Active. Issued on August 19, 2016. Site is recorded in the Edgecombe County, North Carolina Register of Deeds, Book
1324, Page 396. Edgecombe Co. Parcel number is 387313920000.Total property is 319.4 acres. The actual compost operation is approximately 27 acres. This Permit to Operate shall expire March 04, 2020.
PURPOSE OF SITE VISIT:
Comprehensive Facility Compliance Inspection of a Large Type IV Compost Facility.

ADDITIONAL COMMENTS:
01 – The Permit to Operate for this facility is a Large Type 4 Compost Facility and was issued on August 19, 2016 and will expire on March 04, 2020. No later than November 04, 2019, Permittee must submit a request for a permit review
and must update pertinent facility plans.
02 – Facility has several signs with required information. Need to keep vegetation cut around first sign at main road. 03 – Facility has fencing and locking gates for security. 04 – Roads are made of All-Weather construction.
05 – Facility has the active compost windrows on a concrete pad. 06 – The active windrows are 8 ft. wide and 18 ft. long.
07 – Very little non-conforming waste (plastic) found in active compost windrows during this inspection.
08 – Facility has a containment pond to capture all leachate so none can leave the active compost area. 09 – All finished compost is land applied for soil amendment on farmland.
10 – Temperature, Aeration, and moisture level records were reviewed and the compost process is meeting requirements
of the .1406 rule. 11 – As required, facility has last Waste Analysis dated November 20. 2018. Passed the pathogen requirement.
12 – For temperature probe calibration, this facility bought a new probe. Gave facility several options on how to
calibrate probes. 13 – Finished unused product is stored in acceptable windrows on property until it can be land applied.
14 – Facility has the new grinder in service. 15 – Facility has large stockpile of feedstock with only a small amount of non-conforming waste (plastic) mixed in. 16 – Overall facility management appears to be good.

Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
