The UST Section, Division of Waste Management (DWM), Mooresville Regional Office (MRO) received the
July 19, 2018 Groundwater Monitoring and Corrective Action Performance Reports on July 24, 2018. The reports
recommending shutdown of the remediation system at this time, continued semiannual groundwater sampling, and an
evaluation of overall plume stability and associated risk to potential receptors be conducted based on the results from the
next sampling event (November 2018) was reviewed and approved on September 5, 2018. The paper report copies will be
maintained in the MRO. The electronic copies have been loaded to the DWM's electronic document storage system
(Laserfiche).
The report states:
• The results of the laboratory data indicate that the groundwater sample collected from monitoring well MW-IOR
was above NCAC 2L standards for benzene. The laboratory analysis further indicates NCAC 2L standards for
ethylbenzene and total xylenes were exceeded in the groundwater sample collected from MW-IOR and for
naphthalene in the groundwater samples collected from MW-8 and MW-IOR. MTBE exceeded NCAC 2L
standards in the groundwater samples collected from MW-9 and MW-IOR; and PCE exceeded the NCAC 2L
standard in samples collected from MW-2, MW-4, MW-5, MW-7, MW-9 and MW-12. None of the groundwater
samples collected indicated any constituents exceeding Gross Contamination Levels (GCLs). No free product was
measured in the gauged monitoring wells during the June 2018 sampling event.

• Review of the current data indicates that the predominant groundwater flow at the site is in a northeasterly
direction.
• Based on previous receptor surveys completed by ECEA, there is one water supply well utilized for irrigation
purposes only and located within 250 feet of the subject property. In addition, according to the USGS, the closest
surface water body appears to be an unnamed tributary of Three Mile Branch located approximately 500 feet
north of the subject property. It appears the surface water is classified as class "C" surface water. Based on the
presence of the irrigation well located within 250 feet of the source area, the site is ranked as a "High" risk site.
• The soil and groundwater remediation system, consisting of a soil vapor extraction and air sparge system was
started on June 28, 2010. The SVE and AS systems were down during the January and March site visits due to
electrical issues. The system was operational during the June site visit, but is currently down due to broken belts.
The system is currently down awaiting new belts. Based on recovered vapor sampling results, approximately 3.35
pounds of vapor phase hydrocarbons have been recovered.
• Current laboratory analytical data indicates that overall dissolved phase hydrocarbon constituents (primarily
BTEX and MTBE) continues to occur at the site and are decreasing with some seasonal fluctuations. Remaining
constituent levels exceed NCAC 2L standards at multiple locations for various constituents.
Per this Notice of Regulatory Requirements:
• Continue sampling monitoring wells on a semi-annual basis (next sampling event November 2018).
• The remediation system can remain off at present. The operational status of the remediation system will
be revisited after the next report review.
• The next report should include an evaluation of the overall plume stability and an evaluation of risk to
potential receptors.
• The next remediation monitoring report is due no later than November 30, 2018.
