ADDITIONAL COMMENTS
1. The active permit is a “consolidated” permit for the West Site – C&D Landfill On Top of Closed MSW
Landfill; Post Closure Care Requirements for Closed Unlined MSW Unit; East Site – Subtitle D MSW Landfill; and for the Self-McNeilly MSW Landfill 23-01 Phase 1.
2. Hours of operation of the Self-McNeilly unit: Monday through Saturday from 8:00 a.m. to 4:00 p.m. and Sunday 6:00 a.m. to 12:00 p.m. (Operation on Sundays is limited to accepting wastes from PPG Industries.) 3. Proper signage is displayed at the entrance the landfill.
4. The service area for the landfill is limited to Cleveland County.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

6. Proper signage is displayed at the entrance the landfill. 7. The facility is currently accepting approximately 250 tons of waste daily.
8. The landfill was actively receiving waste during the audit. The operational area/working face was small
and well maintained. (Photo #1)

9. The entire MSW landfill is surrounded by fencing to capture and control windblown litter. (Photos #2 & #3) There was very little or no windblown material observed during this inspection.
10. Two-inch diameter PVC piping, four-feet high is used to delineate the edge of liner at one hundred foot intervals. (Photo #5)
11. The edge of waste is to be placed no closer than four feet from the edge of liner.

12. While the facility is approved to use fabric tarps as an alternative daily cover, they do not use tarps at this
time.

14. There are 10 monitoring wells in the groundwater monitoring network: MW-101-103S, 103D, 104-105S, MW-105D, MW-106 - MW-108) associated with the Self-McNeilly Site. Ground water samples were last
collected for analysis on April 13-16, 2014 by Shield Engineering .

15. There are three surface water monitoring stations (SW-2 [Long Creek], and SW-3 and SW-4 [Buffalo Creek]) associated with the Self-McNeilly Site. Surface water samples were last collected for analysis on April 13-16,
2014. 16. Semi-annual landfill gas monitoring is conducted by Shield Engineering using a LANDTEC “GEM 2000” gas
analyzer. The most recent monitoring event of wells MP-101, 102, 103, 104, 105, 106, and 107 occurred on
February 23TH 2015. No regulatory violations were detected. 17. A random inspection of groundwater and landfill gas monitoring wells found all wells properly secured with
padlocks and identified with well ID plates. (Photo #5)
18. Access roads are well maintained. 19. The leachate from the Self-McNeilly MSW landfill is pumped via a force main to two 348,000- gallon above
ground leachate holding tanks located northwest of the closed “East” MSW landfill. The leachate automatically discharged from the holding tanks directly to the City of Shelby Waste Water Treatment Plant for disposal.
20. While the facility it approved to re-circulate leachate at the Self-McNeilly MSW landfill, they are not doing any re-circulation of leachate at this time. 21. There are “down-slope” drains that direct stormwater runoff from the upper slopes of the landfill to the
perimeter stormwater ditch. (Photos #5). 22. The slopes of the landfill are showing evidence of minor surface erosion. 23. The slopes of the landfill are stabilized with emergent vegetation. There was no evidence of any trees or
woody vegetation. 24. There was no ponding of water observed on the landfill.
25. Please ensure that adequate sediment control measures (structures, devices, temporary groundcover,
etc.) are maintained to prevent excessive on-site erosion and to prevent silt from leaving the site. 26. Waste screening records were reviewed during this audit. Random waste screenings are done three to four
times a week.
