Yard waste material from the City of Lumberton has been stockpiled against the right side of the concrete pit in an area of approximately 50 feet by 80 feet. No stockpile area is covered in the current permit. Post markers in an area approximately 50 feet by 80 feet to establish a designated stockpile area for the solidification pit. 2. Noted scattered small spills around the edges of the concrete pit. Clean up all spills/debris on top & outer sides of the concrete edges & on the ground surface. Remove the stockpiles for a distance of at least five feet from the right side of the concrete pit to be in accordance with Rule .0838(i). Noted scattered spill areas around the tanks. Maintenance of lines was underway at the time. Discussed situation with Eric Locklear on site and I requested that a full cleanup of the facility be performed after the line maintenance was completed. Mr. Locklear stated that a cleanup would be performed. 2. The above ground tanks appear structurally sound. 3. The approved setbacks are being met. 4. The concrete pit was mostly full at the time of this inspection and an odor was noted in the pit area. 5. The required signs are posted and the access road is adequate. 6. A follow up visit will be performed in the near future to ensure all cleanup actions have been implemented in the tank area & around the concrete pit. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
