ACTION 0 ENVIRONMENTAL GROUP Via: E-mail & Regular Mail September 7, 2018 Mr. Dan Graham NCDEQ Mooresville Regional Office 610 East Center Avenue, Suite 301 Mooresville, NC 28115 Subject: Initial Abatement Report — J Trucking, LLC Near 10475 Highway 601 North Midland, NC Action Project No. 4180490-01 Latitude: North 35.2736°; Longitude: West-80.5001' Dear Mr. Graham, As reported your office, on July 17, 2018 an accident involving a J Trucking, LLC truck resulted in punctured fuel tanks on the truck and the associated car releasing diesel fuel and gasoline onto the highway and shoulder of the highway near 10475 Highway 601 North in Midland, North Carolina. The release report form is attached in Appendix A. First Call Environmental (First Call) responded that day and cleaned the roadway using adsorbents. The same day the impacted soil was covered with plastic to stabilize the spill, and sorbents were emplaced to inhibit migration. Thereafter, soil disposal approval, utility markouts, and authorization for a road lane closure were received. As discussed in advance with the North Carolina Department of Environmental Quality (NCDEQ), First Call and the Action Environmental Group (Action) from Shield Engineering, Inc. (Shield) mobilized to the site on August 21, 2018 to clean up the contaminated soil and collect post excavation soil samples. The details of this subsequent cleanup are presented below. Based on the cleanup work and clean post -excavation samples we are requesting a "No Further Action" determination from the NCDEQ. Soil Excavation On August 21, 2018, after obtaining soil disposal approval, an underground utility mark -out, and North Carolina Department of Transportation approval for a lane closure, First Call re -mobilized to the site to excavate the soil contamination from the shoulder of Highway 601. The latitude and longitude coordinates of the spill area are noted in the subject line above. See Figure 1. Excavation of the impacted soil was undertaken by First Call's crew using an excavator. Action assisted as follows and documented the cleanup. Action screened the excavation areas with an organic vapor analyzer (OVA) to assist in documentation and communication to First Call when the petroleum impacted soil had been removed. The diesel appeared to have collected in a drainage ditch depression on the northbound side of shoulder of Highway 601 and did not migrate very far horizontally. The gasoline impacted area was limited to a small area on the southbound shoulder of Highway 601 where the car came to a halt. The diesel impacted area was irregularly shaped but approximately 34 feet long by 20 feet wide and 4 feet deep at its maximum points. The gasoline impacted area was round and approximately 10 feet in diameter and one foot deep at its maximum points. Site Photographs can be seen in Appendix B. As agreed upon with the NCDEQ, four samples were taken from the diesel excavation and three samples were collected from the gasoline excavation. The excavations with depths and sample locations can be seen on Figure 2. A background sample was also collected approximately 90 feet upgradient of the diesel excavation in the same drainage ditch feature, as shown in Figure 2. Post Excavation Sampling and Analyses Post excavation soil samples were collected by Action to be analyzed at a North Carolina certified laboratory. The analyses were also agreed upon with the NCDEQ. The diesel excavation samples were analyzed for total petroleum hydrocarbons (TPH) diesel range organics (DRO). The gasoline excavation samples were analyzed for TPH gasoline range organics (GRO). Extra sample volume was collected for potential risk -based analyses, to be analyzed as necessary based on initial TPH results. The TPH methods were chosen because of the diesel and gasoline fuel. The post excavation confirmation samples and the background sample were collected in six-inch intervals using decontaminated stainless steel hand augers. The diesel excavation samples were designated D-1 through D-4. The gasoline excavation samples were designated G-1 through G-3. The background sample was called "Background." The samples were all placed in laboratory containers and transported on ice under Chain -of -Custody protocol to Pace Analytical Services, Inc. (Pace) a North Carolina certified laboratory. The samples were analyzed for TPH DRO and GRO by EPA Method 8015 Modified. TPH DRO and GRO were not detected (ND) in any of the samples. Therefore, all of the post -excavation results are below the NCDEQ Action Level. For this reason, none of the risk -based analyses were run. The analytical results are summarized on the Site Map and are attached in Appendix C. Disposal and Site Restoration Three 55 gallon drums of adsorbent waste and debris were collected on the day of initial response and transported for disposal/recycling at Advanced Environmental Options in Spartanburg, South Action Environmental Group, a division of Shield Engineering, Inc. 4301 Taggart Creek Road, Charlotte, NC 28208 Initial Abatement Report September 7, 2018 Near 5873 Route 49 North Mebane, NC Page 3 Carolina. One dump truck totaling 13.57 tons of impacted soil material was loaded and transported for disposal/recycling at Evo Corporation in Winston-Salem, NC. The non -hazardous waste disposal manifests with weights are attached as Appendix D. After excavation, the site was backfilled by First Call. The area was covered with a grass seed germination blanket for erosion control. See the site restoration photos in Appendix B. f nnrineinnc Initial stabilization and abatement of the spill of both diesel and gasoline fuel occurred shortly following the release. Excavation of contaminated soil occurred on August 21, 2018. The post excavation analytical results for TPH DRO and GRO were all non -detect, and therefore below the NCDEQ Action Levels. The removed material was properly disposed and the area has been restored. Based on the cleanup and final confirmation samples, we respectfully request a No Further Action determination for this release from the NCDEQ.
