The Buncombe County Solid Waste Management New Landfill (permit no. 1107) is located at 81 Panther Branch Road in Alexander, North Carolina. SCS conducted semi-annual sampling at the Buncombe County New Landfill on November 26 through November 30, 2018. This report summarizes the sampling methodology, results and recommendations from this semi-annual sampling event. 2 SAMPLING METHODOLOGY Water samples were collected from November 26 through November 30, 2018 by Pace Analytical Laboratories from each of the 25 monitoring wells (Figure 1), six surface water sampling locations, and six leachate sampling locations. All groundwater sampling and analyses were performed in accordance with 15A NCAC 13B .1632. In order to achieve DEQ's recommended turbidity standard of 10 nephelometric turbidity units (NTUs) for groundwater sampling at background and compliance wells for the municipal landfill (MW- 1, MW-11D, MW-2, MW-21D, MW-3R, MW-4, MW-41D, MW-5, MW-51D, MW-6, MW-7, MW-8, MW-81D, MW- 10, MW-10D, MW-11, MW-11D, MW-13 and MW-13D) the low -flow groundwater sampling method was used to reduce turbidity levels in the monitoring wells during sampling. The low -flow sampling procedures were performed in accordance with EPA guidelines (Puls and Barcelona 2016). Field parameters including pH, temperature, specific conductivity, turbidity, dissolved oxygen, oxidative/reductive potential (ORP) and water level were measured and recorded at each groundwater, surface water and leachate sampling location. Field logs with recorded field parameters are included in Attachment A and well condition summary forms are included in Attachment B. Turbidity of less than 10 NTUs at each groundwater monitoring well was achieved utilizing the low -flow method. After samples were collected, they were placed on ice, logged on a chain of custody and sent to Pace Analytical Laboratories, a laboratory certified by the State of North Carolina for all applicable analyses. A copy of the chain of custody is provided as Attachment C. 3 LABORATORY METHODS AND ANALYSIS Pace Analytical Laboratories analyzed all samples. Groundwater compliance monitoring wells for the municipal landfill (MW-1, MW-11D, MW-2, MW-21D, MW-3R, MW-4, MW-41D, MW-5, MW-51D, MW-6, MW- 7, MW-8, MW-81D, MW-10, MW-10D, MW-11, MW-11D, MW-13 and MW-13D) were sampled for the following constituents using the method listed: • Appendix I Metals (EPA 6010D and 6020B), • Appendix I VOCs (EPA 8260B); • 1,4-dioxane (EPA 8260B Mod.). Groundwater compliance monitoring wells for the construction and debris (C&D) landfill (MW-12, MW-12D, MW-14, MW-14D, MW-15 and MW-15D) were sampled for the following constituents using the method listed: Fall 2018 Semi -Annual Sampling Report www.scsenciineers.com Page 1 • Appendix I Metals (EPA 6010D and 6020B), • Appendix I VOCs including tetrahydrofuran (EPA 8260B), • 1,4-dioxane (EPA 8260B Mod.), • sulfide (EPA 4500-S2D-2011), • mercury (EPA 7470A), • chloride (SM 4500-CI_E-2011), • manganese and iron (EPA 6010D), • alkalinity (SM 2320B-2011), • Total Dissolved Solids (TDS) (SM 2540C-2011). Surface water locations were tested for the following constituents using the methods listed: • Appendix I Metals (EPA 6010D and 6020B), • Appendix I VOCs (EPA 8260B), • 1,4-dioxane (EPA 8260B Mod.), • Tetrahydrofuran (EPA 8260B)- only for SW-6 and SW-7. Leachate at leak detection (LD) locations were sampled for the following constituents using the methods listed: • Appendix I Metals (EPA 6010D and 6020B), • Appendix I VOCs (EPA 8260B), • 1,4-dioxane (EPA 8260B Mod.). Leachate at the leachate pond location was sampled for the following constituents using the methods listed: • Appendix I Metals (EPA 6010D and 6020B), • Appendix I VOCs (EPA 8260B), • 1,4-dioxane (EPA 8260B Mod.), • Biological Oxygen Demand (BOD) (SM 5210B-2011), • Chemical Oxygen Demand (COD) (SM 5220D-2011), • nitrates (EPA 353.2 Rev 2.0 1993), • sulfates (EPA 300.0 Rev 2.1 1993), • phosphates (EPA 365.1 Rev 2.0 1993). 4 RESULTS GROUNDWATER Groundwater contour maps were created for both shallow and deep aquifers using the recorded field data. See Figure 2 for the shallow contour map and Figure 3 for the deep groundwater contour map. A summary of groundwater detections is included in Attachment D. Groundwater detections were present at all monitoring wells. Metal constituents detected include barium, chromium, cobalt, copper, and nickel. These detections are consistent with previous sampling results and are generally recognized as naturally occurring. New VOC detections were present at MW-8 for 1,1-Dichloroethane and cis-1,2-Dichloroethane. Seven monitoring wells had constituents that exceeded the Maximum Concentration Levels (MCLs) set by North Carolina 2L (NC2L) or, as applicable, the alternate MCLs approved by DEQ in the letter dated June 5, 2018. Benzene was detected at MW-10 at 4.2 micrograms per liter (ug/L) (MCL of 1 ug/L). A subsequent resample on December 26, 2018 resulted in benzene levels under the laboratory detection limit. MW-12 had an exceedance for manganese at 304 ug/L (MCL of 50 ug/L); MW-12D had an exceedance for manganese at 70.6 ug/L; MW-15 had an exceedance for iron at 29,000 ug/L (alternate MCL of 3,890 ug/L) and manganese at 12,100 ug/L; MW-15D had an exceedance for manganese at 299 ug/L; and MW-8 had an exceedance for chromium at 13.9 ug/L (MCL of 10 ug/L). All exceedances except chromium at MW-8 are consistent with historical exceedances. No Appendix I metals exceeded applicable MCLs for any of the groundwater monitoring wells. SURFACE WATER A summary of surface water detections is included in Attachment F. Several metals and VOCs were detected in all surface water sample locations. A summary of surface water exceedances is provided in Attachment G. All surface water sampling locations had exceedances for turbidity, selenium and silver. Additionally, SW-6 had an exceedance for copper at 7.2 ug/L (MCL of 7.0 ug/L) and zinc at 84.2 ug/L (MCL of 50 ug/L). SW-7 had exceedances for arsenic at 51.2 ug/L (MCL of 10 ug/L), copper at 31.4 ug/L (MCL of 7 ug/L), and zinc at 210 ug/L (MCL of 50 ug/L). No VOC exceedances were indicated in surface water samples. LEACHATE A summary of leachate detections is provided in Attachment H. Metal constituents detected in leachate samples include antimony, barium, cadmium, chromium, copper, lead, nickel, vanadium, and zinc. VOC constituents detected in leachate samples include 1,1-dichloroethane, 1,4-dioxane, benzene, and toluene. 5 CONCLUSIONS Detections and exceedances of metals in the groundwater have decreased and cobalt was no longer an exceedance during this sampling event. There were more surface water detections and exceedances than usual during this sampling event. These detections and exceedances are likely due to the weather. There was one snow event and lots of rain prior to this sampling event and the samples were taken later in the fall than usual. The high turbidity in all of the surface water locations is evidence that these weather events had an impact on the surface water locations. 6 RECOMMENDATIONS SCS recommends continued monitoring in accordance with the permit requirements.
