Sum Incident #15622 and Fisher Auto Incident #1970091. We're working on the utility and bottled water transfers for
tomorrow.

Scott, per my voice mail message to you regarding Techno, LLC and the attached e-mail further below, one of our
Clients, Techno, LLC has been dissolved as of September, 2018. Techno, LLC has five active underground storage tank
sites to be transferred to the State Lead program. The sites can be seen in the above Project Tracking Sheet. We have a
few details to work out for at least four of these sites as listed below:
Johnny's Sav-A-Sum — This site has a NPDES permit that Ed Watson of the Mooresville Regional Office indicated should
be transferred to the State Lead Program. The system was shut down in February, 2018 per the NCDEQ Trust Fund's
note on a Pre -Approval form which had requested to keep running the system. In November, 2018 in an NORR, the
NCDEQ Mooresville Incident Manager Trudy Beverly requested to re -start the system. Low levels of MTBE, below the 2L
Standards, were recently detected for the first time in an off -site supply well. Ed Watson sent me the attached form for
the NPDES permit transfer but almost all of it needs to be completed by the new NPDES Permit Holder — the State Lead
Program. We completed the parts we know and it's in WORD so you can fill in the rest or let us know how you want to
work this out. Related to this, do you want us to try to transfer Duke power to the State Lead Program, or just cut it
off?
Also Techno, LLC has been providing bottled water to 2 supply well owners due to unsubstantiated lead detections in
their water which are not likely from the Johnny's Sav-A-sum site because there is not a lead plume on site. But we
need to know how do you want to transfer to the State Lead Program the contract for that bottled water supply?
Fisher Auto - This site has a treatment system with a NPDES permit. The system has been cut off per NCDEQ request,
but the site is very close to being cleaned up. Do you want us to transfer the NPDES permit to the State Lead Program as
with the Johnny's Sav-A-Sum site or just close the permit? Unless you want us to try to transfer Duke power to the State
Lead Program, we will just cut it off.
K & Kahn - This site has a treatment system but no NPDES permit. The system has been cut off per NCDEQ
request. Same request as for Fisher Auto — unless you want us to try to transfer Duke power to the State Lead Program,
we will cut it off.
West Lexington Sav-A-Sum - This site has a treatment system but no NPDES permit. The NPDES Permit was previously
rescinded. The system has been cut off per NCDEQ request. Same question about power as for the other sites.

Dear Messrs. Bullock and Ryals:
This email is to inform you that Techno, LLC has minimal assets and no income, and therefore no longer has
the financial ability to attend to the projects on the attached project tracking spreadsheet. David Holding, the
sole surviving managing member, is eighty years old and not in a position to volitionally manage company
affairs any more. The other partner in Techno, LLC, Bob Holding, passed away in October, 2016. The assets
that remain in Techno, LLC are barely sufficient to cover the cost of an orderly winding up. Therefore Techno,
LLC has been dissolved. I am attaching the articles of dissolution effective September 28, 2018.
Shield Engineering, Inc. has represented Techno, LLC since 2002 with regard to the investigation and cleanup
of the releases from petroleum underground storage tanks (USTs) set out on the project tracking sheet. As
many in the NCDEQ can attest, David Holding has respectfully cleaned up many, many, UST sites in North
Carolina and has brought the remaining sites to near completion for which the NCDEQ deemed that treatment
was no longer necessary. To the extent helpful, we would be happy to attend a call to discuss David Holding's
status and help transition Techno, LLC's project sites to the State Leads Trust Fund.
