Project Background Information The subject site is located along the northwest side of South Tryon Street in Charlotte, North Carolina (Figure 1).Amec Foster Wheeler (as MACTEC) performed a Phase I Environmental Site Assessment (ESA) and additional work on behalf of the former property owner in 2006 and 2007. Three Underground Storage Tanks (USTs) and one Oil/Water Separator (OWS) were removed by Amec Foster Wheeler’s subcontractor in late 2006 and early 2007.The USTs were reportedly last used by Gathings Motor Company in the 1960’s and 1970’s.Amec Foster Wheeler completed the following reports for work performed at the property: Former Gathings Motor Company October 31, 20161216/1220 South Tryon StreetCharlotte,North Carolina Amec Foster Wheeler Project: 6228-16-0369 2 Title of Report Project Number Date Phase I ESA 6228-05-3261 Oct. 28, 2005 Phase II ESA 6228-06-3932 Feb. 2, 2007 Report of Asbestos Survey 6228-06-3932 Dec. 11, 2006 UST Closure Report 6228-06-3932 Feb. 5, 2007 Phase I Limited Site Assessment 6228-06-3932 May 31, 2007 Tank 1 is the subject of this report and was removed on December 21, 2006 (Figure 2).The tank was reportedly used to store fuel oil for a boiler that was located inside the building just northeast of the former tank location.The soil surrounding and beneath the tank exhibited greenish-gray discoloration and strong odor which was considered evidence of a petroleum release.The excavation dimensions for the 1,000-gallon tank were approximately 16 feet by 10 feet with a depth of approximately 8.5 feet. Tank 1 was buried approximately 4 feet below grade and measured approximately 10.5 feet long and 4 feet in diameter. The product supply and return lines were observed approximately 2 feet below the ground surface between the tank and the building. TankNumber InstallationDate ApproximateSize in Gallons TankDimensions LastContents 1 unknown 1,000 10.5’ x 4’Fuel Oil for a boiler After receiving laboratory results for soil samples at the UST removal (see Table 1),Amec Foster Wheeler and our subcontractor returned to the site on January 11 and 12, 2007 to excavate additional soil affected by the petroleum release and collect confirmation soil samples for analysis. The soil remediation activities were summarized in the UST Closure Report referenced above.Approximately 270 tons of petroleum-affected soil was removed from the area of Tank 1 and disposed of at Environmental Soils, Inc.in Lattimore, North Carolina. Former Gathings Motor Company October 31, 20161216/1220 South Tryon StreetCharlotte, North Carolina Amec Foster Wheeler Project: 6228-16-0369 3 The results of the confirmation analyses indicated that petroleum-affected soil (C9-C22 Aromatics and C9-C18 Aliphatics)with concentrations exceeding the Residential and Maximum Soil Contaminant Concentrations (MSCCs)remained beneath the building foundation (represented by sample BD-3).These results are summarized in Table 2. Since re-development of the property was planned that may possibly include residential land use,Amec Foster Wheeler recommended that the remaining soil at location BD-3 be excavated and disposed following demolition of the site building.Amec Foster Wheeler also recommended that confirmation sampling and analysis be performed to verify that no affected soil with hydrocarbon concentrations exceeding the residential MSCCs remain. In 2015, the former property owners transferred ownership of the property to Spectrum Properties (Spectrum). Spectrum is presently involved in redevelopment of the property and recently retained Lanier Site Services to demolish the building nearest former Tank 1 and to perform excavation, hauling and disposal of the remaining affected soil. Spectrum requested that Amec Foster Wheeler oversee the cleanup of the remaining soil at the rear of the 1216/1220 building. Soil Cleanup Activities On September 30, 2016, following completion of the building demolition,Amec Foster Wheeler personnel and Spectrum’s contractor,Lanier Site Services, Inc. (Lanier) met at the property to excavate affected soil near the location of former Tank 1.Mr. John Maas of Amec Foster Wheeler provided direction to Lanier to assist in the excavation of petroleum- affected soil at this location.The purpose of the excavation was to remove and dispose the soil likely affected by historic release(s)of petroleum.The excavation was initiated at grade at the approximate former location of soil sample BD-3 (Figure 2)and was extended laterally in three directions.The final excavation base ranged from a minimum depth of four feet to a maximum depth of approximately 11 feet below grade. The petroleum-affected soil was removed from the excavation with a trackhoe and loaded into dump trucks for disposal at a permitted facility. Former Gathings Motor Company October 31, 20161216/1220 South Tryon StreetCharlotte, North Carolina Amec Foster Wheeler Project: 6228-16-0369 4 Mr. Maas observed the excavation activities and collected samples of soil from the sidewalls and base of the excavation for visual,olfactory and field screening using a Photoionization Detector (PID)The excavation continued laterally and vertically based on visual (stained soil was noted) and PID screening until the visible stained soil was removed and PID readings indicated that confirmation samples should be collected.A photographic log of the excavation activities is included as Attachment A.Amec Foster Wheeler did not observe evidence of groundwater in the excavation during the soil excavation activities. The final limits of the irregular-shaped excavation are shown on Figure 2.A total of 90.48 tons of soil was removed during the excavation and disposed at Environmental Soils in Lattimore, North Carolina.On the same date as the excavation activities,Lanier backfilled the excavation with imported fill dirt.Copies of waste disposal manifests for the soil are included as Attachment B to this report. Confirmation samples (S-1 (base), S-2 through S-5 (sidewalls))were taken from the base and the sidewalls of the excavation to confirm the effectiveness of the remedial effort (Figure 2).Table 3 provides the sample depth information.Each sample was collected directly from the backhoe bucket using a new pair of disposable gloves, placed into laboratory-prepared sample containers, and stored on ice. The samples were delivered under chain-of-custody protocol to Prism Laboratories, Inc.in Charlotte, North Carolina.The laboratory analyzed the confirmation soil samples for risk-based parameters including volatile organic compounds (EPA Method 8260/5035B), semi-volatile organic compounds (EPA Method 8270), and volatile petroleum compounds (VPH) and extractable petroleum hydrocarbons (EPH) according to the methods of the Massachusetts Department of Environmental Protection. Results No concentrations of petroleum hydrocarbons were identified that exceeded the applicable MSCCs.Copies of the laboratory analytical data reports are provided in Attachment C.
