I have the following questions and comments for the application: 1. Contact Information, page 1 and also Attachment 5— These sections should list the operator, Wind River, and provide contact information for Jim Lanier — address, phone, email. 2. The drawings show that the required property line buffer of 100 feet is not met for three adjacent parcels. Please provide a statement from the adjacent landowners agreeing to the stated reduced setback (30 feet, 50 feet, whatever it is for that parcel). The compost facility property is owned by a business entity (David Brantley and Sons Inc.), whereas the adjoining parcels are owned by individuals and by an estate. For the estate, provide a statement from an appropriate representative. 3. The application should state the distance to the nearest residence not owned by the permittee. The required buffer is 500 feet. There appears to be a residence located at 155 Green House Drive. Is this a residence owned by the permittee? 4. The application should state whether there is a water well onsite, and state compliance with the required buffer of 100 feet. If there are any onsite wells, it should be shown on a figure. 5. Drawing Sheet 1—The location of the compost facility property appears to be incorrect on the second inset figure. 6. Please provide a sketch or drawing of the concrete mixing pad, including dimensions, and any details for runoff control. 7. What is final disposition of the compost? Where is the final compost distributed? 8. In the original application for the compost facility, it is stated that there is a soil report completed by John Davis for the land application approval. Please provide a copy of the report because I cannot find a copy in the land application files. The soil report should show that the distance to the seasonal high groundwater table is greater than 24 inches, and that the soil type is finer than loamy sand. Please send in revised application text and drawings. Other Notes —The permit will include some conditions pertaining to previous problems noted on inspection reports. This does not have to be included in the application, it is just letting you know that it will be in the new permit. 1. Soil on the sides of the concrete pad, where leachate has flowed, must be incorporated into the active windrow on a frequent basis, and the dates of this activity included in the record keeping. 2. Unacceptable waste (trash, plastic bottles, etc.) must be removed from the site on a weekly basis. 3. The compost area must be mowed on a frequent basis to facilitate inspections of the site. 4. Temperatures checked for the 15 day requirement should be at least 3 times per week, and documented in recordkeeping. Turning of the piles for the 15 day requirement, at least 5 times, must be documented in recordkeeping. 5. Any leachate flowing or ponding on site must be absorbed with carbon or compost material and incorporated into the beginning of the compost process. 6. Visible permanent markers must be placed to show the boundaries of the compost areas. 7. Access around the perimeter of the site, 25 feet, and around the windrows must be maintained and clear to provide vehicular access in the event of a fire.
