Comprehensive Facility Compliance Inspection.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS: 01 - Permit to Operate, Large Compost Type 2. A Change of Ownership was done on August 12, 2015 and permit expired on January 12, 2016. Renewal Application has been sent to DWM Permitting. John College, while on-site,
called and spoke with Sherri Stanley, DWM permitting Branch Head. Permit renewal is in process was the answer in an email from Donna Wilson to Sherri Stanley & John College.
02 - The facility is well secured by gates fences and berms. The site has signs with all required information displayed.
03 - This facility has a Plant Manager (Julius D. Leary) who is onsite during operating hours that are Monday – Friday, 7:30am to 4:00pm. 04 - Interior roadways are constructed of All-Weather materials and appear to be in good condition. Facility staff has
worked on the North side of the yard to ensure a drivable path is available for fire suppression as was noted on last inspection report dated November 29, 2017.
05 - Facility currently is receiving minimal feedstock in order to use what is onsite.
06 - Materials stockpiled onsite (pine bark, peanut hulls and cotton gin trash) were all the approved type for this site. 07 - The total capacity for this site is 80,000 cubic yards. Processed and stored.
08 - Feedstock, curing and finished product stockpiles appear to be in compliance. Limited to 30 feet high and 50 feet
wide. 09 – Compost windrow dimensions appear to be in compliance. Maximum dimensions10 feet high and 22 feet wide.
10 - This facility has a Plant Manager (Julius D. Leary) who is onsite during operating hours that are Monday – Friday,
7:30am to 4:00pm. 11 - This facility is closed to the public.
12 – Records were reviewed during this facility inspection. 13 – Temperature records are meeting the .1406 (11) rule. Base Products used have been through the compost process that were brought to this facility from Sun-Grow Compost Facility (7004-COMPOST – Closed) in
Pasquotank.
14 – .1406 OPERATIONAL REQUIREMENTS FOR SOLID WASTE COMPOST FACILITIES: (11)
Types 2, 3 and 4 facilities shall maintain the compost process at a temperature above 40 degrees Celsius
(104 degrees F) for 14 days or longer and the average temperature for that time shall be higher than 45
degrees Celsius (113 degrees F) or, Types 2, 3 and 4 facilities shall meet the vector attraction reduction requirements in 40 CFR 503.33(b)(4) or (7). Requirements of 40 CFR 503.33(b)(4) and (7) are hereby incorporated by reference, including any subsequent amendments or additions
15 – A copy of this report has been sent to SHERRI STANLEY – DWM PERMITTING BRANCH HEAD and
DONNA WILSON – DWM PERMITTING ENGINEER. 16 – You will need to contact Sherri Stanley (919-707-8235) or Donna Wilson (919-707-8255) (DWM Permitting Branch) to keep up with your Permit Renewal process.
17 – Temperatures were checked with John College’s probe. Due to the pile sizes a longer probe may be needed. 18 – Digital Pictures taken during this inspection.
