1.0 INTRODUCTION
1.1 Purpose
Scarlett Geophysical Consulting, P.C. (SGC) was contracted by Rutherford County to prepare this
Assessment Monitoring Work Plan (AMWP) for submission to the Solid Waste Section for review and
approval prior to the Assessment Monitoring Program (AMP) implementation.
1.2 Site Background
Central Sanitary Landfill is a Solid Waste Management Facility (SWMF) located off of Business
Highway 74 at the south end of Laurel Hill Drive south of Rutherfordton in Rutherford County,
North Carolina (Figure 1).
The site began accepting waste in FY 1950-1951 with the original disposal area located in a
topographic low between a topographic high in the vicinity of the current scale house and another
topographic high near the south end of the property in the vicinity of well 8103-MW-7. Disposal
continued until the facility was closed in FY 1996-1997, with the highest elevation of the final cap
in the approximate location of the original topographic low. The original topography and fill
patterns have a pronounced effect on groundwater in that flow directions and contaminant transport
is predominantly from the disposal area eastward towards Stillwater Creek, which flows south-
southwest along the facility's eastern boundary into Stonecutter Creek and westward towards
Cleghorn Creek and an unnamed tributary to Cleghorn, which flow southward along the facility's
western boundary. These perennial streams provide significant hydrologic divides and are likely
to provide hydrologic isolation for groundwater flowing from the disposal area of the landfill.

The facility currently accepts construction and demolition (C&D) materials under Permits Number 8103-
CDLF-2002 and 8105-MSWLF and is a transfer station for municipal solid waste generated in the county.
The former MSW portion of Central Landfill, which is immediately adjacent to the southern boundary of
the active C&D disposal area, was closed December 31, 1997 and capped to comply with regulations
outlined under the guidance document 15A, NCAC 1313, Section .0103 (1). A passive gas venting system
was installed in the area of the final cap overlying the emplaced solid waste. The closed portion of the
landfill consists of approximately 32 acres of the southern extent of the site.
Groundwater sampling at Central was performed by BPA Environmental & Engineering, Inc. from June
1992 through May 2006. SGC performed the October 2006 through October 2018 sampling events.
Semi-annual sampling of Central was initiated in April 1993 and has continued through the present.
The groundwater monitoring system was upgraded in November 1994 by installing monitoring wells
8103-MW-6 and -7 and in March 1995 by installing monitoring wells 8103-MW-8 and -9. These
monitoring wells were added to provide additional downgradient monitoring points. During the period
from August to September 1998, six monitoring wells (8103-MW-IOA, -IOB, -IOC, -IOD, -1 IA, and -
11 B) were installed to further extend downgradient coverage and provide information about groundwater
discharge zones associated with Central. Two additional monitoring wells (8103-MW-12 and -13) were
added in June 2002 and May 2001, respectively. Monitoring wells 8103-MW-12 (June 2002), 8103-MW-
13 (May 2001), 8103-MW-14 (February 2008) and 8103-MW-15 (February 2008) along with 8103-MW-
3 comprise the comprise the system for monitoring impacts on groundwater resulting from activities in
the transfer station and C & D waste disposal areas. Tables I summarizes the sampling history for the
wells in the groundwater monitoring plan and includes the C&D wells.
Since December 1993 (or installation dates for wells installed later), samples from 8103-MW-2, -3, -4, -6,
-7, -8, -9, -1013, - IOC, -I OR, -1 IA, -I IB, -12, and -13 have been submitted semi-annually to a North
Carolina certified laboratory for analysis using the Federal Appendix I list of constituents for detection
monitoring. The Appendix I detection monitoring constituent list is a subset of the Federal Appendix 11
assessment monitoring constituent list. Since August 1995 (or installation dates for wells installed later),
samples from 8103-MW-4, -6, -7, -8, and -9 have been analyzed annually for the full Appendix 11 list and

the semi-annually for the triggered Appendix lI constituents. Since September 1998 or well installation,
8103-MW-IOB, -IOC, -IOD, -I ]A, and -IIB have been analyzed semi-annually for triggered Federal
Appendix II assessment monitoring constituents. In this report, the term "triggered Appendix 11
constituent" refers to Appendix II constituents not included on the Appendix I list that were detected
during previous sampling events. Samples from surface water locations 8103-SW-2 and -3 have been
analyzed for Federal Appendix I detection monitoring constituents since December 1993. In May 2008,
surface water sampling locations 8103-SW-4 and -5 were added.
Beginning with the May 2008 event, sampling for C&D parameters (alkalinity, chloride, iron, manganese,
mercury, sulfate, and total dissolved solids) was implemented for 8103-MW-2, 8103-MW-3, 8103-MW-
12, 8103-MW-13, 8103-MW-14, 8103-MW-15, 8103-SW-2, 8103-SW-3, 8103-SW-4, and 8103-SW-5.
Aluminum was added to the C&D parameter list in September 2010 and tetrahydrofuran was added in
April 2014. Sampling location 8103-SW-5 was relocated from an intermittent wet weather feature
immediately downgradient from the C&D disposal area to a point on the unnamed tributary to Cleghorn
Creek that roughly follows the northern and western boundaries of the facility. This location, designated
8103-SW-5a, is approximately 100 feet upstream of the confluence of the drainage feature with the
unnamed tributary. Ground and surface water monitoring locations are shown on Figure 2, which is the
groundwater contour map for May 2018.
Ground and surface water quality adjacent to the Construction and Demolition (C&D) Landfill is
currently being monitored in accordance with the Detection Monitoring requirements set forth in 15A
NCAC 13B.0544(b)(1)(D). During recent sampling events, concentrations of aluminum, barium, cobalt,
iron, manganese, vanadium, and vinyl chloride have been reported above 15A NCAC 02L.0202 (2L)
Standards or Interim Maximum Allowable Concentrations (IMACs); therefore, the County has been
directed to initiate an Assessment Monitoring Program. This AMWP sets out the additional actions
proposed by the County for the implementation of the AMP.
2.0 Site Geology
2.1 Regional/Local Geologic Setting

Central Landfill lies in the Inner Piedmont belt between the Blue Ridge belt to the west and the Charlotte
and Kings Mountain belts to the east. The Inner Piedmont belt is separated from the Blue Ridge Belt by
the Brevard fault zone and from the Charlotte and Kings Mountain belts by the Kings Mountain and
Eufola fault zones. According to Goldsmith, et. al. and the Geologic Map of North Carolina, the Inner
Piedmont belt is comprised of stratified rocks consisting predominantly of thinly layered mica schist and
biotite gneiss that are intedayered with less abundant occurrences of amphibolite, calc-silicate rock,
hornblende gneiss, quartzite, and rare marble. The site is situated in an area mapped as having high-grade
amphibolite facies. Intrusive rocks encountered at Central are metamorphosed granitic rock.
2.2 Soil/Rock Conditions
Soil borings at the site have generally encountered a layer of residual soil that is immediately underlain by
saprolite and weathered rock. The soil and saprolite grade transitionally to weathered granitic gneiss and,
with increasing depth, the relict texture of the parent rock becomes more pronounced. In general, the soil
at Central is a micaceous, sandy silt.
2.3 Aquifer Characteristics
In -situ hydraulic conductivity tests were performed on wells 8103-MW-2, -4, -6, -7, -8, and -9 on March
20, 1995. Recovery tests were conducted using either a dedicated pump or bailer to lower the water table.
Analysis of the data using the Hvorselv method (1949) resulted in calculated hydraulic conductivity
values ranging from 2.9 x 10-6 to 1.6 x 10-4 cm/sec. A complete discussion of the test methods and
calculations is presented in BPA's July 7, 1995 report "Monitoring Well System Upgrade, Central
Sanitary Landfill, Rutherford County, North Carolina".
The groundwater contour maps based on static water levels measured semi-annually for 20+ years
indicate that groundwater flows in a radial pattern from the MSW and C&D disposal areas towards the
east, south, and west. These flow directions are shown on Figure 2 and have remained consistent
throughout the sampling history of the facility. The original pre -disposal topography and the fill/cover
history suggest that the primary flow directions from the deepest and thickest fill locations are east
towards Still House Branch and west towards Cleghorn Creek.

Based on a variation of Darcy's Law, the rate of groundwater movement within the regolith aquifer was
calculated at each well using the following equation:
V = Ki/n
where V = velocity (ft/day)
K = hydraulic conductivity (ft/day)
i = groundwater gradient (ft/ft)
n = porosity (dimensionless)
Calculated hydraulic conductivity and gradient values and estimated effective porosity values for each
well were used in the velocity calculations. The 20 percent effective porosity value is based on the
porosity and specific yield versus grain size distribution relationship presented in Fetter (2001) and is
typical for the type of soil (sandy silt with some clays) comprising the regolith at Central. The calculated
velocities for the most recent 12 semi-annual events from Fall 2012 to Spring 2018 indicate an average
groundwater flow rate of 8.36 feet per year based on the 1995 in -situ hydraulic conductivity tests.
Central Landfill accepted MSW and C&D materials from FY 1950-1951 through closure in FY 1996-
1997. After closure, the facility continued to accept C&D materials in an area located immediately north
of the closed MSW disposal area. Phase IA of the C&D Landfill was permitted to begin receiving waste
in late 2008. Flow rates and resulting travel distances for C&D impacted groundwater are likely to
exhibit considerable variability from one location to another. A reasonable estimate can be made based
on the average groundwater flow rate discussed above. Resulting groundwater travel distances would be
on the order of 185 feet since closure of the MSW and 85 feet since the initiation of Phase IA C&D
disposal.
Monitoring well data, observed base flow conditions, and topography suggest that Still House Branch to
the east, Stonecutter Creek to the south, Cleghorn Creek to the west, and the unnamed tributary to
Cleghorn to the west and northwest are groundwater discharge zones. The aquifer is not used for any
drinking or recreational purposes between the waste boundary and the discharge zones. Rutherford
County owns and controls the property between the waste boundary and likely downgradient discharge
zones, and it is unlikely that this property will be developed in any way in the foreseeable future.

boundary.
2.4 Physical changes in Aquifer Conditions
Groundwater levels have been monitored in on -site monitoring wells located between the waste boundary
and property boundary since 1993 and groundwater contour maps have been generated for each Spring
and Fall event (see Figure 2 for most recent data). This monitoring history includes extended periods
ranging from drought to excessive rain. While site -wide water tables have fluctuated in response to
precipitation cycles, the groundwater flow directions have remained stable and the groundwater flow rates
have shown only modest variations. The presence of groundwater discharge zones intercepting all
groundwater flow from the disposal area at the property boundaries to the east and west and the absence
of groundwater users in the vicinity enhance site aquifer stability.
3.0 Proposed Additional Investigations
8103-MW-3 is part of the C&D groundwater monitoring system and is located downgradient from 8103-
MW-14 and 8103-MW-15 and has not shown the occasional increases in the parameters of concern found
in these wells. 8103-MW-3 and the unnamed tributary to Cleghorn Creek are well situated to intercept
C&D groundwater prior to the facility boundary and should provide data for assessment of corrective
measures. In addition, installation of monitoring 8103-MW-16 (Figure 3) is proposed in order to ensure
that the unnamed tributary is acting as a groundwater divide and intercepting groundwater from the
facility. Monitoring of the existing C&D ground and surface water locations along with the additional
monitoring well for the current C&D parameters and additional Appendix 11 constituents as directed by
the Division (15A NCAC 13B.0545(b)(2) should provide sufficient data to complete an assessment of
corrective measures and evaluate potential off -site groundwater impacts caused by C&D activities.
