The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a
Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be
subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection
service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
On July 14, 2014, John Patrone met with Jody Suitt and Rhonda Gentry to conduct a comprehensive inspection of the
Person Industries and Person County Scrap Tire Collection Facility on Martin Street in Roxboro, Person County.
1. The facility is a recycling center owned by Person County and operated by Person Industries. Person
Industries provides work experience for people with disabilities in order that they may obtain future
employment.
2. The recycling center is a materials recovery facility (MRF). Recyclables are dropped-off at the facility by
county residents and businesses. Recyclables are generally hand-sorted and baled. The MRF began operation
in June 2009.
3. Scrap tires are stored in two of four available semitrailers located outside, on the left side of the building.
4. The facility is permitted to receive scrap tires from all counties in North Carolina.
5. The scrap tires are loaded (laced) into trailers by county residents/businesses. A staff member provides
direction on proper scrap tire collection procedure.
6. Mr. Suitt stated that scrap tires are not staged on the ground prior to being loaded into trailers.
7. Ms. Gentry stated that the scrap tire trailers are locked when the MRF is not in operation.
8. Mr. Suitt stated that the facility has two trailers hauled-off at a given time to ensure the remaining two trailers
are available for scrap tire storage.
9. Scrap tire trailers are owned by the haulers. Central Carolina Holdings LLC owns two of the trailers and
Emanuel Tire of Virginia, Inc. owns the other two trailers.

12. The scrap tires are hauled to scrap tire recycling operations.
13. The facility began receiving scrap tires October 2012 to present.
14. Scrap tire certification forms were verified for scrap tires received. Scrap tire certification forms are kept in a
large binder organized by company name, public drop-off, and scrap tire cleanup.
15. Records of scrap tires hauled-off site were verified: Central Carolina Holdings, Inc. from 10/10/12 through
06/20/14 and Emanuel Tire of Virginia, Inc. from 11/01/12 through 06/24/14.
16. The facility has ~ 4 trailers hauled-off a month. Each scrap tire trailer weights ~ 10 tons.
17. The facility shall collect and store < 2000 scrap tires at any one time.
18. The site appeared to have adequate fire lanes.
19. The Roxboro Fire Department will respond to an emergency at the facility.
20. Access roads are of all-weather construction.
21. Ensure a sign is posted at the entrance with the facility name, permit number (73-06) and contact information.
22. The PTO expiration date is June 30, 2017.
23. The PTO renewal application shall be submitted to the SWS by March 1, 2017.
