with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS: 01 – This was an unannounced site inspection.
02 – Upon arrival, John College called Lynn Lindsey at 8:57am. John left a voicemail that an inspection was going to be conducted.
03 – The inspection was conducted without an onsite representative. Lynn did return the call at 2:13pm.
04 – Site is not open to the public. Only the Town of Kill Devil Hills has access to use this site. 05 – The gate was locked for security. 06 – It was noted on the last inspection (August 08, 2018), Need to put a sign up with contact information in the event of an emergency. This has not happened. 07 – The road was in fairly good condition. Could use some more rock/gravel in low areas.
08 – Composted material looked good and some removal has taken place.
09 – Temperature records were not reviewed. Will schedule a follow-up visit to review records when in the area on other inspections.
10 – The compost was in a windrow.
11 – Need to start grinding material soon so material can be windrowed to start the compost process. 12 – Please remember that 6000 cu/yd (composted and raw material) can be stored per quarter.
13 – The pile beside the already composted pile has some non-conforming (C&D) waste that needs to be removed before grinding and taken to a (C&D) permitted facility. 14 – Digital pictures were taken during this facility inspection. Some attached to this report.
