The UST Section, Division of Waste Management (DWM), Mooresville Regional Office (MRO) received the
November 26, 2018 Monitoring Report on November 27, 2018. The report recommending incident closure through a
Notice of Residual Petroleum and issuance of a No Further Action for the incident was reviewed and approved on
February 5, 2019. The paper report copies will be maintained in the MRO. The electronic copies have been loaded to the
DWM's electronic document storage system (Laserfiche).
The report states:
• The results of the laboratory data indicate that the groundwater samples collected from monitoring wells MW-8,
MW-9 and MW-IOR were above NCAC 2L standards for benzene and that samples collected from monitoring
well MW-IOR exceeded the NCAC 2B standard for benzene and toluene. The laboratory analysis further indicates
NCAC 2L standards for ethylbenzene and total xylenes were exceeded in the groundwater sample collected from
MW-IOR and for naphthalene in the groundwater samples collected from MW-8 and MW-IOR. MTBE exceeded
NCAC 2L standards in the groundwater samples collected from MW-9 and MW-IOR; and PCE exceeded the
NCAC 2L standard in samples collected from MW-1, MW-2, MW-4, MW-5, MW-7 and MW-9. None of the
groundwater samples collected indicated any constituents exceeding Gross Contamination Levels (GCLs). No
free product was measured in the gauged monitoring wells during the November 2018 sampling event.
• Review of the current data indicates that the predominant groundwater flow at the site is in a northeasterly
direction.

Based on previous receptor surveys completed by ECEA, there is one water supply well utilized for irrigation
purposes only and located within 250 feet of the subject property. In addition, according to the USGS, the closest
surface water body appears to be an unnamed tributary of Three Mile Branch located approximately 500 feet
north of the subject property. It appears the surface water is classified as class "C" surface water. Based on the
presence of the irrigation well located within 250 feet of the source area, the site is ranked as a "High" risk site.
The soil and groundwater remediation system, consisting of a soil vapor extraction and air sparge system was
started on June 28, 2010. The system was operational after belts were installed during the July and August site
visits. Based on the TA dated September 13, 2018 Excel shut the system down on September 27, 2018. The
system was off during the November 2018 sampling event.
Current laboratory analytical data indicates that overall dissolved phase hydrocarbon constituents (primarily
BTEX and MTBE) continues to occur at the site and are decreasing with some seasonal fluctuations. Remaining
constituent levels exceed NCAC 2L standards at multiple locations for various constituents and at one monitor
well exceed NCAC 2B standards (benzene and toluene).
Per this Notice of Regulatory Requirements:
• Continue sampling monitoring wells on a semi-annual basis (next sampling event May 2019).
• The remediation system can remain off at present. The AS/SVE remediation system must be properly
maintained and the switch ready in case future use is necessary.
• The next report should include an updated receptor survey for the site in accordance with the most recent
version of the Guidelines for Assessment and Corrective Action for UST Releases.
• Seek permission to abandon WS-1 (Central United Methodist Church).
• The next remediation monitoring report is due no later than May 31, 2019.
