The revised EMP has been reviewed. The comment below is provided by the DEQ to the following sentence
added by Hart & Hickman in Part 5 (Soil Vapor) of the EMP.
“In the event a new condition is discovered during the additional assessment activities proposed for the
site, additional soil gas samples may be collected to evaluate the potential for vapor intrusion for the
future warehouse building.”
Soil gas sampling may be used as a method to assess site soil vapor conditions. In addition, the overall risk
from detected soil vapor constituents (both known and potential future detections) must be assessed
based on future site use. Site assessment and risk screening must take into account that the proposed
new construction will cap the area and could potentially cause soil gas constituents to collect beneath
lower permeable areas at higher concentrations than those detected from soil gas samples collected pre-
construction and exceed screening levels. Additional assessment activities or vapor mitigation measures
may be required if the potential risk from vapor intrusion is unacceptable or if the data is insufficient to
assess the risk.
The signed EMP signature page is attached. Note that the approved EMP only applies to construction
grading and excavation activities and does not address any future vapor mitigation measures, if required.

Matt,
The revised EMP is approved with the following exception:
1) The following statement will be deleted from the EMP: “no vapor intrusion mitigation iswarranted for the future warehouse building”
Site assessment activities are ongoing. Based on the results from site assessment activities, sub-slabsoil gas sampling may be required after construction to validate that mitigation measures will not benecessary.
The approved EMP applies to site grading and excavation activities. An amended EMP will berequired to address any vapor mitigation measures related to new building construction, if needed.
Please forward the revised EMP to me with the requested change above for signature. Let me knowif you have any questions.

Thanks for providing your responses on the EMP for the REEP-LRC site. The revised EMP is attached
for your review and approval. Because the EMP template form does not allow for track changes, I
will include replies to each of your comments to the original EMP in a separate email to be sent
shortly. In general, the revisions were made as you requested (denoted as “changes made” in our
comment responses). However, please note that on Pg. 11, while we did add language that
indicated additional groundwater sampling would be conducted to evaluate the potential for TCE in
groundwater (per your request), we elected to retain the statement “no vapor intrusion mitigation
is warranted for the future warehouse building” since previous soil gas sampling conducted in the
footprint of the building (including the southeast corner) confirm and support this conclusion.
Please contact me if you have any questions or would like to discuss these changes further.

The DEQ Brownfields Program has reviewed the Draft EMP REEP-LRC Project 1 for the site located at
1900 Continental Blvd. in Charlotte submitted by Hart & Hickman on December 6, 2017. DEQ
comments are provided in the attached EMP. In addition to the attached comments, note that the
EMP data summary tables should also be updated to reflect the revised PSRGs and VISLs.
Please forward the revised EMP to my attention for DEQ approval before starting site grading
