ADDITIONAL COMMENTS
1. Proper signage was observed at the entrance to the facility.
2. Access roads at the facility were observed to be well maintained, especially considering recent and ongoing
precipitation.
3. The mixing pit was inspected. Food waste and grease residuals were being mixed. Only slight or faint odors were
detected at the mixing pit.
4. It appears windrows were being maintained at/near the approved size as stated in the approved operations plan. Mr.
Lentz stated that facility staff continue to cover windrows with carbonaceous materials and mature compost within
30 minutes of turning. Mr. Lentz explained the procedure for turning the windrows and the spreader following
behind covering the windrows.
5. During the inspection, an occasional faint odor was detected directly adjacent to the windrows, otherwise no odor
was detected.
6. The demonstration period for the new feedstock (toothpaste/deodorant) is still ongoing.
7. Windrows containing this feedstock were separated from the rest of the compost and located southwest of the
mixing pit.
8. The facility was approved on December 18, 2018 for a 6-month trial period allowing the acceptance of engineered
wood material (Langboard OSB and Norboard OSB). The facility has not accepted any of this material to date.
The facility is to notify the Solid Waste Section prior to the first load being delivered.
9. No odors were detected at the stormwater pond.
10. No odors were detected off-site.

11. A copy of the current permit and operations plan are maintained in the office.
12. Composite sampling records were reviewed. The most recent report was October 31, 2018. The facility samples
the finished product every six months.
13. Temperature logs dated July 16, 2018 to November 30, 2018 were reviewed. Temperatures appeared to be
maintained at or above the required temperature.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

14. Feedstock tonnage records were reviewed. The facility has received 26,820.97 tons from July 1, 2018 to
January 16, 2019.
