(S&ME) submits this Groundwater Monitoring and Free Product Report in general accordance with our proposal No. 43-1700981 dated October 24, 2017, and as authorized by the North Carolina Department of Environmental Quality (NCDEQ) Task Authorization No. 7570-20 signed on November 3, 2017. The services were based on the NCDEQ issued Notice of Regulatory Requirements (NORR) on August 23, 2017, directing WBTV Television to continue free product recovery efforts. The NORR also required WBTV Television to conduct a groundwater monitoring event at the site using monitoring wells that do not contain free product. Between November 27, 2017 and January 24, 2018, free product was observed in Monitoring wells EW-1, MW-1, MW-2, and MW-3. A groundwater sampling event was conducted on January 24, 2018. 1-methyl naphthalene was detected at 1,200 micrograms per liter (µg/I) in monitoring well EW-1, exceeding its Gross Contaminant Level (GCL) of 1,000 pg/I. Multiple petroleum compounds were detected in the groundwater samples collected from the monitoring wells that exceeded the 15A NCAC 02L .0202 (SL Standards) for drinking water. S&ME recommends bi-monthly checks for free product in the site monitoring wells for a period of six months. If free product is measured in any of the wells, we recommend installing product absorbent socks as conducted previously. If free product is measured during this time frame, continue free product checks and free product removal of another six months. If no free product is measured during this time frame, conduct a semi-annual groundwater monitoring event, and if those results do not indicate exceedances of the Gross Contaminant Levels, request closure of the incident (Notice of No Further Action). Figure 2 depicts the site along with the monitoring well locations. The site currently serves as offices and studios for the Jefferson Pilot Communications Company. Based on topography, the incident site sits at an elevation of approximately 695 feet above mean sea level (Figure 1). The underlying soil is mapped as the Cecil -Urban land complex (CuB). On July 15, 2011, S&ME measured the depth to water and free product in monitoring wells EW-1, MW-1, MW-2, MW-3, MW-4, MW-5, and MW-9. Monitoring well MW-12 was not located. Free product was observed in EW-1 (2.08 feet), MW-1 (1.38 feet), MW-2 (1.76 feet), and MW-3 (2.12 feet). Free product in these monitoring wells was removed by hand -bailing (approximately 1 gallon total) and contained within a 55-gallon drum located on -site for later off -site disposal. On November 29, 2011, an AFVR Event was conducted on monitoring wells EW-1, MW-1, MW-2, and MW-3. Free product was measured in each monitoring well prior to the event (EW-1: 0.57 feet; MW-1: 1.24 feet, MW-2: 1.19 feet; MW-3: 1.91 feet). Approximately 1.05 feet of free product was observed in monitoring well EW-1 following the event. During the November 29, 2011 AFVR event, 267 gallons of water, 187 gallons of free product, and 4 gallons of vaporous hydrocarbons were removed. On April 5, 2012, another AFVR Event was conducted on monitoring wells EW-1, MW-1, MW-2, and MW-3. Free product was measured in each monitoring well prior to the event (EW-1: 1.40 feet; MW-1: 1.29 feet; MW-2: 1.63 feet; MW-3: 0.20 feet). On May 9, 2012, S&ME measured the depth to free product and groundwater in monitoring wells EW-1, MW-1, MW-2, and MW-3. The thickness of free product decreased in all wells: EW-1 (8%), MW-1 (88%), MW-2 (62%), and MW-3 (37%). During the April 5, 2012 AFVR event, 502 gallons of water, 17 gallons of free product, and 19 gallons of vaporous hydrocarbons were removed. From August 20 to August 24, 2012, a 96-hour MMPE event was conducted on monitoring wells EW-1, MW-1, MW-2 and MW-3. Free product was measured in each monitoring well prior to the event (EW-1: 1.74 feet; MW-1: 0.34 feet; MW-2: 0.75 feet, MW-3: 1.21 feet). No free product was observed in the monitoring wells following the event. During the August 2012 MMPE event, 4,396 gallons of water, 125 gallons of free product, and 5.25 gallons of vaporous hydrocarbons were removed. The thickness of free product decreased in all wells: EW-1 (75%), MW-1 (88%), MW-2 (49%), and MW-3 (64%). From March 4, 2013 through March 8, 2013, a 96-hour MMPE event was conducted using monitoring wells EW-1, MW-1, MW-2, and MW-3. A total of 5,328 gallons of total fluids (5,253 gallons of water and 75 gallons of free product) were removed or approximately 0.9 gallons per minute per well. Based on vapor emissions recorded during the MMPE event, 43.71 pounds of vapor phase hydrocarbons were removed which corresponds to 7.11 gallons of VOC's. Thus, an equivalent of 82 gallons of hydrocarbons (liquid and vapor) was removed during the MMPE Event. S&ME sampled monitoring wells MW-4, MW-6, MW-7, MW-8, and MW-10 on March 14, 2013. Monitoring wells MW-1, MW-2, MW-3, MW-9, and EW-1 were not sampled due to the presence of free product. Monitoring well MW-5 was not sampled as it was dry; and monitoring wells MW-11 and MW-12 were not sampled as the wells could not be located. The results of the sampling event indicated the presence of contaminants at concentrations greater than the 15A NCAC 2L .0202 Groundwater Quality Standards (21- Standards) in the samples collected from wells MW-6 and MW-8; however, none of the concentrations were greater than the Gross Contaminant Levels (GCLs). No contaminants were detected at concentrations greater than the laboratory method reporting limits in the samples collected from monitoring wells MW-4, MW-7, or MW-10. Based on the results of the July 8, 2014 sampling event, and the proximity of the wells to the former UST, the sample identifications for monitoring wells MW-4 and MW-8 were likely swapped. A 96-hour MMPE event using EW-1, MW-1, MW-2, MW-3, and MW-9 was conducted at the incident site from December 2, 2013 to December 6, 2013. A total of 10,244 gallons of total fluids (10,199 gallons of water and 45 gallons of free product) were removed. Based on vapor emissions recorded during the MMPE event, 37.41 pounds of vapor phase hydrocarbons were removed which corresponds to 6.08 gallons of VOC's. Thus, an equivalent of 51.08 gallons of hydrocarbons (liquid and vapor) was removed during the MMPE Event. The March 2013 MMPE Event removed 5,253 gallons of water, 75 gallons of free product, and 7 gallons equivalent of vaporous phase hydrocarbons. The increase in total fluids removed in December 2013 was likely due in part to the addition of the fourth well (MW-9) to the MMPE event. A 96-hour MMPE event occurred from June 16 to 20, 2014 using monitoring wells EW-1, MW-1, MW-2, and MW- 3. A total of 8,786 gallons of total fluids (8,771 gallons of water and 15 gallons of free product) were removed. Based on vapor emissions, an additional 4.04 gallons of vapor phase hydrocarbons were removed. Thus, an equivalent of 19.04 gallons of hydrocarbons (liquid and vapor) was removed during the MMPE Event. S&ME sampled monitoring wells MW-4 and MW-6 through MW-12 on July 8, 2014. Monitoring wells MW-1, MW-2, MW-3, and EW-1 were not sampled due to the presence of free product, and monitoring well MW-5 was not sampled as it was dry. Contaminants concentrations greater than the 2L Standards were detected in the samples collected from monitoring wells MW-4, MW-6, and MW-9; however, none of the concentrations were detected greater than the GCLs. No petroleum related contaminants were detected at concentrations greater than the laboratory method reporting limit in the samples collected from monitoring wells MW-7, MW-8, MW-10, MW-11, or MW-12. A total of 7,808 gallons of total fluids (7,776 gallons of water and 32 gallons of free product) were removed. Based on vapor emissions, an additional 2.20 gallons of vapor phase hydrocarbons were removed. Thus, an equivalent of 34.20 gallons of hydrocarbons (liquid and vapor) was removed during the MMPE Event. Beginning in November 2015, S&ME began monthly free product level measurements and adsorbent sock maintenance in monitoring wells EW-1, MW-1, MW-2, and MW-3. Between November 2015 and April 2016 approximately 4.2 gallons of free product was removed from the monitoring wells by the adsorbent socks. From May to December 2016 approximately 0.80 gallons of free product was removed from the monitoring wells by the adsorbent socks. From February to June 2017 approximately 0.23 gallons of free product was removed from the monitoring wells by the adsorbent socks. 3.0 Groundwater Sampling S&ME mobilized to the site on January 24, 2018, to collect depth to water measurements from monitoring wells MW-1 through MW-12 and EW-1. Free product was noted in monitoring wells MW-1, MW-2, and MW-3, and EW-1 at thicknesses of 0.03 feet, 0.05 feet, 0.06 feet, and 0.01 feet, respectively. Monitoring well MW-5 was noted to be dry. Well gauging data was utilized to calculate well capacities with three well volumes purged prior to sampling in the monitoring wells without free product. The monitoring wells were then purged using dedicated polyethylene disposable bailers. The groundwater samples were submitted to Prism Laboratories, Inc. (Prism) for laboratory analysis for volatile organic compounds (VOCs) by EPA Method 602 and semi -volatile organic compounds (SVOCs) by EPA Method 625. Current liquid levels are provided in Table 1, Appendix II, and a summary of historical free product levels provided in Table 2. The Groundwater Sampling Field Forms are included in Appendix III. 3.1 Groundwater Levels and Flow On January 24, 2018, the depth to water within the sampled monitoring wells ranged from 33.10 feet below the top of casing in monitoring well MW-7 to 57.68 feet below the top of casing in monitoring well MW-9. Current liquid levels recorded during the January 2018 sampling event are summarized in Table 1. As the top -of -casings for the monitoring wells have not been measured, a calculation of the groundwater flow direction cannot be performed at this time. Based upon topography at the site, groundwater flow is expected to be toward the northeast and east. 3.2 Groundwater Sampling Results Review of the laboratory analytical results indicated four VOCs and three SVOCs detected in the samples collected from monitoring wells MW-4, MW-6, MW-9, and EW-1 at concentrations greater than their respective 2L Standards. 1-methylnaphthalene was detected in monitoring well EW-1 at a concentration greater than its GCL. No compounds were detected in the samples collected from monitoring wells MW-7, MW-8, MW-10, and MW-12 at concentrations greater than the laboratory method reporting limit. Naphthalene and benzoic acid were detected in monitoring well MW-11, above the detection limits but below the 2L Standard. The laboratory analytical report and chain -of -custody record for the January 2018 sampling event is provided in the Appendix IV. 4.0 Conclusions and Recommendations S&ME concludes that overall dissolved contaminant concentrations appear to have remained relatively static in the samples collected from monitoring wells MW-7, MW-8, MW-10, MW-11, and MW-12, and both increased and decreased in the samples collected from monitoring wells MW-4, MW-6, EW-1, and MW-9 during the January 2018 sampling event as compared to the July 1, 2015, sampling event. Based on the data provided herein, S&ME restarted free product removal activities using free product absorbent socks in February 2018. These activities will continue until July 2018; when the socks will be removed from the applicable wells. Free product thicknesses will be measured in August 2018 to document the effectiveness of the absorbent socks. S&ME recommends that the next groundwater monitoring event be conducted in January 2019.
