The facility consists of a MSWLF (only C&D waste received at this time), yard waste treatment and processing area, large Type 1 Compost area, a drop-off area for residential waste, a drop-off area for recyclables, household hazardous waste collection facility, tire collection area, white goods and scrap metal collection area, used oil collection, used antifreeze collection, batteries collection, cooking grease collection and foam rubber collection. 2. The Permit to Operate approves the continued operations of Phase 1 and Phase 2, Cell 1 of the municipal solid waste landfill; as well as the onsite environmental management and protection facilities as described in the approved plans. 3. The service area for the facility includes Mecklenburg County and Union County, North Carolina and Lancaster County, South Carolina. 4. Proper signage was observed at the entrance of the facility. 5. The facility is secured by a locked gate. 6. Roadways are well maintained. Operations Inspection of the Municipal Solid Waste Landfill: 7. The facility is currently working in Phase 2, Cell 1. 8. The facility receives approximately 450-500 tons of waste per operating day. 9. No unacceptable waste was observed. 10. The working face was well controlled. 11. Windblown was well controlled during the inspection. 12. The facility conducts a drywall recycling program. 541.76 tons of drywall was received in December 2018. 13. On July 21, 2018, Mecklenburg County submitted a notification entitled, “Grinding Operations, Highway 521 (Foxhole) Landfill. Permit No. 6019” (FIN 1215560), to the Solid Waste Section Permitting Staff. Approval to grind mattresses/box springs and tires on the landfill was given on July 9, 2018 (FID 1215683) 14. The facility is approved to use glass fines mixed with soil as an alternative cover material. 15. Edge of waste markers were visible and being maintained. 16. A visual inspection of the two 330,000-gallon leachate tanks found that both tanks were being maintained properly. Leachate levels in the tanks were observed to approximately 1 ½ and 2 feet. The leachate is discharged into the Charlotte Mecklenburg sanitary sewer system. 17. On January 11, 2018, Amber Grzymski, Project Manager, verbally notified the Solid Waste Section of a leachate outbreak from Phase 1 of the landfill. The leachate from the outbreak flowed into a nearby drainage ditch. Mecklenburg County immediately took action to address the outbreak and prevent leachate from leaving the drainage ditch. 18. A follow-up inspection was conducted on January 18, 2019. The area of the leachate outbreak was observed to have been covered with soil. An excavated pit was installed in the drainage ditch to capture any leachate from the outbreak. A pump was installed to remove leachate and surface water from the pit. Liquids from the pump were directed to the nearest leachate sump via a pipe. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Within 5 days of issuance of this inspection report, please contact Ervin Lane, Hydrogeologist, (Ervin.Lane@ncdenr.gov or (919) 707-8288) to discuss sampling requirements for any area impacted by the leachate outbreak. 20. Please submit a written report detailing actions taken to address the leachate outbreak to Teresa.Bradford@ncdenr.gov. Operations Inspection of the Household Hazardous Waste Collection Facility: 21. To qualify as HHW the waste must be: (a) Generated by individuals on the premises of a residence for individuals (a household); and (b) Composed primarily of materials found in the waste generated by consumers in their homes. 22. No unacceptable waste was observed. 23. The HHW storage building is separated into three compartments. The compartments have a containment area beneath the metal grate floor. The containment area is to be capped at all times. 24. The compartments are equipped with a dry chemical suppression system. A handheld fire extinguisher is located next to the storage building. 25. A spill kit is located next to the storage building. 26. All containers were marked with the start date of accumulation of waste as required by the approved Operations Plan. 27. The HHW Collection Facility received 23,601 pounds of material in December 2018. Operations Inspection of the Treatment and Processing (Wood Grinding) Area: 28. No unacceptable waste was observed. 29. The material processed is transported off site and used as boiler fuel or taken to the compost area. 30. 2,820.47 tons of material was received in December 2018. Operations Inspection of the Large Type 1 Compost Area: 31. The Compost Area may only receive yard waste, silvicultural waste and untreated and unpainted wood waste. 32. No unacceptable waste was observed. Operations Inspection of the White Goods and Scrap Tire Collection Area: 33. White goods containing chlorofluorocarbon refrigerants were being stored in an upright condition. The CFC’s are removed by a certified facility employee. 34. All tires were being collected in covered trailers and were being stored properly. Reviewed the Permit to Operate (FID 1257440), operations plan (FID 21520), training records, soil cover log, random inspection records (conducted twice per day), daily, quarterly and monthly leachate tank and lift station inspection records, quarterly methane monitoring, semi-annual groundwater, surface water monitoring reports and leachate sampling reports, compost temperatures and monthly facility inspections. 36. Leachate lines in Phase 1 and 2 were jet cleaned in 2018. 37. 1,977,712 gallons of leachate was discharged to the Charlotte-Mecklenburg sanitary sewer system in December 2018. 38. HHW Collection Facility records review consisted of the Permit to Operate, records for waste shipped off -site for disposal and weekly inspection forms. A revised HHW Operations Plan and Contingency Plan was submitted by Mecklenburg County on October 19, 2018 (FID 1256918). The Permit to Operate was modified to include the changes to the operations plan for the HHW and the Life of site permit for the landfill (FID 1257440) on October 30, 2018. 39.
