1 INTRODUCTION
This landfill gas (LFG) monitoring plan presents a comprehensive LFG monitoring program for the Surry
County Closed Elkin Landfill Facility (NC SWS Permit No. 86-03) and supersedes the previous plans
implemented at the facility. This plan has been prepared based on site conditions, North Carolina solid waste
rules and industry protocol with the intent to provide clear guidelines and procedure for field personnel related
to LFG monitoring.
This Landfill Gas Monitoring Plan was designed to provide early detection of LFG migration through the
vadose zone, to be protective of public health and the environment and was developed using the best available
site data, practices, experience, and judgment; however, the plan may require modifications over time to
accommodate changing landfill conditions, potential receptors, or other variable conditions.
1.1 SITE CONDITIONS
The Surry County Landfill facility is located approximately 6 miles east of highway I-77 and approximately 10
miles from the town of Elkin. The site contains closed C&D and MSW landfills. No structures remain at the
facility. The landfill property is bounded to the west by Snow Creek and a tributary to Snow Creek is also a
water feature inside the property, both serve as hydraulic barriers to LFG migration. The surrounding area is
mixed rural -residential, agricultural and undeveloped property.
Site topography ranges from 1060 feet above mean sea level (amsl) near Joe Layne Mill Road to 900 feet amsl
near the Snow Creek and its tributary. A site location map is provided as Figurel.
1.2 SITE GEOLOGY AND HYDROGEOLOGY
The site lies in the Ashe Formation of the Western Piedmont Physiographic Province in North Carolina. The
area is underlain by residual soil and weathered rock (regolith) with crystalline metamorphic bedrock.
Groundwater occurs in the weathered rock layer and in the hydraulically connected underlying bedrock.
Springs and seeps are present along drainage features and near surface water bodies.
The SWS Guidance Document indicates subsurface gas typically migrates above the groundwater table and is
restricted laterally by streams. The landfill is bound by Snow Creek to the south, southwest and west and a
tributary to Snow Creek to the east and southeast.

1.3 REGULATORY LIMITS
North Carolina Solid Waste Management Rules 15A NCAC 13B requires quarterly monitoring for methane
gas and other explosive landfill gases to ensure that methane does not exceed the lower explosive limit (100%
LEL or 5% C114) at the facility property boundary or 25 percent of the LEL (1.25% CH4) within facility
structures. If methane readings exceed the specified limits records will be submitted to the SWS, steps will be
implemented to ensure the protection of public health and a contingency plan will be executed. This LFG
monitoring plan generally complies with the current version of the NC Solid Waste Section Landfill Gas
Monitoring Guidance referenced henceforth as the SWS Guidance Document.

2 LANDFILL GAS MONITORING
This section of the LFG Monitoring Plan addresses the frequency, network and reporting requirements for the
monitoring program.
2.1 FREQUENCY
Routine LFG monitoring will be performed and documented on at least a quarterly basis (four times annually).
Monitoring per this plan will be initiated during the first scheduled quarterly event following SWS approval.
2.2 EXISTING LANDFILL GAS NETWORK
The current LFG monitoring network at the Surry County Elkin Facility includes 7 monitoring probes (MGP-
1, MGP-IA, MGP-2, MGP-3, MGP-4, MGP-5 and MGP-6) the scalehouse and attendant trailer. LFG has
been monitored quarterly using this network of LFG monitoring probes; facility structures have not been
present at the facility since 2011. The existing monitoring network was established predominately by
geography (approximately 500 linear foot density) without regard to onsite hydrogeology which effectively
inhibits the potential for LFG to migrate beyond water features: creeks and streams.
2.3 LANDFILL GAS NETWORK MODIFICATIONS
Several modifications are proposed to the LFG monitoring network. Snow Creek and its tributary bound the
facility on the western, southwestern, southern and southeastern sides providing a hydraulic barrier to landfill
gas migration. Due to these existing, natural, hydrologic barriers, probes MGP-2, MGP-3, MGP-4, MGP-5
and MGP-6, located in close proximity to these water features, are unnecessary and proposed for removal from
the monitoring network.
Additional monitoring probe MP-7 is proposed near the eastern property boundary.
A site map showing the revised LFG monitoring network is included as Figure 1.
2.3.1 LANDFILL GAS PROBE CONSTRUCTION SPECIFICATIONS
New probes will be installed in soil or regolith, terminating prior to top of bedrock and will not be advanced
into the groundwater aquifer. The new probe will be installed per specifications outlined in SWS Guidance
Document with the exception the probes may be constructed of 1" PVC and the outer protective case may be
constructed out of non-sparkable (non-ferrous) metal. Proposed LFG probe construction details are shown on
Figure 2.

Probes will be equipped with a stopcock ball valve bushed to the well casing, quick connect coupling threaded
into the well cap or an equivalent device that allows air flow to be controlled at the wellhead as shown on
Figure 3.
2.4 STRUCTURE MONITORING
The current monitoring network includes 2 structures (scalehouse and attendant trailer), both of which no
longer exist. These structures were removed from the facility in July and August of 2011. Both structures are
proposed for removal from the network and no new structures are proposed for inclusion in the monitoring
network at this time. If new structures are erected on site they will be added to the monitoring network and
incorporated with quarterly monitoring.

3 LANDFILL GAS MONITORING PROCEDURE
3.1 EQUIPMENT
Instrumentation must be capable of accurately reading methane, oxygen, carbon dioxide and hydrogen sulfide.
Instruments shall be calibrated according to manufacturer's specifications prior to performing monitoring.
Stopcock valves on monitoring probes should remain in a closed position until monitoring.

LFG monitoring will be performed by personnel that understand the equipment operation and will use
instruments per the manufacturer's instructions. LFG monitoring shall be performed in accordance with
procedures outlined in the NC SWS issued Landfill Gas Monitoring Guidance Document. Deviation from
procedures outlined in this plan may be warranted depending on facility conditions or unforeseen variables.
Any variance from the methodology contained in the current SWS Guidance Document will be consistent with
industry standards and noted in the event log.
3.2.1 Monitoring Probes
Connect instrument tubing to the LFG probe sample valve or quick connect fitting; where stop -cock valves are
used, open the valve. Record the initial and stabilized methane, oxygen, carbon dioxide and hydrogen sulfide
readings. Once readings have been recorded, close the valve (if needed) and remove instrument tubing.

4 CONTINGENCY PLAN
If stabilized methane is detected above 100% of the LEL in a LFG monitoring probe, equipment will be
recalibrated and results confirmed. If results are confirmed the landfill manager will be notified and the
immediate Action Plan (Section 4.1) implemented. A longer term solution may be necessary if several events
have elevated readings.
4.1 Immediate Action Plan
If stabilized methane is confirmed above 100% of the LEL in a LFG monitoring probe the operator must
immediately implement steps necessary to ensure protection of human health and the environment. If landfill
management feels it is appropriate the Surry County Fire Marshall (911) should be consulted.
Within seven days following the confirmed exceedance a description will be added to the operating record
stating the methane or explosive gas levels detected and a description of the steps executed to protect human
health.
4.2 Long Term Remedial Strategy
The remedial actions implemented to abate LFG migration will be selected based on site specific
circumstances. As part of any long term remedial strategy the LFG pathway should be determined to protect
human safety and health. In the event facility conditions change, which may affect this monitoring plan or any
remedial strategy, the plan will be revised and the SWS notified.
If LFG probes with LEL exceedances are located inside the property boundary additional monitoring points
will be screened closer towards or at the property boundary to obtain a more accurate determination of the
LFG extent. If stabilized methane readings are detected above regulatory limits at the facility boundary
remedial actions will be implemented per Rule 15A NCAC 13B .1626(4)(c).

5 RECORD KEEPING AND REPORTING
5.1 MONITORING DATA FORM
LFG monitoring event results shall be recorded on a Landfill Gas Monitoring Data Form. The monitoring data
form should contain at least the information outlined in the SWS Guidance Document as shown on the example
form in Appendix A.
Landfill gas monitoring records will be retained in the facility operating record and updated as the information
becomes available. In the event methane readings exceed their limits, monitoring forms will be submitted to
the SWS with a monitoring network map and environmental monitoring report form.
