STATUS OF PERMIT:
Active. The Small Type 3 Warren Wilson College Compost Facility Permit to Operate 1115-COMPOST expires on
November 4, 2019.
PURPOSE OF SITE VISIT:
Comprehensive Facility Inspection.
STATUS OF PAST NOTED VIOLATIONS:
1. 15A NCAC 13B .1408(a)(1) CORRECTIVE ACTIONS ONGOING. Monitoring and testing requirements,
per the Permit to Operate No. 1115-COMPOST (DIN 22132) and the approved Operation and Maintenance
Plan for a Forced Aeration Composting Facility (DIN 22133), were discussed on -site. As observed during the
records review, since the last inspection, the facility received compost sampling testing results for Pathogens on
June 18, 2018, and April 16, 2018; for Metals on December 19, 2017; and conducted compost sampling for
Foreign Matter in February 2018. Although the facility has conducted compost sampling, monitoring and
testing requirements for Pathogens, Metals, and Foreign Matter have not been conducted as specified; therefore,
Warren Wilson College Compost Facility Permit No. 1115-COMPOST continues to be in violation of 15A
NCAC 13B .1408(a)(1) by not sampling and analyzing compost for required test parameters every six months.
To achieve compliance, Warren Wilson College Compost Facility Permit No. 1115-COMPOST must analyze a
composite sample of the compost produced for Pathogens, Metals, and Foreign Matter. Testing results should be
submitted to the Section no later than March 21, 2019. Compost testing for all required parameters, including
Pathogens, Metals, and Foreign Matter, is required Pathogens, Metals, and Foreign Matter, is required every months.

Note: Post -inspection, on February 13, 2019, the Section received communication from the facility which stated compost
sampling for Pathogens had been conducted on February 12, 2019, and compost sampling for Foreign Matter was to be
conducted on February 13, 2019. Additionally, on February 20, 2019, the Section received compost testing results from
the facility for Pathogens (Pass) and compost testing results for Foreign Matter (<1%). As discussed with the facility on
February 20, 2019, compost sampling for Metals is still required to be conducted and submitted to the Section. The
facility stated the compost sampling for Metals would be conducted and the facility would submit test results to the
Section as required. (Please be aware that compost cannot be utilized for distribution until it has met the requirements set
forth in the Permit to Operate 1115-COMPOST Condition Number 13 and the Solid Waste Compost Rules (Rule .1407).
If the compost does not meet these requirements it should be reintroduced to the compost operation.)
OBSERVED VIOLATIONS:
None.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. Lee Williams became Supervisor of the Recycling and Solid Waste Operations at Warren Wilson College in May
2018.
2. The facility is located on the Warren Wilson College campus in Buncombe County.
3. The current Permit to Operate & the approved Operation and Maintenance Plan for a Forced Aeration Composting
Facility were on -site and available for review.
4. The current permitted capacity for the facility is 1,250 tons per year.
5. The Type 3 Compost facility currently produces compost primarily from the following sources: food waste (pre- and
post -consumer), woodchips, sawdust, animal bedding and manure, and bio-degradable paper waste. The finished compost
is utilized in on -campus agricultural fields to grow grain to supply feedstock for farm animals on -campus. The compost is
not offered to the public.
6. During this inspection, no unacceptable feedstocks were observed at the facility. Continue to screen waste(s) at the site
and ensure that the site receives only those solid wastes which it is permitted to receive. Ensure that all non-compostable
wastes are containerized and disposed at a permitted solid waste facility.
7. Six forced air static composting bins with dimensions of 8 x 10 feet can be utilized at the facility for active composting
using static piles (photo #1). Signage is placed on each compost bin to notify site personnel of what stage each bin is in.
Once active composting is completed, the facility places the material in windrows for additional curing for approximately
six months.
8. From July 2017 to June 2018 the facility received approximately 77.1 tons of food waste, 6.1 tons of clean wood, 3.1
tons of sawdust, and 3.9 tons of animal waste, resulting in the creation of approximately 15.7 tons of compost,
according to the Facility Annual Report. (As a reminder, Attachment 3, Conditions of Operating Permit Item #16 states,
"An annual report of facility activities for the fiscal year July 1 to June 30 must be submitted to the Section by August I
of each year on forms provided by the Section. This report must include the amount of materials composted in tons".)

9. As related to the Status of Past Noted Violations section above, please ensure that all required facility compost testing
is conducted every six months and that all compost produced at the facility meets the requirements of Solid Waste
Management Rule .1407 and the permit application.
10. Temperature records were reviewed on -site from 7/1/18 through 12/19/18. Temperatures appeared to be maintained
as required. Continue to maintain and record all compost temperature data for the facility as required.
11. All minimum buffer requirements were maintained.
12. No leachate was observed around the feedstock bins, compost bins, or cure piles on -site. Continue to maintain the
leachate conveyance system(s) and leachate overflow tank(s) at the facility as necessary. Leachate at the site is collected
and conveyed to a sanitary sewer line. No leachate issues were observed during this inspection.
13. Access was maintained around the operational and storage area(s) at the site for hot load and/or fire control in the
event of an emergency.
14. Continue all efforts to ensure that surface water is diverted from all operational, curing, and storage areas at the
facility.
15. During this inspection, dust control was maintained at the facility.
16. As discussed on -site, continue to maintain all erosion control measures around the leachate collection overflow area
to ensure that erosion does not undermine any facility structures or piping in this area.
17. Very minimal food odor was detected near the compost bins. No odor was detected around the cure piles on -site.
Continue all odor management efforts at the facility as necessary.
18. Continue to operate the facility in a manner that reduces the potential for vector attraction.
19. Continue to collect and properly dispose of any windblown litter at the facility as necessary. No issues with
windblown litter were noted during this inspection.
