Returned Water -Supply Well Survey Questionnaires 1.0 INTRODUCTION Pitt County owns a former municipal solid waste landfill (MSWLF), known as the Pitt County Municipal Solid Waste Landfill (MSWLF, Facility Permit #74-01), that occupies approximately 139 acres on the west side of the City of Greenville along Allen Road. The facility is bisected by an east -west trending railroad (Norfolk Southern Railroad) that separates the northern unit, which was closed in 1990 from the southern unit, which was closed in 1995 (Figure 1). The facility now operates as a transfer station that transfers waste to East Carolina Environmental landfill located in Bertie County. As part of the landfill's post -closure requirements, the facility must monitor groundwater and surface water to determine if contamination is moving beyond the point of compliance for the facility (which is no more than 250 feet from the waste boundary and at least 50 feet within the property boundary). During the July 2018 groundwater monitoring event at the southern unit of the Pitt County Landfill, 1,4-dioxane, a newly required target analyte, was detected in three monitoring wells at concentrations exceeding the 15A NCAC 2L groundwater quality standard (GMA, 2018). Exceedances of the 1,4-dioxane groundwater quality standard await confirmation by resampling. If 1,4-dioxane concentrations remain above the groundwater quality standard, a 14-Day Notification of Groundwater Exceedance will be filed as required, and the site will move to'Corrective Action' status. The Solid Waste Section (SWS) of the North Carolina Department of Environmental Quality (NCDEQ) — Division of Waste Management (DWM) was notified verbally of the initial exceedances of 1,4-dioxance in July of 2018. At present, the SWS has not requested an updated receptor survey for the Pitt County Landfill, and a formal change to 'Corrective Action' status will not occur until an exceedance of 1,4-dioxane has been confirmed through repeat sampling. As a proactive measure in the interest of public health, Pitt County voluntarily chose to perform an updated potential receptor investigation for the Pitt County Landfill. On behalf of the County, Groundwater Management Associates, Inc. (GMA) performed a potential receptor survey on October 16, 2018 of the area within 2,000 feet of the edge of waste at the Pitt County Landfill. The remainder of this report summarizes the methodology and results of that investigation. 2.0 METHODOLOGY To identify potential receptors within the targeted area, GMA prepared a preliminary map using Pitt County and NC Onemap GIS data to locate parcels and surface water features within 2,000 feet of the landfill waste boundary. The Pitt County Landfill lies on the western edge of the Greenville City limits (Figure 1), and Greenville Utilities Commission (GUC) provides public water service throughout the search area. Potential Receptor Survey Pitt County Solid Waste Municipal Landfill December 10, 2018 Page 2 of 4 Much of the search area consists of agricultural land, apartments, and housing developments. Prior to field reconnaissance activities, GMA called the developers and/or apartment managers of the identified housing developments to confirm that these properties were connected to public water and that no wells were known to be located within those developments. GMA also reviewed NCDEQ online databases of water -supply wells that withdraw more than 100,000 gallons per day to search for any large public water -supply wells (SWAPInfo2.0, 2018) and obtained GIS data from Pitt County showing the locations of water -supply wells permitted after 2007 (when permitting began). On October 16, 2018 GMA performed field reconnaissance within the targeted area. GMA first visually observed the identified townhomes, apartments, and housing developments from a vehicle. We then went to each home and business within the search radius and looked for any sign of a water -supply well. GMA recorded the locations of all identified wells. If the home or business owner was present, GMA interviewed the owner to determine whether a water -supply well was located on the property, the status of the well present, and to confirm the property's connection to the public water system. GMA also inquired as to whether the well owner would allow Pitt County to sample the well in the future, if warranted. If the owner was not on -site, GMA left a water -supply well questionnaire, with a stamped return envelope, asking them for the same information (Appendix I). 3.0 POTENTIAL RECEPTOR SURVEY FINDINGS Based on the field reconnaissance and returned potential receptor surveys from property owners, GMA identified eight inactive water -supply wells, one active water -supply well used for non -potable purposes, and one abandoned water -supply well within 2000 feet of the landfill property boundary. The status and locations of all identified water -supply wells are summarized in Table 1 and shown on Figure 1. Importantly, none of the identified water -supply wells is currently used as a drinking water source, and only one of the wells currently has a working pump in it. Consistent with the phone interviews conducted prior to field reconnaissance, GMA observed no water -supply wells within any of the housing developments found within the search radius. All of the identified wells were located at various single-family residences located on Allen and Stantonsburg Roads (Figure 1). However, earlier potential receptor survey work performed by GMA during the initial closure activities determined that all of the residences along Allen Road were supplied by public water (GMA, 1994). GMA also found no large capacity (>100,000 gallons per day) water -supply wells within the targeted search area during the online records search or any other water supply well from the Pitt County GIS data. Potential Receptor Survey Pitt County Solid Waste Municipal Landfill December 10, 2018 Page 3 of 4 The only water -supply well with an active, working pump identified during the search was located at the radio station northeast of the facility (Map ID 1, Figure 1). According to the property manager, Mr. Bruce Simel, the well is not used, and drinking water to the building located on the property is supplied by GUC. GMA observed what appeared to be a possible water -supply well on the property at 1620 Allen Road. The property owner, Mr. Dan Lima, informed GMA via email, however, that a well is not present on the property and that water is supplied to the residence by GUC. To help verify these statements, GMA performed an online records search of available NCDENR documents and found previous potential receptor survey work performed in 2001 and 2011 by consultants working under contract with the Superfund Section of the NC-DWM (NC-DWM, 2011). A well was not documented at 1620 Allen Road within that record. An unnamed tributary of Greens Mill Run is located approximately 970 feet south of the landfill property boundary. No other classified surface water feature was identified within the 2,000 feet search radius. Drainage ditches surrounding the landfill property drain to either this unnamed tributary or another unnamed tributary to Greens Mill Run located more than 2,000 feet to the northeast of the site (not visible on Figure 1). 4.0 CONCLUSIONS The next semi-annual monitoring event at the Pitt County Solid Waste Municipal Landfill is scheduled for January of 2019. This monitoring event will include the analysis of water samples at both the Northern and Southern landfill units. None of the water -supply wells identified as part of this potential receptor survey is currently used as a source of potable water, and only one of the identified wells has an active, working pump. GMA will check for confirmation of exceedances of 1,4-dioxane during the scheduled January 2019 monitoring event. 5.0 REPORT CERTIFICATION This report was prepared by Ms. Emma H.
