As per your request, Excel Civil & Environmental Associates, PLLC (Excel) is pleased to submit this
response to your Notice of Regulatory Requirements (NORR) dated June.29, 2011 on behalf of Crown
Central, LLC (Crown). Based on the information included in the Active Remediation Monitoring Report
(ARMR) issued on June 9, 2011 by Excel, it appears that the "likelihood" of the lead contamination at the
location of supply well SW-2 being related to the past release at the (Former) Crown NC-650 facility is
"low" at this time. This is based on the location of the supply well being situated approximately 975-feet
west (hydrogeologically"upgradient) from the source area and monitoring wells located between the
source area and the supply well historically displaying no detections or relatively low concentrations of
lead. During the sampling event, Excel did not observe any unusually high or moderate levels of turbidity
during sampling, however, due to the recent high frequency and intensity of rain -events within the
region paired with unknown well construction specifics, this may allow for some sediment infiltration.
At this time, we recommend resampling the well during the next monthly site visit to be conducted in
July or August (pending approval of the. recently submitted PATA) which will be completed as the
October 2011 sampling event for this well. If you have any questions after review of this information,
