The additional information is in red. - Please provided additional information for the historical data gap between 1940 and 1951. According to Richard Waldrop who owns Waldrop's Grocery nearby, the site was pasture land until the early to mid-1950s when the Farmers Federation Feed & Seed store was built. In the early to mid-1960s the site became a crusher/junkyard. - Please provided additional information for the historical data gap between 1951 and 1964. Please look for any additional information that could narrow down the timeline for initial development prior the 1964 aerial photo of the Brownfields Property. See above. - Investigate city directories at the library and Register of Deeds for historical ownership information prior to 2002. FBRA's attorney is providing us a title search. When I receive it I will forward it to you. -Site reconnaissance questions that were not addressed in the Phase I report: Previous use of the mobile home? According to Richard Waldrop, the mobile home was used as an office. Any offices or for possible storage of chemicals? No chemicals were inside the mobile home. Were there any external indications of environmental issues since you could not gain access to the interior? No. There was no mention of the railroad on the northeast portion of the Brownfields Property. Was there any suspected contamination in this area? The railroad area was cleaner than the property, however, that property line is certainly on the further assessment list. Were there any railroad spurs located on the Brownfields Property? There are no indications that a spur was on the property. There was no mention of the in -ground scales located near the mobile home. Are they still in place or do they appear to have been removed, and if it has been removed was it backfilled and with what type of material? They are still there. Scales aren't considered environmental concerns since they are mostly metal and concrete weights and balances with some electronic sensors. In the aerial and site photos, it looked like there were structures/sheds on the southwest portion of the property? Are they still there? If so, is anything being stored there? The sheds are off the property and the partially demolished block structure was the former office according to Richard Waldrop. Was there any suspected PCB containing equipment at the site including transformers, light ballasts, etc.? None observed. Mr. Waldrop said he never saw any transformers stored on -site, that it was just an automotive crusher and junkyard. He said the county used to bring all the county cars there when Leonard Thomas owned it. Where were the oil/chemical stained soils observed? Please create a figure that displays these locations. During the limited Phase II ESA, stained soils were observed everywhere except the S-4 and S-6 locations on the attached map. Richard Waldrop said he thought the crusher was moved around on the site, which explains the areas of saturated soils. Was there any sign of a concrete pad where the car crushing operations took place? Was there an oil collection system/oil skimmer located anywhere on the Brownfields Property as indicated in previous reports? No concrete pad other than the scales were observed. There is a lot of concrete fill material on -site based on the drilling activities during the Phase II ESA and confirmed by Mr. Waldrop. He said the site was built up from the mid-70s with concrete debris from offsite demolition sites. I was never informed there was an oil collection system on -site and one was not observed on -site. We are confident we will be able to get soil from another location. Once we get the grading plan to you and we have the requirements from you for the Brownfields agreement complete, we will get the test for the import soil and get that to you. We would still like to push this through just to see if we might be eligible for a pigeon River fun grant to help with the cost of remediation. Good morning Caroline and Tracy, I wanted to let you know that Chris Day is working on our grading plan and we will get that to you early next week. Also, we have a builder that will have approximately 40 truck loads of clean fill dirt from a construction project. Since we know we would like to bring in dirt to get our building out of the flood plain, would it be possible to "store" the dirt on the site somewhere so we can take advantage of this "free dirt" opportunity? The dirt is expected to be ready by March 16th. Please look through my requests and questions below in order to clarify the site use and any environmental concerns at the Brownfields Property: - Please provided additional information for the historical data gap between 1940 and 1951. - Please provided additional information for the historical data gap between 1951 and 1964. Please look for any additional information that could narrow down the timeline for initial development prior the 1964 aerial photo of the Brownfields Property. - Investigate city directories at the library and Register of Deeds for historical ownership information prior to 2002. -Site reconnaissance questions that were not addressed in the Phase I report: Previous use of the mobile home? Any offices or for possible storage of chemicals? Were there any external indications of environmental issues since you could not gain access to the interior? There was no mention of the railroad on the northeast portion of the Brownfields Property. Was there any suspected contamination in this area? Were there any railroad spurs located on the Brownfields Property? There was no mention of the in -ground scales located near the mobile home. Are they still in place or do they appear to have been removed, and if it has been removed was it backfilled and with what type of material? In the aerial and site photos, it looked like there were structures/sheds on the southwest portion of the property? Are they still there? If so, is anything being stored there? Was there any suspected PCB containing equipment at the site including transformers, light ballasts, etc.? Where were the oil/chemical stained soils observed? Please create a figure that displays these locations. Was there any sign of a concrete pad where the car crushing operations took place? Was there an oil collection system/oil skimmer located anywhere on the Brownfields Property as indicated in previous reports? I would also like to go ahead and start arranging a site visit and data gap meeting at the Brownfields Property. Let me know what dates work for you within the next few months.
