ADDITIONAL COMMENTS:
01 – This was the first inspection of this facility for John College.
02 – The last inspection report for this facility was dated on February 07, 2018 and generated by Mary Whaley. John
College reviewed this inspection report prior to this inspection. 03 – Upon arriving to the Public Works office, Records were reviewed. Minimal were available. 04 – No past inspection reports were found. John emailed the 2018 copy to Stephen Lassiter for files.
05 – Most of the Yard Waste Notification Renewal Forms were there. After seeing these and going to the facility, I questioned the Cubic Yards Removed. Be sure to accurately record information.
06 – The facility has a locking gate and fencing for security at the facility entrance. Gate was locked upon arrival.
07 – Signage was posted at the locking gate. 08 – Entrance road was constructed of all-weather construction. Currently staff is working on interior roads.
09 – There was some non-conforming waste found mixed in the Yard Waste. Staff or Inmate/Community Service staff
to start to pick out the non-conforming waste on Friday (2/15/19), per Stephen. 10 – Some of the mixed in waste is Inert Debris, which this facility has a Land Clearing & Inert Debris (LCID)
Notification (N0755) located there also. Need to separate these 2 types of waste.
11 – Drainage is an issue at this facility (Noted in the 2/7/2018 inspection report) Staff has been working on drainage but still needs more attention.
12 – Grass clippings and other landscaping debris is comingled with the larger branches, all of the material must be composted according to the .1400 rules. If the larger branches can be kept separate, then those could be ground
and used as mulch and the separated landscaping debris would have to be composted according to the rules. All of the material at the site appears to be comingled and thus must be composted according to the rules. The link to the rules is below:

13 – John College checked several of the windrows with a temperature probe and found 1 area where the temperature
was at 129 degrees. Stephen was shown how to check the temperature and he took the information down for the probe type that John had. You are not required to use the same type probe as long as you have a probe that will meet the
requirements for this facility. 14 – There is also another Yard Waste Notified Facility (YWN-46-002) located on another tract of land that adjoins this facility.
15 – John will need to further evaluate the edge of waste markers to distinguish between the YWN 2 facilities and the LCID facility on the next facility inspection to be done soon.
16 – As noted in the Last Inspection Report dated 2/7/18, There are several compliance issues that must be immediately addressed or violation notices will be issued.
17 – John College and Andrew Hammonds (Eastern District Supervisor) will want to meet with The Town Manager, Public Works Director and any other officials to ensure compliance is met moving forward. John College will schedule this meeting working with Stephen Lassiter to ensure all parties have an open schedule. This meeting needs to happen ASAP to prevent further non-compliance at this facility.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
