The Solid Waste Section (SWS) received the written request for an approval of extension of submitting a permit
renewal application for Coble’s C&DLF, which was, on your behalf, prepared by Joyce Engineering, Inc. The
current 5-year permit (DIN 25405) for operating Coble’s CDLF- Phases 1, 2 & 3A, Permit No. 0105-CDLF-
1998 issued on February 08, 2016 will expire September 02, 2019; on the same date that the franchise
agreement (DIN 24346) between Coble’s Sandrock, Inc. and Alamance County shall expire. The Permit
Condition No. 1, Part I of Attachment requires Coble’s Sandrock, Inc. (the Permit Holder) to submit a permit
renewal application on or before June 09, 2018. The SWS approves your request of May 03, 2019 as the new
application submittal date.
At a minimum following document, however, must be prepared and submitted as a portion of the life-of-site
(LOS) permit application due on or before May 03, 2019:
1. New or amendment franchise agreement issued by Alamance County.
2. The existing PTC for Phase 3B is likely expired. The new application may resubmit the PTC for Phase
3B.
3. The approved Closure and Post-closure Plan (DIN 24363) restrict the CDLF active area to four (4) acres
at any time. Although Phase 3 A has the approved waste footprint of 6.3 acres, only four acres can be
used for waste disposal. Otherwise, please submit the closure CQA report for a portion or Phase 3A to
support the request for expanding waste footprint to new area.
4. The permit application must be prepared according to Rules 15A NCAC 13B .0547(2) & (3).
5. Operation requirements and the extents of all non-disposal waste management units inside the CDLF
facility must be thoroughly described; according to the 05/03/2018 audit report, the non-disposal
treatment/process (T&P) units include yard waste collection unit, waste recovered/recycled unit, mobile
home destruction unit, post-consumer asphalt shingle collection unit, and concrete crush unit. Coble’s
Sandrock, Inc. also conducts mining wastes from the existing LCIDLF unit inside the future Phase 4
area of the CDLF unit.
6. Operation requirements (including the Permit No. DS01-015) and the extents of the temporary Disaster
Debris Staging Site.
7. The post-closure cares for the permanently closed CDLF areas (Phases 1 & 2) including management of
grazing animal – goat.
8. Updated Water Quality Monitoring Plan and Landfill Gas Monitoring Plan. The plans -must be stand-
alone documents. Be advised that new constituents required to be sampled/monitored for CDLF unit
must be included in the plans – hydrogen sulfide for explosive gas monitoring; 1,4 dioxane for water
quality; the results and proposal for on-going alternative source demonstration. Please review the

This is a follow-up email to our morning phone conversation regarding time extension for preparing 5-year permit
renewal for the Coble’s C&D landfill.
Ordinance Granting a Construction and Demolition Debris Landfill Franchise to Cobles’s Sandrock, Inc. Seven (7) year-
term franchise agreement with Alamance County was issued effective on September 02, 2012 and will expire on
September 02, 2019. In accordance with the SWS rules, the renewal application is due March 3, 2019.
On behalf of the Coble’s, Joyce Engineering would like the Section to consider 60-day extension to May 3, 2019 for the
permit renewal application. We apologize for our over sight missing the submittal date for 5-year renewal application,
the current permit was issued February 8, 2016. We will work getting the renewal application to the section as soon as
we can.
