(MESCO) is pleased to present this Semi -Annual Water Quality Report for the fall 2018 event performed at the Surry County closed construction and demolition (C&D) and closed municipal solid waste landfill (MSWLF) located in Elkin NC. NCDEQ Solid Waste Rules 15A NCAC 1313.1632 requires that Surry County provide this report to the SWS on a semi-annual basis. This report documents the quality of the ground and surface waters during this monitoring event performed on November 26, 2018. During this event metals were detected in every groundwater sample including cadmium and cobalt in levels above regulatory compliance Standards. The detected metals are likely not attributed to landfill activities but rather originating from erosion of natural deposits. One to five volatile organic compounds (VOCs) were detected above NC 2L Groundwater Standards in samples collected from MW-2, MW-3, MW-3A and MW-6. The VOCs are believed to have originated from a release of leachate and/or landfill gas. This is the premier event that 1,4-dioxane was detected above the 2L Standard at MW-2. In response to the unprecedented exceedance and fulfillment of Rule 15A NCAC 13B.1633(c)(1) a 14-Day Notification Report was filed with the SWS on December 20, 2018. Surface water samples, collected from the discharge feature, did not contain contaminants in levels above applicable 2B Standards. Background The Surry County closed C&D and MSWLF, permit #86-03, is located at Elkin Landfill Road (SR 1191), Elkin, Surry County, North Carolina. The site location topographic map is depicted in the attached Sheet 1. Prior to operating as a C&D landfill the site operated as an unlined sanitary MSWLF that consisted of two units. The first area was closed prior to October 1991 with a 24 inch final soil cover. The second area was closed with a cohesive cap of 18 inches of soil with a minimum permeability of less than 1 x 10-5 cm/sec, and 18 inches of erosive layer prior to December 31, 1998 in accordance with the Transition Plan. Water quality at this facility has been monitored at least semi-annually since 1989 with historical data available since 1994. The SWS approved a modification to the assessment monitoring program on October 15, 2014 (DIN:21983) which entails a subset of wells be sampled for Appendix II parameters once every three years which was last performed during the December 2017 event. As specified within 15A NCAC 1313.16320), the SWS Environmental Monitoring Report Form and SWS memorandums, this report contains sampling procedures, field and laboratory results, ground/surface water characterization, and findings. Well construction summary table, field observations table, field parameter data table, sampling and analysis summary table, detections compared to Standards tables, a groundwater flow directions/rates table, potentiometric map, quality assurance/quality control data, and laboratory analytical data results are enclosed herein. Sampling Procedure MESCO personnel performed this sampling event utilizing portable monitoring methodology in accordance with the site -specific Sampling and Analysis Plan (SAP) and the NCDENR SWS guidance document Solid Waste Section Guidelines for Groundwater, Soil, and Surface Water Sampling revised April 2008. Water samples were collected from nine downgradient groundwater monitoring wells (MW-2, MW-3, MW-3A, MW-4, MW-5, MW-6, MW-7S, MW-7D and MW-8), one background well (MW-1), and two surface water points (SW-1 and SW-2). Monitoring locations are shown on the single -day potentiometric map (Sheet 2). A summary detailing the construction of the water monitoring wells is presented on Table 1. The function and integrity of all monitoring locations were visually evaluated and documented on Table 2. The depth to water in each well was electronically gaged prior to purging to quantify the static water level elevation. Pumping methodology or bailing was utilized to adequately purge the wells to a minimum of three times the volume of standing water in the well or until dry. Surface water samples were collected from Snow Creek discharge feature at previously designated locations. During well purging and surface water sample collection the required field parameters were recorded. The samples were then placed into laboratory -prepared, pre -preserved containers via a new disposable polyethylene bailer. Samples were collected, kept on ice, and transported to a NC -certified laboratory under proper chain of custody (C-O-C) protocols within the specified hold times for each analysis. Field Parameter Data Stabilized field parameters were recorded during purging which included depth to water, pH, specific conductance, temperature and turbidity. MW-7D exhibits a higher than normal pH which is likely caused by a reaction with calcium oxide in the portland cement grout. A summary of the field parameter data is presented in Table 3 and the field sampling data sheet is enclosed in Appendix B. Laboratory Results All groundwater and surface water samples were analyzed for the Appendix I list of parameters listed in 40 CFR 258 and 1,4-dioxane by Pace Analytical Laboratories (PACE). A sampling and analysis table summarizing the locations, constituents, and methods is presented as Table 4. Laboratory results and C-O-Cs are presented in Appendix A. Water samples were analyzed to the laboratory -established Method Detection Limits (MDL) and any value between the MDL and laboratory -established Reporting Detection Limit (RDL) is qualified by the laboratory as an estimated concentration hence qualified with a "J". Estimated concentrations are considered non -quantifiable and discretion should be made prior to making decisions based solely on an approximate value. Table 5 summarizes constituents detected in groundwater samples compared to groundwater compliance standards which include SWS adopted 2 Groundwater Protection Standards (GWP), SWS adopted Interim Maximum Allowable Concentrations (IMAC) and North Carolina Groundwater Standards (2L). Although not applicable for regulatory compliance purposes the detections are also compared to the Maximum Contaminant Level (MCL) commonly referenced as the Federal "Drinking Water Standard". Table 6 lists the constituents detected in surface water samples compared SWSL, the North Carolina Surface Water Standards (213) for a Class C water -body and the MCL. Groundwater Samples A total recoverable metals was detected in quantifiable concentrations above the NC 2L/IMAC Standard in samples collected from 4 wells as summarized below. Surface Water Samples No parameters were detected in either surface water sample in concentrations exceeding an established 2B Standard. Groundwater and Surface Water Characterization A single -day potentiometric map constructed from groundwater levels collected during this event is presented as Sheet 2. Groundwater flow rates and directions were calculated and are included in Table 6. Groundwater flows generally southwest, towards the Snow Creek discharge feature. Groundwater average linear velocity rates calculated from modified Darcy's equation indicate flow rates ranged from approximately 8 ft/yr (MW-5) to 1,027 ft/yr (MW-7S). Snow Creek, monitored at SW-1 and SW-2, was visually observed to have a high gage height, high volume and slight turbidity in response to recent precipitation. 3 Findings The metal detections are believed to originate from erosion of natural deposits rather than anthropogenic. Groundwater samples collected from MW-2, MW-3, MW-3A and MW-6 contained one or more VOC(s) in concentrations above 2L Standards. VOC concentrations remain within their respective historically identified range except for the unprecedented detection of 1,4-dioxane in sample MW-2. Contaminants continue to be absent in the surface water samples (SW-1 and SW-2) collected from the main Snow Creek discharge feature which also serves as the southern downgradient property boundary. The reduction in VOC concentrations over time and distance from the landfill and the prevalence of biodegradation byproducts indicate natural attenuation is occurring and groundwater quality is expected to continue to improve. Surry County purchased the 59.27 acre parcel of land (PIN 497300725490) that adjoins to the north in October 2017. Surry County now owns and controls the property hydraulically cross -gradient of MW-1, MW-6 and MW-8 which in effect should increase the relevant point of compliance along the northern periphery of the landfill. Closing Water quality assessment monitoring will continue semi-annually with the next event planned for the spring of 2019.
