There are many areas of ponding water on the west and north sides of the access road going back to the yard waste area. These areas must have soil added and be graded to prevent ponding of water of waste. Areas of subsidence should be attended to on a continuing basis_ The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS: 1. There are a couple of areas that must be regraded and seed sown to prevent erosion. 2. There is woody growth in several places on the landfill. When the ground dries out, this growth must be cut down. 3. The landfill was only partially mowed, probably due to the rainy weather. When the ground dries, the landfill must be mowed so seeps or leachate breakouts can be observed and immediately fixed. On the northeast side of the landfill, it can be observed where it looks like the mower caused some ruts. Please repair any and all areas that could possibly hold water over waste. 4. There is an area of cattails on the backside indicating the presence of water over the waste.. 5. Please let Drew Hammonds, Eastern District Supervisor, Andrew.hammondsgncdenr.gov phone 910-433- 3349, know when the areas of pending water on the west side of the access road are repaired.
