PURPOSE OF SITE VISIT: Technical Assistance and Partial Facility Compliance Inspection. STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS: 01 – The technical assistance part of this site visit was to discuss with Shanna Fullmer & Doug Huff the leachate volume increase from wash down of the Transfer Station daily as required. 02 – The facility is using high volume hoses to perform the wash down. Per Doug Huff, the gallons per minute may be surpassing 50 gallons per minute. 03 – This facility is going to try a high-pressure system instead of the high-volume hose to reduce the increased leachate volume. 04 – After the leachate discussion, a partial facility compliance inspection was conducted. 05 – The windblown trash inside of the fence looked good. 06 – A small amount of windblown trash was on the outside of the fenced area in which needs to be picked up. 07 – Screening is being conducted at the tipping floor. There was a small LP tank that had been screened out today. 08 – Facility staff is keeping the tipping floor cleaned by the end of daily working hours. 09 – Areas behind the push walls were clean. 10 – Fire suppression equipment available. 11 – Currently the Black Bear issue is not as bad as it has been. 12 – The grate at leachate drain in loading bay #1 is working good today. 13 – The electrical box noted in the last inspection behind the West push wall has been repaired. 14 – Digital pictures taken during this inspection.
