the Compost Facility, were allowed by the HM zoning designation. The current zoning of this
parcel of land is Industrial -General (I-G). Parcels zoned HM prior to the UDO becoming effective were
reclassified as I-G by the UDO. The current zoning (I-G) allows the Compost Facility at the landfill
facility.
3.2 Type, Quantity, and Source of Waste
The only material currently accepted at the Compost Facility is yard waste however; the County may
accept all materials allowed under a Large Type 1 Facility permit. The Compost Facility may receive yard
and garden waste, silvicultural waste, untreated and unpainted wood waste (including pallets) or any
combination thereof. The material is generally received from various sources within Brunswick County.
No waste is received from outside of the County. The Compost Facility receives approximately 3o,985
cubic yards of waste annually, or 7,746 cubic yards of waste quarterly.
3.3 Responsible Individuals
The Compost Facility is owned and operated by Brunswick County. The name, address, and phone

3.4 Adverse Weather Operations
Adverse weather will not affect the composting operations. On days when weather conditions prevent
composting operations, incoming yard waste will be stockpiled until weather conditions improve.

Incoming material to be stockpiled will be transported to the storage pile by all-weather access roads.
3.5 Noise, Vectors, Air Bourne Particulates, and Odors
The Compost Facility is designed and operated to minimize fugitive emissions and odors. Appropriate
buffers are maintained which prevent the migration of noise and odors to off -site locations. Historical
operations at the site have not resulted in problems with these items. If there are any problems with
vectors, airborne particulate or odors in the future, using additives in the composting process should be
evaluated. Also vectors and odors can be controlled by turning the piles and windrows frequently,
preventing puddles and standing water to form, and keeping the storage piles contained and dry.
3.6 Finished Compost
The County offers free mulch from the Compost Facility. Landfill attendants are available to assist with
loading mulch in the beds of pickup trucks or trailers using an excavator.
3.7 Process Flow
All delivering vehicles stop at the scale house for security check -in, identification and to be weighed. The
compost material shall be segregated from the waste stream by the County staff at the scale house. The
County staff performs a visual inspection of the material to confirm that it is appropriate yard waste. A
tipping fee of $22.50 per ton is charged for the disposal of the material to be composted at the landfill site.
There are different fees for material disposed of at the County convenience sites. Once vehicles delivering
the compost material have been weighed, they shall proceed to the Compost Facility by following signs
posted along the access road. After the wastes have been unloaded, all vehicles larger than a single -axle
dump truck shall be weighed again at the entrance such that the net weight of loads can be recorded. A
second approach to weighing the debris is to utilize certified empty vehicle weights and the actual
incoming weight to establish the weight of the material.
The material shall be placed at the storage pile for new yard waste. The County does not directly man this
unloading area. The County uses a backhoe to turn the pile and keep the pile contained in one area. The
compost material in the pile generally accumulates for up to six months. Typically, the yard waste is
mulched two to three times a year. The County uses a grinder with a magnetic separator to collect nails
and other metals and other mechanical equipment to grind the material and create the windrows. All
equipment used for the mulching is owned by the County. The windrows are generally no longer than
too -yards. The windrows of mulched material are turned periodically using power equipment to aerate
the windrows. The mulch is stored until the finished compost is removed, and the County helps to load
the finished compost if needed.
3.8 Process Duration
Stability of the compost material can be obtained in about 21-28 days but can require up to 6o days in
order to produce the desired quality. Visual inspection and temperature measurements will provide
needed evaluation of the compost status.
3.9 Temperature Monitoring
The temperature of all compost material shall be monitored sufficiently to ensure that the pathogen
criteria are met. Compost managed at the required temperatures will favor destruction of pathogens. The
compost process at Type 1 facilities shall be maintained at or above 55' Celsius (131' Fahrenheit) for three
(3) days and aerated to maintain elevated temperatures. The date, temperature, temperature of the

compost, and the location and depth that the measurement was taken from should be recorded. Non-
compostable solid waste and unacceptable compost shall be disposed in a solid waste management facility
permitted to receive the particular type of waste.
3.10 Method of Aeration
The compost is aerated by turning the mulch with power equipment. The County owns a grinder and uses
it to periodically mulch the yard waste. Typically, the yard waste is mulched two to three times a year.
The windrows of mulched material are turned periodically using power equipment, to aerate the
windrows, thus promoting the compost process. The process must be carried out under specific
temperature conditions as detailed herein. To further promote the composting process, windrows should
have a base to height ratio of 2:1. The windrows shall be aligned at the site in a direction that will allow
surface water to drain from within the windrows.
3.11 Surface Water Requirements
The methods used to control surface water run-on and run-off; and the method to control, collect, treat,
and dispose of leachate is outlined in section 4.3.3 of this permit renewal application.
4 OPERATIONAL REQUIREMENTS
4.1 Quality Assurance Plan
A quality assurance plan should be followed in order to ensure that the compost material disposed of at
the facility along with the final mulch product is in accordance with the applicable State regulations.
4.1.1 Waste Inspections
• All incoming material will be visually inspected at the scale house to check that the material is
acceptable compost material.
• If unacceptable material is found in a found while still on the truck, the truck will not be
allowed to dump at the site.
• If unacceptable material is found after the truck has dumped, the observer shall follow the
procedures outlined in section 4.2.3 of this report.
• Temperature monitoring of the mulch shall be performed as outlined in this report.
• Record keeping procedures should be performed as outlined in this report.
These items should be performed on a regular basis, and periodically personnel should perform a review
to make certain that these tasks are being performed.
4.1.2 Testing, Sampling, and Analysis
There are no testing requirements for Type 1 facilities, except temperature monitoring. Temperature
monitoring shall be performed for three consecutive days each month (at the beginning of the month) to
ensure that the temperature of the compost is at or above 55 degrees Celsius (131 degrees Fahrenheit) and
therefore being aerated enough.

4.1.3 Record Keeping
All facility owners or operators shall record and maintain records for a minimum of five years. Records
shall be available for inspection by Division personnel during normal business hours and shall be sent to
the Division upon request. The information that shall be recorded and maintained is as follows:
• Daily operational records, including at a minimum, temperature data, (length of composting
period) and quantity of material processed.
• The quantity, type and source of waste received.
• The quantity and type of waste processed into compost.
• The quantity and type of compost removed for use or disposal, and the market of permitted
disposal facility.
4.1.4 Annual Reporting
An annual report shall be submitted to the Division by August 1 of each year. The annual report shall
contain:
• The facility name, address and permit number.
• The total quantity in tons and type of compost produced at the facility during the year.
• The total quantity in tons and type of compost removed for use or disposal from the facility,
along with a general description of the market use, during the year covered by the report.
• Monthly temperature monitoring data.
Yearly totals of solid waste received and composted shall be reported back to the local government of
origin for annual recycling reporting.
4.2 Contingency Plans
This section identifies a set of unplanned circumstances that could occur at the Compost Facility. If
handled correctly, damage or impacts from these circumstances can be minimized. This plan is intended
to be used only as a guideline, and is not intended to be comprehensive instructions on how to specifically
handle these situations or to cover all possible emergency conditions that could occur. The plan should be
updated as appropriate and after each emergency.
4.2.1 Fire Control Plan
When a fire occurs use the following procedures:
1. Immediately extinguish small fires with fire extinguisher or smother with soil. Appropriate
equipment should be available to move soil and smother the fire if necessary. If fire cannot
be immediately extinguished, contact fire department at once.
2. Determine location, extent, type, and if possible, cause of fire or explosion.
3. Notify on -site personnel and implement safety and fire control procedures.
4. Notify facility emergency coordinator and/or foreman if the fire cannot be immediately
controlled.
5. Notify fire department if necessary. Clearly state: Location of landfill, location of fire or
explosion in landfill, extent of fire or explosion, type of fire or explosion, actions now being
taken, injuries.
6. Notify Rescue Squad, if necessary.
7. Notify health care facility, if necessary.

8. Notify Sheriff, if necessary.
Fire extinguishers shall be located in the operation building and in selected on -site vehicles and
equipment.
4.2.2 Accident or Injury
The following is intended to provide general accident or injury response procedures. This Report is not
intended to provide specific medical procedures in the event of an emergency. The County of Brunswick,
North Carolina shall be responsible for training all landfill personnel in the appropriate first aid
procedure necessary.
When an injury occurs:
1. Shut down equipment.
2. Determine extent of injuries.
3. Apply pressure to wound to stop severe bleeding.
4. If victim is not breathing, administer Rescue Breather and/or CPR, if trained.
5. Have someone phone Rescue Squad (911) unless injuries are clearly minor.
6. Stay with and keep victim(s) warm.
7. Notify facility emergency coordinator and/or foreman.
8. Notify Sheriff, if necessary.
The Foreman shall perform the following procedures after an accident:
1. Perform a complete investigation of the accident and events leading up to the time of the
accident.
2. Make a determination as to the cause(s) of the accident.
3. Complete and file the appropriate report forms.
4. Take corrective steps so that the same type of accident will not reoccur. These corrective
steps may take the form of repair of faulty equipment, installation of safety equipment, or
instruction of personnel in safe operating procedures.
4.2.3 Hazardous or Other Unacceptable Materials
In the event that a substance known to be, or suspected of being unacceptable is dumped from any vehicle
at the Compost Facility, the following actions should be taken immediately:
Actions by the observer:
1. Immediately report the incident to the site manager and/or foreman.
2. Avoid exposure to the substance in question.
3. Observe where the material was dumped, by whom (with vehicle), how much was dumped,
whether the container appears sound or is leaking.
4. Ask the dumper of the suspect load where the material was picked up.
5. Isolate the approximate area of the suspected load before it is mixed with waste from other
vehicles.
6. Ask the driver of the vehicle to remain at the dumping point to ensure adequate vehicle
identification.
Actions by the Foreman:
Notify the North Carolina Division of Solid Waste Management "Hot Line" within 24 hours of

an attempted disposal of any waste the landfill is not permitted to receive.
2. Record all pertinent facts regarding the vehicle, where the load was picked up, visible
evidence to identify the waste substance, and quantity and composition of substance.
3. Maintain records of costs incurred as a result of the dumping incident.
4. Coordinate removal of the unacceptable waste with proper authorities.
4.3 Operational Requirements
4.3.1 Plan and Permit Requirements
A copy of the permit, plans, and operational reports shall be maintained on -site at all times.
4.3.2 Erosion Control Measures
The following erosion control measures are used at and around the Compost Facility. The site is presently
stabilized. The staff inspects the area a minimum of quarterly for any erosion and after a one (1) inch rain
storm or more. If there is any erosion, the ground is graded and stabilized with seeding. Diversion
ditches are checked and cleaned.
Temporary Seeding - Will be installed over disturbed ground when schedules do not
permit permanent seeding within the optimum seeding dates.
Permanent Seeding - Will be installed within the optimum seeding dates on all disturbed
ground with in the composting area. If significant erosion of slope faces occurs before
they are adequately stabilized, the damaged slopes shall be repaired and stabilization
matting shall be installed.
Diversion Ditches — Will be used as needed around the perimeter of the composting
facility to prevent storm water run-on.
Dust Control — Dust control will be used during dry periods to prevent wind-blown
erosion.
4.3.3 Surface Water Controls and Leachate
Due to the site topography and location of the Compost Facility, surface water run-on during operations is
not a concern. Diversion channels should be installed as necessary to carry surface water away from the
active Compost Facility area and ensure that a minimum separation of 20' between the Compost Facility
and all surface waters is maintained. No leachate is currently generated at the Compost Facility that
would require pretreatment.
4.3.4 Access and Security Requirements
Access to the facility by all vehicles is via U.S. Highway 17. The access road to the site is of all-weather
construction and allows for safe and orderly traffic flow into and out of the facility. Fencing is provided at
the main entrance to discourage vandalism, scavenging, and trespassing when the landfill is not open.
Site boundaries should be checked regularly for evidence of unauthorized personnel and vehicle entry.
All vehicles entering the disposal area are to stop at the entrance gate for security check -in, identification
and to be weighed. An operator is on duty at all times while the landfill is open for public use to assure
compliance with operational requirements and to prevent acceptance of unauthorized wastes. The access

roads will be maintained to provide access during inclement weather.
4.3.5 Acceptable Wastes
The Compost Facility currently accepts yard wastes consisting of grass, tree limbs, stumps, and untreated
wood. Neither hazardous waste nor asbestos containing waste shall be accepted at the facility.
Type i facilities per 15A NCAC 13B .1402 may receive yard and garden waste, silvicultural waste,
untreated and unpainted wood waste or any combination thereof.
Pallets constructed of untreated and unpainted may be received at the compost facility. Pallets must be
clean with no trash or banding material mixed in.
4.3.6 Safety Requirements
Open burning of solid waste is prohibited. The fire control plan as outlined in Section 4.2.1 should be
followed in the case of an emergency. All personnel working at the Compost Facility will be required to be
familiar with the contingency plan contained in this report. Employees will also be required to
familiarize themselves with the permit, operations manual, design plans and other pertinent documents.
As the employee training is an ongoing process employees will be offered, as available, classes to both
increase their skill levels and polish their existing skills. New employees assigned to the composting
facility will receive training as indicated above as soon as practical.
4.3.6.1 Composting Site Safety Plan
The following requirements and restrictions apply to all personnel conducting activities at the composting
facility, including: all vendors, consultants, contractors or visitors:
• must meet OSHA health and safety requirements,
• are responsible for complying with all applicable regulations (i.e. OSHA, State OSHA) for
employing safe operating procedures while performing their duties,
• copies of all appropriate training and medical records must be maintained at the site for all
site personnel,
• all field personnel must be familiar with the specific characteristics of the site; i.e., site Chain -
of -Command, communications, site access, nearest water source, routes and procedures to be
used during emergencies,
• any personnel using prescription or non-prescription drugs shall first notify their supervisor
to determine whether or not work activities will pose a hazard,
• site personnel shall not undertake any activity which would be considered a confined space
entry without first receiving training in the proper procedures,
• any areas to be targeted for excavation must first be cleared or otherwise investigated for
underground utilities; this information must be documented in the operations file,
• activities shall not be conducted within a minimum 20-foot radius of overhead power lines
(high voltage lines require greater clearance) without prior knowledge and approval of the
Supervisor,
• all material transport/disposal equipment and other machinery with exposed moving parts
shall be equipped with an operational emergency stop device,
• only after -market equipment which has been approved by the manufacturer for use in
conjunction with equipment shall be used on -site,
• all non -essential personnel must maintain a minimum 25-foot distance from all operating
equipment.

4.3.7 Sign Requirements
A sign is posted at the facility entrance showing an emergency contact name and number, the permit
number, what wastes are acceptable for disposal, unloading procedures, facility hours, and the permit
number. Signs are also posted to promote an orderly traffic pattern. Signs shall be posted that state that
no hazardous waste, asbestos containing waste, or medical waste can be received at the Compost Facility.
4.3.8 Monitoring Requirements
The temperature of all compost will be monitored on a monthly basis.
4.3.9 Daily Operation
• County personnel will visually inspect incoming loads for the unacceptable material.
• Incoming acceptable (yard waste) material will be stockpiled in the designated area.
• The stock pile for the new yard waste managed daily. The County uses a backhoe to adjust the
pile and keep the pile contained in one area.
• County personnel will perform general cleanup of site.
• County personnel will record the type, quantity, and source of all incoming material.
4.3.10 Weekly Operation
County personnel will inspect site for erosion. Any erosion to the composting area will be
repaired as needed, in accordance with section 4.3.2.
County will visually inspect stock piles and composting windrows to ensure that there is no
standing water or possible vectors in or around the piles.
4.3.11 General Process Operation
New yard waste material shall be placed on the stock pile in the area designated for new yard
waste. The County uses a backhoe to adjust the piles and keep the piles contained in one
area. The material to be composted generally accumulates for up to six months, the maximum
pile size is 12' tall and 25' wide. Several piles may accumulate in the designated area.
The County periodically grinds the yard waste. Typically, the yard waste is ground two to
three times a year. The County uses a grinder and other mechanical equipment to grind the
material and create windrows. Pallets may be ground with yard waste. Grinding equipment
shall have the capability of separating metals for processing pallets.
The windrows are generally less than too -yards long. They are approximately 20-25 feet
wide at the bottom, 10 feet high, and have 2 to 1 side slopes. The windrows of composting
material are aerated monthly using an excavator. The material in the windrows shall be
completely turned by lifting the composting material with the excavator and allowing it to
cascade back to the pile, in a manner that ensures the entire the windrow is completely turned
and aerated. After the material is completely composted, the finished product (compost) is
sold. The County will help load the finished product (compost), if requested.

5 CLASSIFICATION AND DISTRIBUTION
5.1 Classification
Grade A or Grade B solid waste compost classifications do not apply to Type 1 Solid Waste Compost
Facilities. The Brunswick County Large, Type I Solid Waste Compost Facility is not subject to these
classifications.
5.2 Distribution
Mulch that is produced at a Type 1 facility and that contains minimal pathogenic organisms, is free from
offensive odor, and contains no sharp particles that would cause injury to persons handling the compost,
shall have unrestricted applications and distributions if directions are provided with the compost product.
Brunswick County is responsible for meeting any requirements of the North Carolina Department of
Agriculture, Fertilizer Section, concerning the distribution of this product.
If the County intends to distribute the mulch product, they shall provide instructions to the user on any
restrictions on use and recommended safe uses and application rates of the mulch. The following
information shall be provided on a label or an information sheet and a copy of the label or information
sheet shall be submitted to the Solid Waste Section: recommended uses, application rates, and
restrictions on usage. The classification grade does not need to be included for mulch produced at a Type
I facility, and Total N only needs to be included for products containing sludge.
The County procures grinding and screening services for mulch as needed. Mulch is commonly
distributed by: making mulch available to the public at no cost and using mulch for County projects when
possible. The County generally retains approximately one-third of the composted fines from the
screening process for use as daily landfill cover. The County also utilizes the composted fines to mix with
Class A treated sludge to create a soil amendment to promote grass growth on the landfill.
