Regan Hudson STATUS OF PERMIT: Active Issued: 3/8/2018 Expires: 3/8/2023 PURPOSE OF SITE VISIT: Routine Inspection STATUS OF PAST NOTED VIOLATIONS: N/A OBSERVED VIOLATIONS: N/A ADDITIONAL COMMENTS 1. The current Septage Land Application Site as permitted consists of Field 1 (21.4 acres), Field 2 (13.2 acres), Field 3 (21.5 acres) and Field 4 (7.4 acres) with a total of 63.5 acres. Field 2 was remeasured during the previous inspection to account for a water supply well and stored farm equipment. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. The site had accessible all-weather roads to the septage land application fields covered under the permit. 4. Field 2 contained cattle and no recent land applications observed. Missing boundary markers need to be replaced. 5. Field 1 was observed to be in good shape with a stand of fescue and no missing boundary markers observed. No recent land applications were observed. 6. Field 3 had cattle and not currently used for land application. No recent land applications were observed. 1. Field 4 was observed with recent land applications. Missing boundary markers need to be replaced. A heavy septage application was observed (see photo below). As a reminder, septage shall be applied to the surface of the land from a moving vehicle to have no standing liquid or soil disturbance resulting from the waste flow after the discharge is complete. 7. Appropriate signage was displayed. 8. All septage discharges appear to have been made within the disposal area boundaries.
