The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The transfer station itself was not inspected during this site visit. Instead, ancillary operations were the focus of
the inspection.
2. Ms. Harris pointed out a new closed-circuit camera system that had been installed at the facility. She explained
that one of the cameras allows her to view loads as they stop on the scales so that she can better screen the
incoming materials and direct customers as to where to unload.
3. The scrap metal collection area can also be viewed with the new camera system. Ms. Harris stated that the scale
house operator can watch the metal load proceed to the tipping area and then watch as the load is dumped. She
added that county staff are now able to stop the customer from leaving if unacceptable material is observed.
4. The scrap metal collection area was inspected and found to be much cleaner, smaller and more contained than
during the previous inspection on September 25, 2018. A temporary sign had been installed to identify the area
and to give customers unloading instructions. Scrap metal is still collected on the ground, so small pieces of
metal mix with the soil. Ms. Harris stated that she is still working to find a suitable space for a concrete pad that
could be used for unloading and stockpiling scrap metal.
5. The county contracts with Triad Metal Recyclers to transport and recycle the scrap metal collected at the
facility. Ms. Harris indicated that metals are picked up at least annually, and more often if necessary.
6. The white goods and electronics collection areas were found to be clean and well organized with no windblown
litter evident. Ms. Harris stated that these areas had been equipped with a camera as well, thus helping to
monitor the types of materials dropped off there.
7. The LCID landfill appeared to be unchanged since the last inspection on September 25, 2018. Ms. Harris stated
that county staff had not attempted to work in this area, citing the steep slopes and wet conditions that make
operations with the county's small, lightweight equipment unsafe. She added that she had been authorized to
contract with a company to bring appropriate equipment to the site and compact the material and apply cover as
soon as site conditions permit.
