Where we are a. Existing C&D debris landfill has approximately 3-5 years of remaining useable airspace. b. C&D debris waste stream continues to increase c. Options under consideration for future C&D debris disposal i. Sorting and Recycling ii. Extraction iii. New Transfer Station d. Questions i. 2. Extraction a. Obtain samples of in -place waste to assess a pilot extraction operation i. Remove from various elevations — excavation or borings 1. Review previous drawings of landfill to determine top elevation of existing MSW. Keep soil borings approximately six to 10 feet above this elevation. ii. Obtain soil and material samples 1. Not many firms perform soil borings for C&D debris landfills, mainly MSW iii. Perform TCLP on soil samples 1. Also perform SPLP on soil samples to determine the mobility/leaching potential of contaminants in soil a. Risk of heavy metals being present in soil iv. Use this data to determine if an extraction operation is feasible. Identify hazardous material considerations 1. DWM agrees with the rationale of how to proceed with this project. Would like to be informed on status to determine if changes are needed. Page i of 3 Brunswick County C&D Debris Disposal Options Meeting Minutes April 19, 2017 v. Type of documentation required? i. DWM would like documentation of a sampling/testing protocol. This can be a couple of page document that is submitted for review and feedback. Include the number and type of samples proposed. 2. Provide a framework how we will work through different depths and materials. vi. Information that should be submitted to DWM for review? i. Because this program is unprecedented in NC, DWM would like to see a protocol for the program as well as updates on the progress to determine if, or what changes are needed. b. Questions? i. Donna expressed concerns with hitting gas pockets in the landfill, asbestos, and encountering appliances with heavy metals (mercury) in them. ii. Provide feedback on how any extraction operation will address asbestos and how mitigate when encountered. iii. The NC Solid Waste Rules — Section 0.542. J.8 — allows the removal of solid waste from a C&D debris landfill if a recycling program is included in the operations plan. iv. Ed Mussler encouraged the review of the Inactive Hazardous Sites rules/references for items to guide the exploration and extraction operation. 3. Pilot Extraction Operation a. Operations Plan required to obtain Permit to Operate b. Items to be addressed L Leachate management 1. Set up an extraction stage on a flat working face of the landfill to mitigate any wastewater/leachate from contaminating other water sources (storm water, groundwater, surface water, etc.) 2. Installation of berms to contain any water that comes in to contact with stock piled materials. As long as the water stays within the landfill, not necessary to collect and treat off site. I Storage of screened materials 1. Materials should stay on working face of landfill to not worry about waste water from uncovered materials iii. Testing of screened materials required? 1. Soil needs to be tested to determine if it allowed to go back in to landfill. Donna stated that even though the material came from the landfill, it could still be classified as hazardous waste from the leachate percolating through the landfill after being extracted. L Ed held concerns with odor and suggested working in small section of the landfill at a time to limit exposure. This will also help in managing runoff/leachate. I As long as leachate remains in the landfill unit, a pump and haul operation will not be required. iii. Elizabeth suggested using area 6C as a staging area. iv. Donna and Elizabeth will be the primary contacts moving forward. We believe the foregoing record to be an accurate summary of the meeting and related decisions. We would appreciate notification of exceptions or corrections to these Minutes within five (5) days of receipt. Without notification, we will consider these minutes to be a record of fact.
